00:22Sir, sa pagdiriwang ng National Heritage Month, ano po ang tema sa pagdiriwang ng buwan ngayong taon

00:29at ano po yung inihandang activities at flagship programs ng NCCA para ngayong buwan?

00:38Ang tema natin ngayon sa taong ito ng National Heritage Month is preserving legacies,

00:44building futures, empowering communities to heritage.

00:47Ang National Heritage Month, it's one of the national celebrations.

00:53Anim kami na national committees na nagdadala nito.

00:56National Committee on Art Galleries, National Committee on Archives, National Committee on Libraries and Information Sciences,

01:06National Committee on Historical Research, National Committee on Monumental Sites,

01:12at ang aking National Committee on Museums.

01:15So, kami lahat may mga flagship projects.

01:19In fact, ngayon may nangyayari sa National Library,

01:22yung National Committee on Library Information Services.

01:28Meron silang training on library preservation and digitalization.

01:33Meron din ang National Committee on Art Galleries sa the end of the month,

01:38May 31 on Archiving and Collections Management for Artists and Art Galleries.

01:45Ang National Committee on Historical Research,

01:50magkakaroon ng training on regional writing of local histories.

01:54Diyan sa Tacloban, ngayong May 20 to 21,

01:59ang National Committee on Archives, may program din sila.

02:02Diyan sa UST at sa Tacloban at sa isang lugar din on archiving.

02:12So, UST is on vulnerabilities of ecclesiastical archives due to bio deterioration, climate change, or political conflict.

02:23Magkakaroon sa UST yan, May 20 to 22.

02:26Ang aking committee naman, National Committee on Museums,

02:30magkakaroon ng Museum Summit for the Bicol Association of Museums on Collections Management and Standardization

02:39at the end of the month, May 29 to 30, sa Camarines Nortes of Inzons.

02:45So, lahat ng mga committees namin may program.

02:49Ang archives, basic archiving and digitization,

02:52mangyayari yan sa Mindanao State University sa Marawi City on May 27 to 29

02:58by the National Committee on Archives.

03:01Yan ang mga flagship projects natin.

03:04Okay, sir.

03:05Gaano rin po kalaki ang role ng isang komunidad sa pagprotekta sa ating cultural heritage?

03:10At paano po natin ito pagtitibayin para masustain yung pangalaga sa ating mga pamana?

03:15Well, ang tema natin ngayon ay pag-empower ng local communities.

03:23Mahalaga yan ang papel ng edukasyon at pagpapahalaga ng ating mga bayani.

03:28And importante sa atin na may role ang komunidad, pamayanan,

03:34pagsiguro na yamanin at pagkahalagahan ang ating cultural heritage.

03:38Kung hindi pagpapahalagahan yan at uunawaan ng komunidad, ng mga pamayanan,

03:45kung hindi niya gawin yan sa kanyang pamana at kasaysayan,

03:50wala itong kaluluwa.

03:51Wala itong inspirasyon at ipagmamalaki sa kanilang lugar

03:55para isulong ang kanilang kinabukasan.

03:58Kailangan tayong lumingon.

03:59Kailangan tayong tingnan yung mga pangyayari sa atin

04:02at pagyamanin yung mga naiwan na ating mga linuno

04:07tungo sa ating kinabukasan.

04:11Sa tingin niyo, sir, sapat po ba yung kaalaman at kamulatan ng mga komunidad

04:16para pangalagaan po ang ating national cultural heritage?

04:22Well, dahil archipelago tayo, iba't iba tayong mga kapuloan, mga islands,

04:26the development of appreciation for heritage at lahat ng activities

04:30ay hindi ganun kapantay.

04:33Kaya President Marcos signed the cultural mapping law si President Bongbong

04:38in 2022 at kapka-release lang ng IRR,

04:43magkakaroon ng malawakang cultural mapping lahat ng mga LGUs

04:48at down to the barangay level.

04:50Yan ang magpapalevel ng playing field

04:52sa pag-inventory, pag-identify, at pag-protect ng ating mga heritage resources

04:59right there at the barangay, village level, and at the local community levels.

05:05So, importante yan na gagawin ng lahat.

05:07At requirement yan ng SGLG.

05:10At aside sa requirement yan ng SGLG,

05:14ang mga LGUs dapat magkakaroon ng mga ordinances

05:17to protect their heritage assets, promote them,

05:21and make history books, local histories,

05:24and introduce or reinforce sa educational system nila

05:28at the local level ng mga public schools and private schools

05:32in the communities sa mga pamayanan natin.

05:36Sir, nabanggit po sa isang pahayag

05:38yung pangangailangan ng isang fact-checking system

05:40laban sa disinformation.

05:42May mga concrete steps na po ba tayo

05:44ang NCAA para rito?

05:47Ang NCCA, matagal na may mga programs at projects

05:53to address the issue of how to,

05:56paano natin pahalagahan ang ating kultura

05:59at ang ating pamayanan.

06:01Matagal na itong mga projects,

06:02may mga grants programs tayo.

06:05We have digitalization programs.

06:07At mayroong mga social media platforms

06:09ang NCCA sa lahat ng mga sectors of culture and heritage.

06:21we need to engage social media.

06:26Through cultural mapping and proper inventory of resources

07:40ang kanilang cultural heritage?

07:41Sa sinabi ko kanina,

07:45RA-11961 was signed into law

07:48sometime in September 2022

07:51by no less than our president.

08:15museums,

08:17indigenous peoples,

08:19communities.

08:20Lahat ng mga sectors

08:21in culture and the arts,

08:24may mga pagkakataon na mag-apply

08:26for funding sa NCCA,

08:28sa grants programs.

08:29Ang deadline niyan is about

08:31around August 31.

08:32Lalabas yung mga programs

08:34to help communities and LGUs

08:37around the July,

08:39July 1 or around that time.

08:44technical assistance programs,

08:46may speakers bureau,

08:47pwede sila mag-imbita

08:49through the NCCA.

08:51NCCA yung magbabayad

08:52ng honorarium ng speakers,

08:54but they will provide

08:55counterpart.

08:56Always,

08:57to make sure

09:01in their endeavors

09:03sa heritage,

09:04there's always a counterpart

09:05on the part of the local governments

09:08to all these grants programs.

09:10Mga museums,
