00:04DPWH is looking at the possibility of imitating the system of a business district.

00:15While many parts of Metro Manila are being flooded because of the strong winds of Hurricane Karina,

00:21BGC or Bonifacio Global City in Taguig remained flood-free.

00:29One of the reasons is under these trees.

00:33I am now here at the Biburgo Circle in BGC and under this parking lot,

00:37there is a water detention tank that we can see in this hole.

00:43When it rains in BGC, the water is pumped here first so it does not flood here.

00:47And when the rain stops, it will be pumped to a creek that will lead to Pasig River.

00:55It is deep because it has four floors and can embark more than 20 million liters of water

01:02or equivalent to the contents of eight Olympic-sized swimming pools.

01:06DPWH said that they plan to imitate this system in other places in Metro Manila

01:11like under the UST in Bahaing España Boulevard in Manila.

01:16But it did not work.

01:18That is why the UST administration did not agree.

01:24So we are looking for other areas.

01:27The 1975 Flood Control Master Plan also plans to add a reservoir of water aside from Pasig River.

01:35It is part of the Mangahan Floodway that was built in 1986

01:38to bring water from Metro Manila to Laguna de Valle.

01:42It is also part of the Paranaque Spillway where the other water will flow to Manila Bay.

01:47But it did not work.

01:49That is why it did not continue because there is no budget.

01:52Political will? Lack of continuity? Analysis paralysis?

01:58Budget? You can borrow money. Dubai has borrowed money but they have a good plan.

02:03But the Mayor of Muntinlupa said in the hearing of the camera

02:06that if the Paranaque Spillway continues, half of Barangay Bulig in their city will be cleared.

02:12The last say of the people of Muntinlupa is an objection to it.

02:15We are with them in finding a solution to the flood problem.
