The Letter Licker does exactly what it says on the tin - it licks letters! This toy was made in the USA back in the 1980s, when envelopes had an adhesive strip that you had to lick, in order to seal the envelope. And of course stamps were the same. And the glue they used did not have the greatest of tastes!
Step forward the Letter Licker. You have to put some water in the bottom of the tin, and then the tongue acts as an absorbent wick, and becomes damp enough to wet the glue. A useful thing to have on your office desk maybe?
Now, most envelopes are self sealing of course, and don't need licking.
