01:11 - Okay, good morning.
01:16 (speaking in foreign language)
01:18 Welcome to today's episode of Beyond the Headlines.
01:22 (speaking in foreign language)
01:25 (speaking in foreign language)
01:29 (speaking in foreign language)
01:33 (speaking in foreign language)
01:37 (speaking in foreign language)
01:41 - Which is the main venue for the event,
02:04 for the opening and the closing.
02:05 (speaking in foreign language)
02:09 - But anyway.
02:18 (speaking in foreign language)
02:22 - Another curing days.
02:30 - Seven days.
02:31 - Seven days.
02:32 - So 37 days.
02:33 (speaking in foreign language)
02:37 Like for example, it was the first
02:57 (speaking in foreign language)
02:58 there was a marketing team.
03:01 So that means (speaking in foreign language)
03:06 (speaking in foreign language)
03:10 It is the first
03:33 professionally managed by a marketing team.
03:36 (speaking in foreign language)
03:40 Good luck.
04:03 (speaking in foreign language)
04:07 Cebu was also the first palaro
04:10 where all delegates were given free food.
04:12 Three meals a day and free drinking water.
04:17 (speaking in foreign language)
04:21 1994.
04:27 (speaking in foreign language)
04:31 (speaking in foreign language)
04:35 (speaking in foreign language)
04:39 Tuesday, Wednesday, Thursday, hopefully tomorrow.
04:42 (speaking in foreign language)
04:46 So that is the reason why
04:55 (speaking in foreign language)
04:59 This is in the person of Councillor Joy Young.
05:08 (speaking in foreign language)
05:12 Very successful.
05:36 (speaking in foreign language)
05:40 It was the first professionally managed
05:42 by a marketing team.
05:43 And then (speaking in foreign language)
05:48 How did I?
05:52 (speaking in foreign language)
05:56 (laughing)
05:58 (speaking in foreign language)
06:05 I will not call it hard work.
06:07 I'm just saying that we really work hard
06:09 and we really work.
06:12 (speaking in foreign language)
06:15 You can work hard and fail.
06:17 So come to Seattle, we really put a lot of thought about it.
06:21 We consulted a lot of people.
06:23 (speaking in foreign language)
06:25 Advice and we did our homework.
06:27 (speaking in foreign language)
06:29 So I think that's one of the reason why it was successful.
06:32 The other thing also is that we did a lot of things
06:37 for the first time in the book.
06:38 (speaking in foreign language)
06:42 (speaking in foreign language)
06:46 (speaking in foreign language)
06:50 (speaking in foreign language)
06:54 (speaking in foreign language)
06:59 (speaking in foreign language)
07:03 (speaking in foreign language)
07:15 (speaking in foreign language)
07:19 (speaking in foreign language)
07:23 (speaking in foreign language)
07:27 (speaking in foreign language)
07:31 (speaking in foreign language)
07:35 (speaking in foreign language)
07:41 (speaking in foreign language)
07:56 (speaking in foreign language)
08:00 (speaking in foreign language)
08:13 (speaking in foreign language)
08:17 (speaking in foreign language)
08:40 (speaking in foreign language)
08:45 (speaking in foreign language)
09:13 So Ansel, what were the key factors
09:15 (speaking in foreign language)
09:19 (speaking in foreign language)
09:24 (speaking in foreign language)
09:28 I don't remember anymore what I promised,
09:51 so we had to promise.
09:52 So I had to ask the auntie, she goes,
09:54 (speaking in foreign language)
09:58 That's for one week, seven days?
10:00 (speaking in foreign language)
10:02 10 days.
10:03 (laughing)
10:04 Oh yeah, 10 days, yeah.
10:05 (speaking in foreign language)
10:09 For 10 days, for (speaking in foreign language)
10:16 So I think (speaking in foreign language)
10:21 (speaking in foreign language)
10:25 (speaking in foreign language)
10:29 (speaking in foreign language)
10:36 (speaking in foreign language)
10:45 (speaking in foreign language)
10:55 (speaking in foreign language)
10:59 (speaking in foreign language)

11:26 (speaking in foreign language)
11:31 (speaking in foreign language)
11:36 (speaking in foreign language)
11:40 (speaking in foreign language)

13:26 (speaking in foreign language)

22:53 What are your hopes for Cebu City's athletes
22:56 (speaking in foreign language)
23:00 (speaking in foreign language)
23:05 We need to work harder if you want to be number one.
23:10 (speaking in foreign language)
23:21 (speaking in foreign language)
23:24 Education and sports.
