A quarter of a billion dollar a cost-of-living relief package is the centrepiece of this year's South Australian budget. Treasurer Stephen Mullighan has handed down the Labor government's third budget confirming another surplus accompanied by a sharp rise in debt.

00:26one in four households here in SA and features a $243 one-off concession payment. South
00:32Australia has been experiencing high demand in its health system over the past week and
00:36is still in a code yellow with elective surgeries cancelled. The Government will try to rectify
00:41that with a $2.5 billion investment, including throwing more funds at helping to ease ambulance
00:46ramping. And there will be help for first home buyers. They won't be required to pay
00:50stamp duty on new builds. All up, the State recorded a $306 million surplus, but debt
00:56is projected to reach more than $44 billion by 2027-2028.
