00:00I would point out, and I would agree with the gentleman from Georgia, that in all that
00:05spending that is being bemoaned by our colleagues on the other side of the aisle by the previous
00:10administration, show me the opposition from our colleagues on the other side of the aisle.
00:15I'll wait.
00:16The truth is, that was a bipartisan spend-a-thon.
00:20Some of us opposed a good chunk of it, but it was bipartisan.
00:24The reality here is we have legislation before us that is designed to constrain spending
00:29in a world in which we're $35 trillion in debt, in which we have $1.1 trillion in interest.
00:34More on interest than we're spending on any entire spending of the national defense.
00:38A world in which we are racking up another trillion dollars in debt every two or three
00:42months.
00:43This is an unsustainable course that we're taking, and this is what is definitively occurring
00:47with the rampant support of our colleagues on the other side of the aisle.
00:51But what we've also done is put forward legislation to enact policy changes, because the power
00:55of the purse is supposed to be used by Article 1 by Congress in order to do what is necessary
01:01to constrain an out-of-control executive branch.
01:04The truth is, on June 13, 2024, an illegal alien from El Salvador raped a 13-year-old
01:11girl at Machete Point while recording it in Queens, New York.
01:16The illegal alien was released from the border in June of 2021.
01:21On June 14, 2024, an illegal alien from El Salvador was charged with the rape and murder
01:27of Rachel Morin, a Maryland mother of five.
01:30He illegally crossed the southern border in February of 2023 as he got away.
01:35But that's not the first instance in Maryland.
01:38Kayla Hamilton was raped and murdered in 2022 by an illegal alien.
01:43Her mom is begging for this Congress to stand up against the Biden administration to stop
01:50doing what is unconscionable with open borders that are endangering the American people.
01:57On June 17, 2024, 12-year-old Jocelyn Nungare was murdered by two illegal aliens from Venezuela
02:04in my home state in Houston, Texas.
02:07On May 14, 2024, an illegal alien from Honduras who was released — released — from the
02:13border in April 2022 under this administration pleaded guilty to third-degree sexual abuse
02:19of a 12-year-old girl in Waterloo, Iowa.
02:23I could go on and on.
02:24I have pages and pages, and my colleagues on the other side of the aisle want to hide
02:29behind legislation, which even the current president couldn't stand behind when he said
02:35he could.
02:36You know how we know that?
02:37Because he went to the microphone, saying that he now has magically the power for an
02:41executive order, saying he will now say, well, when we have 2,500, that's when we'll set
02:47in effect the stop at the border.
02:49When the bill was 5,000, my colleagues on the other side of the aisle know it's all
02:52a sham.
02:53They know it's all a cover vote.
02:56That's the truth.
02:57We have legislation here that would have Congress step in front of an out-of-control executive
03:01branch to secure the border of the United States, and it is not unprecedented to hold
03:06a bill at the desk.
03:07We have done it before, and we should do it because we should use the power of the purse
03:12to stop an administration that is endangering the American people in the United States.
03:18It is unconscionable what this administration is doing.
03:21It's unconscionable what they're doing to the Department of Defense.
03:23It is unconscionable that they've turned it into a woke social engineering experiment
03:27that is more concerned about transgender surgeries and pushing a radical agenda than ensuring
03:32that we have the military that is necessary to defend the United States of America.
03:37There's no wonder that recruiting levels are down.
03:40There's no wonder that we have a morale problem at the Pentagon.
03:44This legislation is designed specifically to refocus our military on doing its job,
03:48exactly what the American people want us to do, secure the United States, secure our border,
03:54secure us without giving money to organizations all around the world.
03:58I am proud that we restrict funding of the ICC, of the ICJ, of UNRWA.
04:03UNRWA, by the way, which my Democratic colleagues want to continue to support, when it was in
04:08fact UNRWA that was funding and putting people on the ground, literally, that were killing
04:13our friends in Israel.
04:14This bill is a responsible effort to restrain an administration that is endangering the
04:19American people, and I'm proud to support it.
