00:00Vice President Sara Duterte insisted that she is not a bratinella or a spoiled brat.
00:05Next, she said in a statement to the camera about the 2025 budget of her office.
00:13The people of the country know that I am not a bratinella or a spoiled brat
00:19because they have known me since I was still in Davao,
00:22since I was still a mayor, until I became vice president.
00:27Shouldn't we know...
00:28The vice president thinks that the lawmakers are not used to not getting what they want.
00:34But she believes that the Congress has the power to impose the budget of the agencies,
00:40including her office.
00:41She also clarified in the repeated answers to the hearing
00:44that some members of the Congress are using the budget hearing as an attack on her.
00:52Put in house arrest or transfer to the custody of the AFP,
00:56that is what Pastor Apollo Quiboloy will ask for now that he is in the custody of the PNP.
01:01Witness, Mary Zumal.
01:07On August 24, when the police entered the compound of the Kingdom of Jesus Christ
01:13or KOJC in Davao City,
01:16their mission was to arrest KOJC founder Pastor Apollo Quiboloy
01:20and other accused.
01:21And yesterday, after the search,
01:25the authorities caught Quiboloy, who was arrested earlier in Camp Kramer.
01:30According to the PNP, he is the one wearing a cap with the mark of an eagle,
01:34covered from his face to his body.
01:36The faces of the accused and KOJC members,
01:40Jacqueline Roy, Ingrid Canada, Crisente Canada, and Silvia Semanes, are also covered.
01:47Before this,
01:48Do you have the right to remain silent?
01:50they were charged with Miranda Rights and were put under a booking procedure.
01:54Those who were caught in this process
01:57were learned by the PNP before it was shared in the media.
02:00They were even shot.
02:02They are now in prison at the PNP Custodial Center.
02:06Quiboloy's accomplice
02:08confessed and the pastor was not arrested.
02:10An arrest is only made when there is an actual restraint of the person to be arrested.
02:15In this case, there was no actual restraint.
02:17He decided to make the ultimate sacrifice of surrendering
02:22so that the sufferings of his members would end.
02:26But President Bombong Marcos and the Interior Department insisted that they were cornered
02:31so they were forced to surrender.
02:33He will not be released if we do not chase him.
02:37What happened was that he was forced to leave because the police were already close to him.
02:42Our police were determined and I instructed them,
02:46this is the last time.
02:47I told them, when we enter,
02:49you will not leave until you catch him.
02:53And that's exactly what they did.
02:55For me, it makes no difference if you surrender.
02:58Because that's it.
02:59Practically, you were cornered.
03:01According to the DILG Secretary,
03:04the information is currently being spread outside the KOJC compound.
03:07Quiboloy surrendered.
03:09That's a story of a coachman.
03:11Do you know why?
03:13If you're already outside, then run away.
03:16He's been saying that for a long time.
03:18He will not be caught, right?
03:20The DILG wants to investigate and punish the person who surrendered to Quiboloy.
03:25The lawyer of the pastor who was involved in the possible investigation is ready.
03:30Yet yesterday, the pastor returned to the KOJC compound.
03:35He had to meet his leaders again.
03:39That is why on September 8,
03:41there was already a decision that he will surrender.
03:45On September 8 in the morning, I was informed about it.
03:48And in front of the ISAF officers and the PNP,
03:54the decision was made.
03:55Prior to September 7, he was not in the compound.
03:58He also insisted that he only just found out where Quiboloy was hiding.
04:02He told me that he was in the mountains of Davao City.
04:06I was not able to verify from him.
04:09It happened too fast.
04:13Last week, the PNP received a tip that Quiboloy was hiding inside the ACQ College of Ministry.
04:211,000 staff and SWAT were assigned to surround the place
04:25to make sure that no one would be able to leave.
04:27Early in the afternoon, the final assault was launched.
04:31But there were surrender feelers, so the assault was suspended.
04:34At 10 p.m., we heard the feelers.
04:38The National Headquarters called because the negotiations were high-level feelers.
04:44So I said, okay, sir. I will hold until 1 a.m.
04:47My first assault was at 1 a.m.
04:51We will hold until 3 p.m.
04:53A C-130 plane of the Air Force arrived in Davao
04:56and left the place where Quiboloy was hiding.
04:59They were ridden by a convoy that traveled with them to ride the C-130.
05:04According to the President, Quiboloy asked for the presence of the Armed Forces of the Philippines
05:08in his assault.
05:10But the AFP and PNP were the ones who led the operation.
05:15I hope the AFP will be present because they said they don't trust the police.