23:32 (speaking in foreign language)
23:36 Why we cannot support our own athletes
23:43 to be as good as produced in NCR?
23:48 (speaking in foreign language)
23:53 (speaking in foreign language)
23:57 (speaking in foreign language)
24:01 (speaking in foreign language)
24:05 (speaking in foreign language)
24:30 (speaking in foreign language)
24:31 From 1994 until (speaking in foreign language)
24:35 (speaking in foreign language)
24:39 We need all sorts of things to train it.
24:44 (speaking in foreign language)
24:48 There are things that we're not willing to do.
24:53 (speaking in foreign language)
24:57 If you do those things, (speaking in foreign language)
25:01 (speaking in foreign language)
25:05 (speaking in foreign language)
25:12 We don't want to sacrifice the education of our children.
25:15 We want to win in sports.
25:17 We want them to have that idea that they have to work hard to win.
25:20 (speaking in foreign language)

37:28 (upbeat music)
37:31 (upbeat music)
37:34 (upbeat music)
37:36 (upbeat music)
37:39 (upbeat music)
37:41 - Okay, we're back.
38:07 (speaking in foreign language)
38:11 I know there's still a lot of our viewers
38:35 (speaking in foreign language)
38:39 A short overview of the Matatag curriculum.
38:50 - Okay, actually I cannot give the nitty gritty
38:55 of the curriculum, no, because Tang Charge
38:59 and his curriculum chief, but what I can say
39:04 is that this Matatag curriculum is an effort,
39:08 is an attempt to change the face of Philippine education,
39:12 having been our education system,
39:14 having been placed with, labeled as not producing
39:19 what it ought to produce with our learners.
39:23 So our current leadership in the department,
39:27 led by Vice President Sara, is trying to make an attempt
39:33 to change this label, we can change the panorama
39:37 of Philippine education with some educational reforms
39:40 in the curriculum.
39:41 I cannot be very specific about what is happening,
39:44 but what I know, what I am sure is,
39:47 this school year 2024, 2025, we are going to implement
39:52 for the first attempt, curriculum for kinder,
39:57 grade one, grade four, and grade seven.
40:02 Now, prior to this implementation,
40:05 this has been piloted in this previous school year.
40:09 So, insights during the piloting have been submitted,
40:14 and so hopefully all the comments,
40:18 all the insights of the pilot schools,
40:19 where Cebu is one with five pilot schools,
40:23 have already been incorporated in this new curriculum,
40:27 kinder, grade one, grade four, and grade seven,
40:30 that is to be implemented in the school year.
40:33 So, just advance information,
40:35 while we implement kinder, grade one, grade four,
40:39 grade seven, this school year that is going to open,
40:42 we will be piloting grade two, grade five, and grade eight,
40:47 in preparation for next school year.
40:50 Okay, so that's how the order of implementation is,
40:55 so in a series.
40:57 And there are a lot of changes, like grade one,
41:00 there have been some subjects which have been omitted,
41:06 but what I am happy to tell everyone is GMRC is back.
41:11 - Yes. - Yes.
41:12 - Oh, very important.
41:14 - GMRC is back, and we are very happy with that,
41:18 no, we are very happy with that.
41:20 And clarification on the use of MTB has been strengthened
41:24 on the mother tongue,
41:26 and I think that's a very good development for grade one.
41:29 The clarification of what really MTB is all about,
41:34 and in fact, MTB taught as a subject is no longer there,
41:38 but the use of MTB, and what MTB to use,
41:42 is already clarified, and I think that's a good development.
41:46 - Sir, (speaking in foreign language)
41:48 is this for the public schools,
41:50 or in appeal on private schools only?
41:53 - The private schools are encouraged.
41:56 They are encouraged.
41:57 In fact, there are some private schools
41:59 who have requested to allow their teachers
42:02 to join in our training.
42:04 And well, we allow that,
42:06 because that means they want to adapt the mother tongue
42:09 curriculum, and I can see that it's very essential
42:13 that our teachers are well-trained,
42:15 because they are the implementers.
42:17 Yeah, if they are not well-prepared for this curriculum,
42:21 then if we fail to plan,
42:25 if we fail to prepare them for the implementation,
42:28 it's like preparing to fail.
42:30 Yeah, that's why we are leaving no stone unturned.
42:34 In our school division, I, the assistant superintendents,
42:39 the education program supervisors,
42:41 are all around the province now,
42:44 just making sure that the trainings
42:46 are conducted as it should be.
42:48 - Sir, (speaking in foreign language)
42:52 (speaking in foreign language)
42:56 - I'm sorry, I cannot be very specific with the data.
