Architect Paul Kersey once again becomes a vigilante when he tries to find the five street punks who murdered his daughter and housekeeper, this time on the dark streets of Los Angeles.

00:01:23Vakist crime statistics released today show an alarming rise in violence.
00:01:29In the last five years, homicides in Los Angeles County are up 79%.
00:01:33Robberies are up 68%.
00:01:36Aggravated assault, another violent crime, shows an increase of 59%.
00:01:41Rapes have increased 61% and lesser crimes are up 2%.
00:01:45Today, I spoke to Los Angeles Police Commissioner Herman Baldwin.
00:01:49The fear of crime has brought a deterioration of our community.
00:01:54It's almost as if we've been struck by enemy bombs.
00:01:58The number of citizens killed and maimed by criminal violence has produced in me a great and personal resolve.
00:02:05The only way we're going to win, and make no mistake, this is a war.
00:02:10The only way we'll win is by assuming the offensive.
00:02:14Positive policing is the answer.
00:02:17We've got to deploy all our resources, or criminal violence will destroy our community.
00:02:21But what are the resources needed to diminish the alarming rise in crimes?
00:02:28There are those who say heavier prison sentences and an increased police facility are enough.

00:02:34There are others who believe that prison never cured anyone.
00:02:37And judging by the rise in violence, it never deterred anyone either.