05:20So fine, that's what we did.
05:22But let's be very clear, this was a police-led operation.
05:26There were cases of qualified human trafficking and child abuse and sexual abuse here in the Philippines by Quiboloy.
05:32This is anchored in the complaint of Alias Amanda,
05:35the minor of age who was brought from Pasig to Davao City,
05:39who was temporarily escorted by Quiboloy.
05:42According to his lawyer, Alias Amanda is happy with this development
05:46and they are now preparing to face Quiboloy and other accused in court.
05:51The Justice Department is investigating him being placed in the Witness Protection Program.
05:56The victims and former workers of KOJC in America
06:00were arrested by Quiboloy and other accused.
06:03But they have something to call for.
06:05I hope the PNP will rescue those who are still inside Quiboloy's quarters,
06:13especially the minors.
06:15Quiboloy is also wanted in the Federal Bureau of Investigation of America
06:19for cases of sexual trafficking of minors,
06:22fraud, conspiracy, bulk cash smuggling, and money laundering.
06:26Yesterday, the Philippines and America issued freeze orders
06:30on Quiboloy's bank accounts, properties, and other assets.
06:34The cases in America and here in the Philippines are almost the same.
06:37The accused are different kinds of witnesses.
06:40They have different lives, but they have the same complaint.
06:43The Justice Secretary insisted that Quiboloy has nothing to do
06:46with the justice system in the Philippines.
06:49After that, only one person will discuss the possible request from the United States.
06:53We expect the U.S. to file an extradition request very soon.
06:59We have a treaty with the U.S. and it's part of the law of the land.
07:03We will have to play it out well.
07:06Well, the extradition request is not yet there.
07:11Besides, the judicial processes that Apollo Quiboloy
07:20is going to have to go through now locally still have to be done.
07:25Because what has been done is that we have implemented and enforced
07:30an arrest warrant that was issued by the court.
07:34For the moment, we are not looking at extradition.
07:38We are looking at the cases, the complaints that were filed here in the Philippines.
07:45That's what he needs to face first.
07:47Now that the arrest warrant has been implemented by the court for Pastor Quiboloy,
07:51the next thing he will face is in the hands of the judicature.
07:54The President assured that his rights will be protected
07:58despite the fact that there is no special treatment that will be given to him.
08:01Earlier, Quiboloy was brought by his lawyer to the PNP Custodial Center.
08:05They will request the court to remove the pastor.
08:09Right now, we filed a motion for the transfer of his custody to the AFP,
08:15citing among other grounds, security reasons.
08:18We are hoping that the court will grant the same.
08:22At the very least, a house arrest, knowing that he is already 74 years old.
08:30He has a health condition.
08:31But the Defense Department said that the transfer of Quiboloy's custody to the AFP will be followed.
08:37The AFP facilities have strict operational security protocols.
08:42This is why it is not the agency that should hold the custody of suspects in criminal cases.
08:47For GMA Integrated News, I am Maryse Umaliang Inyong.
08:51Saksi!
08:54Rehabilitation in NIA will begin
08:56with its turnover in the New NIA Infrastructure Corporation starting on Saturday.
09:00And in the first year, you will feel the changes.
09:04Saksi!
09:05This is Bernadette Reyes.
09:07Red seats.
09:08No escalators and walkalators.
09:11Limited parking space.
09:13This is due to the rapid turnover of the operation of the Ninoy Aquino International Terminal
09:20in the New NIA Infrastructure Corporation starting on Saturday, September 14.
09:25In the first year, you will feel the changes in the new and refurbished toilets.
09:30Added air conditioning units and chairs.
09:33Added air conditioning units and chairs.
09:35Faster internet connection.
09:37And many more.
09:38In five years, the passenger capacity will be increased to 62 million
09:43from the current 35 million.
09:46And from 40, it will be 48 takeoffs and landings per hour.
09:51We can begin the work of modernizing our airport
09:54and giving Filipino people the world-class facility they deserve.
09:59Local airlines will also have new flights to international and local destinations.
10:05There may also be changes to the terminal assignment
10:08once the extension of Terminal 2 is completed.
10:12The increase in passenger fees is not immediate.
10:16Based on the administrative order that was recently signed,
10:21the implementation of the increase in the terminal fee will only take effect after one year.
10:27Eighty-two percent of the revenues other than passenger service charge will go to the government.
10:33Our charges haven't increased for 24 years.
10:37And I think this is one of the reasons why the improvements and development of NIA is slow
10:45because there is a lack of funds.
10:48Maybe it's about time.