43:04 If you can give me another time,
43:07 I will prepare for that data, for the answer of that,
43:10 so that that would be a very good information
43:12 for our public.
43:14 But yeah, lest I give misinformation,
43:18 because the real information here
43:21 is with our curriculum implementation division,
43:24 but I can ask, and probably I can give you a specific data,
43:29 specific information about this.
43:32 - Yes. - But yes, that's true.
43:34 And then in English, we're back with reading and phonics
43:39 and language, they're no longer integrated.
43:42 - So separate (speaking in foreign language)
43:44 - Yes, yes.
43:45 - (speaking in foreign language)
43:50 - That is one thing, personally,
43:53 that is one of the developments that I am happy about.
43:55 (speaking in foreign language)
43:59 Communication arts.
44:03 - Yeah. (laughing)
44:04 - Very one.
44:05 (speaking in foreign language)
44:09 And phonics of language is,
44:11 (speaking in foreign language)
44:15 - Yes, we are trying to address that
44:22 by giving reading a special time to develop,
44:27 and at the same time, a special time
44:30 for the communication skills
44:33 of our students to be developed.
44:35 (speaking in foreign language)
44:39 Either we find so much time in reading
44:42 and find less time in language or the other way around.
44:46 - Okay. - So giving them same weight,
44:51 and that would seem to address the reading skills inadequacy
44:56 that we are experiencing now.
45:02 (speaking in foreign language)
45:06 - Grade four, grade five (speaking in foreign language)
45:11 That's one of the measures that we hope will address that,
45:18 will resolve that issue.
45:20 - Doc, Pauline, (speaking in foreign language)
45:25 You mentioned earlier, my implement is a grade one, no?
45:28 Is this also implemented as a grade four and seven,
45:31 which is the implement (speaking in foreign language)
45:35 - Yeah, it is in grade one, but for the succeeding,
45:40 it is integrated in value.
45:43 So our values education subjects
45:46 are some sort of modified now with GMRC
45:51 as part of the focus of the values education.
45:54 (speaking in foreign language)
46:03 - Well, first of all, I am very happy
46:06 and I would like to commend our training teams, no?
46:10 Because we trained district trainers.
46:14 That's why we took time (speaking in foreign language)
46:18 We had to train our district trainers for three weeks,
46:20 for three batches (speaking in foreign language)
46:25 And I'd like to commend them
46:27 because they are really very relentless and dedicated
46:31 in the conduct of the training as far as I can see.
46:34 But what I was trying to ensure was that
46:37 what I would like to plant into every teacher's heart
46:41 is that we cannot sell, we cannot teach the Matatag
46:45 if we don't build themselves,
46:47 if they themselves don't believe it,
46:50 if they themselves don't trust it.
46:52 So that was my crusade to them in my visits
46:59 that let's give this Matatag curriculum
47:01 and just be part of history.
47:03 Because who knows, we might be making history.
47:06 That this is our first attempt of changing
47:09 the picture of Philippine education.
47:11 And if we succeed in this,
47:13 then every one of us becomes part of history.
47:16 And we leave a legacy.
47:17 - Well, Dr. Angelo--
47:19 - I was trying to tell them that
47:21 I'm not going to stay long in this division
47:25 because I'm with my retirement age.
47:29 But I know that I cannot be there
47:34 for the full implementation of the Matatag curriculum.
47:37 But I was telling them, I'm like a basketball player
47:41 who's making use of my last three minutes.
47:43 (laughing)
47:44 - Doc, Angkaning--
47:46 - I want to make a three-point shot
47:47 while I'm here and be part of the effort
47:51 to successfully implement Matatag.
47:54 - Doc, Angkaning, ang reklamo sa mga maestra
47:57 and even the students sa karoon nga existing curriculum
48:00 is kanamurag daghan rakay ba
48:03 nga kanabitang burdens sa teachers
48:05 kay kadaghani mong atimanon ng subjects.
48:07 So how will this, kaning Matatag curriculum,
48:10 how will this improve the teaching capacity sa mga maestra
48:15 at the same time the learning capacity sa atung mga estudyante?
48:20 - Those are the very important features of the previous
48:25 that we are trying to address
48:26 with this new Matatag curriculum.
48:29 As I have said, I cannot be very specific
48:31 how we have reduced, how we have the subjects,
48:35 but what I'm saying is we are addressing that concern.
48:40 The overloading, the congestion of competencies,
48:44 the overloading of subjects, we are addressing that.
48:47 And though I may not be very specific
48:49 how are those addressed,
48:51 but the Matatag curriculum is addressing those concerns.
