00:00You meant the Russian president?
00:01Yeah.
00:02Yes.
00:03So I worked with him for four years, between 2010 and 2014.
00:05I stopped trying to read his mind, I think, where the Ukrainians are really playing ball
00:11and I think the ball is clearly in the Russian court now.
00:15And the good thing is that by spending so much more on the Canadian and European side,
00:19we will equalize with what the U.S. is paying on its defense.
00:23And that means that with TRAM45 what we have seen is now hundreds of billions,
00:28now in total 700 billion spent more on defense, on aggregate.
00:32I don't know, I worked with him for four years, between 2010 and 2014,
00:35when I was Prime Minister of the Netherlands, and I stopped trying to read his mind.
00:40You mean President Putin?
00:42President Putin.
00:43You meant the Russian president?
00:44Yes.
00:45So I worked with him for four years, between 2010 and 2014.
00:48I stopped trying to read his mind.
00:50We'll see.
00:51But there is something on the table now, I think, where the Ukrainians are really playing ball
00:57and I think the ball is clearly in the Russian court now.
01:01Is it accurate to say that you urged U.S. officials not to pressure Ukraine into accepting a peace deal that favors Russia?
01:08No, it's not so accurate, no.
01:10Thank you, Mr. Secretary.
01:12How much are you encouraging other NATO allies to spend on their defense?
01:16What would you like that percentage to be?
01:18Yes, it has to be considerably higher than this famous 2%, which we wanted to achieve by 2024.
01:25We have seen the last couple of days countries like Belgium and Spain and Italy saying we will reach the 2% in time for the summit.
01:31So that's not 2024, but close.
01:34But clearly with 2%, we cannot defend NATO territory.
01:37It has to be considerably higher.
01:39And I've said before, it has to be considerably north of 3%.
01:43And this is based not on an assumption, but based on careful planning.
01:48We know exactly which capabilities we need to reach.
01:50We know the gaps there are to keep NATO territory safe.
01:54And the good thing is that by spending so much more on the Canadian and European side, we will equalize with what the U.S. is paying on its defense.
02:01And that means that with TRAM45, what we have seen is now hundreds of billions.
02:07Now, in total, 700 billions spent more on defense, on aggregate.
02:11But this will indeed bring in not billions, but trillions more for the coming years.
02:14I don't know.
