00:00Plans for Ukraine's future couldn't be further apart between presidential wannabes
00:04Donald Trump and Kamala Harris. One has said Kyiv will receive not one penny in help from
00:10Washington, D.C. if he's back in power, while the latter is sure to pursue Biden's
00:15program of assistance, as VOA's Anita Powell reports.
00:21Ukraine's ancient capital knows well what it's like to be tossed about by the waves
00:25and whims of powerful forces. And so analysts there seem ambivalent to a possible second
00:30term for former President Donald Trump.
00:35There is a prevailing opinion that the return of Trump to the White House is not the best
00:41scenario for Ukraine, although there are also cautious opinions that everything may not
00:48be that bad.
00:50Trump has said he will swiftly end the war, though his running mate, J.D. Vance, once
00:54said he doesn't really care about Ukraine, leaving Ukrainians unsure what to think.
01:00This makes a potential Kamala Harris presidency more of a wild card to this nation that knows
01:04Trump and President Joe Biden so well.
01:08Harris has met with Ukrainian President Volodymyr Zelensky and represented Biden at major
01:12transatlantic security summits. But on the trail, Harris has only briefly spotlighted
01:16Ukraine and how she differs from Trump.
01:19He encouraged Putin to invade our allies, said Russia could, quote, do whatever the
01:27hell they want.
01:30Five days before Russia attacked Ukraine, I met with President Zelensky to warn him
01:37about Russia's plan to invade. I helped mobilize a global response, over 50 countries,
01:44to defend against Putin's aggression.
01:46And as president, I will stand strong with Ukraine and our NATO allies.
01:54Analysts say Harris is likely to follow Biden's support Ukraine playbook, and Trump's
01:59broad foreign policy pronouncements remain as vague as ever.
02:03Take Trump's promise that he will end the war in one day.
02:06It's not entirely clear how he'll do that. The fear, of course, is that he'll do it by
02:11simply abandoning Ukraine, cutting off funds and pressuring Zelensky into negotiations
02:17at a time when Putin would enjoy all of the bargaining leverage.
02:21But, he says, the battlefield has shifted with Ukrainian forces' recent decision to
02:25strike across the border and take a bite of Russian territory.
02:29While analysts widely predict that Ukraine will neither seek nor succeed in holding this
02:33land, it's a bargaining chip that will help Kiev whoever wins.
02:37And, he said, Biden could also put his hand on the scale at a pivotal stage.
02:42I wouldn't be expecting any shift in the U.S. position vis-a-vis Ukraine's military
02:47operations before November, but I would be watching between November and January,
02:52whatever the outcome, to see if there is a little bit more leash given to Kiev.
02:58And, he notes, Ukraine's leader has bolstered his relationships with European leaders
03:02and broadened his support.
03:04And so, as these two race to the end of this story, what could end up happening in Ukraine
03:09ultimately may not be up to the American president, whoever she or he is.