48:56 - Doc, di ba part of the effort is to,
48:59 parang ma-focus ang teachers is to
49:01 kuhaan sila ganang non-academic tasks.
49:04 So, kumusta na ang kuhan? - Yes, that's true.
49:06 - Or did you hire mga kuhanan, non-teaching personnel?
49:09 - Yes, yes.
49:11 The Department of Education has allocated
49:14 so much non-teaching jobs, non-teaching positions
49:18 to ensure that there are non-teaching personnel
49:22 in every school.
49:23 In fact, if the items, regular items are not adequate,
49:28 we are even allowed to hire contract of service,
49:36 non-teaching personnel, and request budget from DDM.
49:40 Although in Cebu province,
49:42 because we have so many schools to address to,
49:45 wala pa gina nato ma-reach ang one is to one non-teaching.
49:50 There are schools na dag-ko,
49:52 buta nga ginato ag tag-saka non-teaching.
49:55 But na ay mga non-teaching na nag-handle
49:57 ag two schools, labing dag-han three.
50:01 Pero gag-bine sila ng schools niya, kunti gwas.
50:05 - Sir, kumusta sa dang atong preparation sa palaro?
50:09 - Correct.
50:10 - Ay, ganang sa palaro, ma'am,
50:12 I cannot be very specific about that, kay.
50:17 The host is the Cebu City Division.
50:20 - Yes.
50:21 - So, they have the information
50:24 about the preparation of the palaro.
50:26 - No, preparation sa atong mga athletes sa province.
50:29 - Ah, sa atong mga, dag-hantag athletes, no,
50:32 nga ni-qualify.
50:35 Although we, despite the fact,
50:38 dag-hantag medals na daog,
50:41 we only rank fifth of the 15, of the 20 divisions.
50:45 Pero may nalang, malipay nalang sana.
50:48 As far as Cebu province is concerned,
50:50 with the qualified athletes for the palaro,
50:53 we are continuing with their training.
50:56 Kay, na-koan masad nga mga,
51:00 committed masad kayo ang mga teacher coaches.
51:02 They even, even with the uninterrupted vacation,
51:08 they have voluntarily said that,
51:10 we can continue with the training
51:11 or on will and volition in June, while waiting.
51:16 That's how committed they are.
51:18 But, kaninag pag-prepare manggud sa,
51:20 ato ang mga athletes for the palaro,
51:23 actually that's the concern of the regional office.
51:25 Because they are already regional athletes.
51:28 - Correct, correct.
51:29 Regional.
51:30 - Yeah.
51:31 But kami lang, on our own,
51:32 wala lang po na may maingun na magwata sa region,
51:34 wala sa magpa-train.
51:35 Kami, sige-sige lang po, may.
51:37 But, we are looking forward,
51:39 ang region, mo ay maghatag o direction
51:41 on the training of our regional athletes,
51:44 coming from the different divisions.
51:46 - Okay.
51:47 Dr. Pauline, dagahan kayong salamat sa imong uras.
51:51 I know busy gud kay kay, you are--
51:53 - Papaji, pagdunggo na mo.
51:55 (laughing)
51:56 - You are check, nag-naag yu ka,
51:57 nag-suru-suru yu ka karoon sa Tibu-Cruisa.
52:00 - Koan lang gilaginin,
52:02 we are trying to make,
52:04 to leave no stone unturned,
52:06 to prepare the teachers,
52:08 and open their hearts.
52:09 - Okay.
52:10 - Kaya matatag.
52:11 - Okay, thank you.
52:13 Thank you sa imong uras, Dr. Pauline.
52:15 - Bayang hapon, ang daw.
52:16 - Okay, thank you very much.
52:17 - Okay.
52:18 So, maoto si schools--
52:21 - Division Superintendent.
52:32 four, and seven.
52:35 - Pero simultaneous, magpilot magsan--
52:37 - Pero, magpilot ang grade two,
52:40 grade five, og six.
52:41 - Grade eight.
52:42 - Oo.
52:43 - So, unsa may tabo sa grade three,
52:44 og grade six,
52:45 standby lang muna yaw.
52:47 So, muna siya, for our public schools,
52:50 I hope, ato nang tagaag chance ang matatag curriculum,
52:53 basin pa di ay,
52:54 og mu-improve ang learning capacity,
52:57 ang reading comprehension yu.
52:58 Kaya, kaya boka,
52:59 there was, kanang article akong nabasahan,
53:02 kaya nga, kinuobsan dito ngang Pilipinas.
