Pest control business owners want clear guidelines on the sales and service tax (SST) expansion.

In a press conference at Wisma MCA in Kuala Lumpur on Tuesday (May 6), The Malaysia Pest Control Association (MPCA) says its members have been getting mixed messages from the government when they asked about the scope of SST.

00:00Different answers are given every time we visit.
00:03So I think it's a standard answer given to the member through one contact point is more effective.
00:10Recent months we have a weakness and increased concern surrounding the implementation of SST on our industry.
00:17So follow about the amendment of the SST version started February 26 last year.
00:25It actually impacts our industry significantly.
00:30So there are four objectives of this press conference.
00:35First, of course, is the awareness.
00:38Because we aim to create awareness among all pest control service providers and also the end user across Malaysia.
00:44Not just only NPMA members, but the pest control services are now subject to SST.
00:50So even not our members, they need to know about this.
00:53And this is critical to ensure widespread understanding to maintain a fair and level playing field
01:00where all service providers operate under the same obligations, minimizing the confusion and also preventing unfair advantages.
01:09Second objective is clarity.
01:12When the expansion of version of SST last year and we actually don't have any clarity of the comply with a new version of SST,
01:23the nature of our industry actually very complex.
01:26All the pest control, we don't have one program fit all.
01:29So all the pest control have very multifaceted services, spending from general pest control, vector management and also hygiene, fumigation and so on across the different diverse segmentations.
01:45We are servicing residential, commercial, industrial, even we have contracts with the government sector.
01:51So we seek clear and practical guidelines from customs or MOF to eliminate uncertainties and allow proper compliance moving forward.
02:00Basically, the people now facing the problem until here already.
02:05You see, there is a hot debate in Parliament now.
02:08That is about SST. They are going to widen the scope of SST.
02:12But the problem with SST government is they are not clear which industry is subject to SST.
02:17So what they do is under the last schedule, any other category.
02:21So just like a fishing net, you know, they throw to everyone.
02:26So whether you are people like us, GMB, MC, some people they have to register SST.
02:33Once you register, you are submitted to the Act.
02:36Okay.
02:37But some people say you don't have to because you are not a business entity.
02:42Okay.
02:43So we have like MC, like Resident Association, who for example manage the certain housing area.
02:51They also get very scared because if the committee don't register, they are scared to be prosecuted.
02:57But the problem that happened in this Pact Control Association is they are category 4 under any others.
03:04Any others mean you go and check official A, he say tapaya.
03:08Right?
03:09Say tapaya.
03:10Then one day you go the other check, he say you better register.
03:13So that is today that is the problem.
03:15To register, not to register.
03:18So this is going to affect, you know, just like take away the X subsidy and all this.
03:23Going to push the inflation up another level up, SST.
03:27You had a spinning effect, you know.
03:29Once you do this, everybody have to do it.
03:32Going to affect everyone.
03:34It looks simple, SST, but it's very serious.
03:37It's going to be very serious.
03:38Because if they, SST, the 8% going to push back to consumer.
03:43You know, everybody have to pay.
03:45So now, if you understand this problem now, they have been changing the act for how many times?
03:522, 4, 6, 8, or 10 times.
03:55So the last letter one is 2, 0, 2, 4.
03:58So they keep on changing but they are not very sure which one industry have to pay.
04:03For example, I let you know like the MC and GMB.
04:06Do we have to register?
04:08So we send the people there, go and check with the custom.
04:11They say,
04:12Then the other one we send there and you could register, MST.
04:15So we don't want to, as a committee, as a warranty job, we don't want to subject to persecution.
04:20Just like them.
04:21Some people who submitted to them, they have to pay 8%.
04:25Those are not submitted, got the competition advantage.
04:29So they got 8% advantage.
04:32So you have to be very clear about the government.
04:35We urge the governor, please put your house in order first.
04:39Because now it's very confusing.
04:42Everyone of here, of us here, is to appeal, please delay first.
04:48At least you delay, put your house in order, let everyone.
04:52At least they will combine.
04:54Whatever, you know, to cooperate with the government, of course we will cooperate.
04:59But when you are all confused, we are even more confused.
