As Tim mentions in the video, this toy pre-dates the time he started collecting toys - this item was made back in 1968. As it is quite fragile, there are probably not many of these still in existence.
The backing is cardboard, and inside the plastic window are a couple of plastic snow ploughs that have little magnets underneath. There are also two fixed buildings, also plastic, and a quantity of artificial snow.
You are supplied with an extra magnet, and you can use this to move the little snow ploughs around, clearing the snow as you go. The toy was also called the 'magnetic trail blazer.'