53:05 Murag ka nang,
53:06 kanina level sa ato, high school,
53:09 pero murag grade school,
53:10 kasi in other countries,
53:11 kasakit, basin din pa,
53:13 murag ginana, no?
53:13 So, kaning education is--
53:15 - Very important.
53:16 - Both ni sa parents,
53:17 og sa teachers.
53:19 Okay, dong, so,
53:20 kanang,
53:21 ugma, natay laing isgutanan,
53:23 so, before tama na milit,
53:25 ah, so, to saning,
53:27 ah, to saning ipang isgutaning,
53:29 atong mga nananaw,
53:30 si Solmax.
53:31 Pilaka days ang palarong pambansa.
53:33 Five days, Japuna,
53:34 dili, murag dili, five days.
53:36 - Ten days, tong kino ni--
53:36 - Oo, ni,
53:37 diyan,
53:38 but karoon, six to 17 months,
53:40 so, six, seven, eight, nine, 10,
53:42 11, 12, 13, 14, 15,
53:45 12 days.
53:46 12 days ang palarong karoon.
53:47 That's July 6 to 17.
53:50 Ah,
53:52 si,
53:53 doon Vicente Rama School,
53:54 formerly, diay na siya,
53:56 Basak National High School.
53:58 And then,
53:59 ingun si Ronald Lopez,
54:01 sa akong dunug kayang city,
54:03 mihimo sa private school,
54:04 restroom,
54:05 uban pa.
54:06 Actually, kanang Ronald,
54:08 amun ang nahisgutan kagahapon
54:10 kaning issue sa portalets.
54:12 Kaya, wala may problema sa pag,
54:15 murenta kung needed yun.
54:16 But murag,
54:17 di lang mi,
54:18 ako, ako mismo,
54:19 dili ko kanang sigurado
54:22 kung kinahanglan ba yun na ang,
54:24 close to 500 yun.
54:25 The porta-box and portalets.
54:28 - Kanang a point,
54:29 kaya wala may mga pangutahan sa Deped,
54:31 kaya mas sila,
54:32 - Ilang mga schools.
54:33 - ilang facilities,
54:34 ilang schools.
54:35 So,
54:35 dili kayang host city,
54:37 mudrito lang palit,
54:39 - Oh,
54:39 di ba sila kapalit doon?
54:40 - Wala comment,
54:41 ano na mean,
54:42 mudrito lang upag procure
54:44 aning mga portalets,
54:46 without of course,
54:47 consulting Deped,
54:47 kaming-kaming,
54:48 oh, kina may kuhanda dito,
54:49 gamay na mong puno.
54:50 So,
54:51 kinahalan ay coordination,
54:52 no?
54:53 - Oh, good.
54:54 - Ang word,
54:55 ang word karoon pa nao
54:55 is collaboration, no?
54:56 - So,
54:57 - Para nga,
54:58 - Oh,
54:59 - Si,
55:00 - Si,
55:00 - Si Mitzel Campion,
55:01 dili lalim ang preparation
55:03 kung white trusted person
55:04 na ma-designate sa assigned area.
55:06 - Correct.
55:07 - Inood na,
55:07 labina for the chief executive karoon,
55:09 - Oh,
55:10 - Si,
55:11 si Mayor Raymond Alvin Garcia,
55:13 kaya ni assume,
55:14 dili ba siya ang nagsugod?
55:15 - Nagsugod o si,
55:16 - Oh,
55:17 ni assume na lang siya
55:18 ng mga problema haroon doon.
55:18 - Saktosan nga,
55:19 yan ang gitanaw.
55:20 - Siya gitanaw.
55:21 - Gitanaw niya,
55:22 kaya at least parang,
55:23 - Siya may accountable person na ini.
55:23 - Ya,
55:24 tanaw na kung say,
55:25 - Oh,
55:26 - Si,
55:27 - Si,
55:28 - Luel Galarpe,
55:28 what made the national media kuno exclaim,
55:31 "Wow!"
55:32 In the 1994 palaro,
55:34 was the panoramic view of the Cebu City Sports Center
55:37 from the third floor.
55:38 Diba, kaya merong,
55:39 "Anak-manggud ang buwan."
55:40 - Oo,
55:41 - So where the media center was located,
55:43 makita manggud nimo tanandua dito,
55:46 including swimming.
55:47 Kasi garaan manggud karoon,
55:48 ang media center,
55:49 nasa ilawom sa grandstand.
55:51 - Correct.
55:52 - Inood na,

55:53 So di,

55:56 - Dito sila dito.
55:57 - Hinaot nga,

56:11 but have the difficulty in comprehension."
56:12 Tinood ka dia Mitzel,
