00:03:32And today, it is one of the most pressing issues, not just in Malaysia, apparently, but also in Southeast Asia that we want to highlight, which is corruption.

00:03:43Now, that's actually one of the most famous words that has been uttered by a lot of Malaysians and people around the region as well lately because why it has been proven, or should I say it has been the mission for our government, at least the Malaysian government, to counter all of this corruption which are happening or which was happening before.

00:04:06And we're trying to put a stop to it. But where does it end? How is it going on? And how can it be better improved?

00:04:13And our focus today, speaking about corruptions, we're going to be talking about the Jakarta Statement, ASEAN Strategic Direction in Combating Corruption, a pivotal regional effort aimed at strengthening anti-corruption measures and building a cleaner, more transparent ASEAN.

00:04:30And to help us unpack the significance and future of the Jakarta Statement, we are joined by two exceptional leaders in the fight against corruption.

00:06:15Let's start the ball rolling first

00:06:17because why maybe across our own platform,

00:06:20across our own viewers as well,

00:06:22you may not really understand

00:06:23or may not really know

00:06:24what the Jakarta statement is all about.

00:06:27So I'm drawn to you first, Datuk Sri.

00:06:30Can you yourself, from your own perspective,

00:06:32briefly explain the significance

00:06:34of the Jakarta statement for the ASEAN countries

00:06:37and what makes it a timely initiative right now?

00:06:41Datuk Sri.

00:06:42Thank you, Mio.

00:06:43Of course, Palasso, together with us.

00:06:45See, when you talk about,

00:06:46just now in your introduction,

00:06:48you mentioned about everybody

00:06:50keep on talking about corruption.

00:06:52Yes, it is.

00:06:53Because it's really something

00:06:55that we need to look into,

00:06:56something that we need to act upon.

00:06:58So that's one.

00:07:00Secondly, by having said that,

00:07:02actually, Jakarta statement

00:07:04started in November 2012.

00:07:08To be exact, 26 and 27 of November 2012,

00:07:11they have a big conference in Jakarta,

00:07:15whereby UNDP,

00:07:16United Nations Development Programme,

00:07:18together with the Commission,

00:07:19Anti-Corruption Commission,

00:07:21or KPK in Indonesia,

00:07:23they organise a big event,

00:07:25a global event,

00:07:27talk about how we can really prevent

00:07:30or even eradicate corruption to that extent.

00:07:33But to start with,

00:07:35what is the most important thing is

00:07:37to get ready about the agency itself.

00:07:41So now the Jakarta statement

00:07:42talk about how ready are the agencies,

00:07:45the national agencies admin,

00:07:46for example,

00:07:48in Malaysia here,

00:07:49we have

00:07:49Malaysian Anti-Corruption Commission.

00:07:51In Singapore,

00:07:52the Corrupt Practice Administration Bureau,

00:07:54for example,

00:07:55in KPK,

00:07:56of course,

00:07:56Indonesia,

00:07:57and all over ASEAN,

00:07:58all over the world,

00:08:00they come together,

00:08:02they make a decision,

00:08:05put into some principle,

00:08:08and of course,

00:08:09we are going to deliberate a letter

00:08:10about the 16 principle,

00:08:11put up some principle saying that

00:08:13for an agency to be effective,

00:08:16independent,

00:08:17accountable,

00:08:18what are the criteria,

00:08:20what are the components

00:08:20that must be addressed

00:08:22to all these agencies?

00:08:24So there are 16 principles,

00:08:27we are going to deliberate afterwards,

00:08:29one after the other,

00:08:30but more importantly,

00:08:32the significance of this principle

00:08:33to ensure the effectiveness.

00:08:37If not,

00:08:37people say,

00:08:38well,

00:08:39we are having the agency,

00:08:41but the agency being,

00:08:43you know,

00:08:43quote-unquote,

00:08:44there are some

00:08:45political interference,

00:08:48a negative perception against them,

00:08:50so this is not good for democracy,

00:08:52not good for good governance

00:08:53for the country.

00:08:55And come again about the

00:08:57Jakarta Statement,

00:09:00the 16 principle was deliberated,

00:09:02and after the deliberation,

00:09:05come this year,

00:09:06after myself and some colleagues,

00:09:08Wittansi Abu Qasim,

00:09:10the APA before,

00:09:10we spoke to our counterpart in Indonesia,

00:09:15I think we need to revisit

00:09:17what happened after November 2012,

00:09:21until now.

00:09:22Do the countries,

00:09:24do the agencies,

00:09:25really embedded the so-called principle

00:09:30to the organization,

00:09:31or there are some obstacles,

00:09:33some challenges,

00:09:34weaknesses,

00:09:35what went wrong,

00:09:36for example,

00:09:36on this aspect.

00:09:38But having said that,

00:09:39that's why come this principle

00:09:41that we are going to deliberate

00:09:43here in Putrajaya

00:09:45in 29th of April,

00:09:47after much deliberation on that.

00:09:49Coming on that aspect again,

00:09:52we are going to discuss

00:09:53among ASEAN region.

00:09:55Of course,

00:09:56we can speak globally,

00:09:59for example,

00:09:59in Jakarta,

00:10:01in 2012,

00:10:02there are about 18 countries,

00:10:04represented by,

00:10:06about 30 countries actually,

00:10:08and some international organization

00:10:09that joined during the conference.

00:10:12But here,

00:10:12we try to concentrate,

00:10:14because this is the first

00:10:15conference of its kind

00:10:17here in ASEAN.

00:10:21looking at it,

00:10:36its own region,

00:10:37in the ASEAN region,

00:10:41Malaysia,

00:10:42brothers and sisters

00:10:43down here,

00:10:43but ultimately,

00:10:45and timingly as well,

00:10:46the fact that it's

00:10:47being drawn now here

00:10:48in the year 2025,

00:10:52significant role,

00:10:53and it needs to be

00:10:58do something about it.

00:11:28the measurement

00:11:30or standard

00:11:31what

00:11:33of the independence

00:11:34if we refer

00:11:39for the

00:11:41anti-corruption

00:11:42eradication.
