00:00China's Shandong aircraft carrier entered the Philippine archipelagic waters.
00:06It was first spotted on April 22 and got as close as just two nautical miles from Babuyan Islands.
00:13It was accompanied by six other warships and two support vessels.
00:18The Naval Forces Northern Luzon and the AUFP Northern Luzon Command
00:21immediately deployed maritime assets to monitor and radio the Chinese warships, but there was no response.
00:28While the normal procedure is for warship or foreign ship to reply,
00:33there are some instances na hindi sumasagot ang mga ito.
00:36This is one particular instance that the Shandong carrier battle did not give any reply.
00:41At the moment, it was challenged.
00:42According to the Philippine Navy, this is the first time that a Chinese aircraft carrier
00:47has come this close to the country's coastline.
00:50Its sailing was expeditious and it was last monitored 115 nautical miles east of Santa Ana, Cagayan.
00:58It is within our territorial waters, but we cannot say for certain if they boast a real threat
01:03because their passage was expeditious.
01:06Despite rising tensions and various incidents in the West Philippine Sea,
01:10diplomatic efforts continue to be the consideration.
01:14This includes the ongoing push for a South China Sea code of conduct.
01:18According to Foreign Affairs Secretary Enrique Manalo,
01:21all of ASEAN member states are hoping it will be finalized by next year,
01:26when the Philippines will be the host country of the ASEAN summit.
01:30China is said to be among the countries with a commitment to the development of the South China Sea code of conduct
01:35with the goal of reaching a unified consensus under its framework.
01:39It's contentious in the sense that there are issues that need to get the consensus of all countries.
01:45But as the president said, we still have to address important issues such as the spoke of the code,
01:53also the nature of the code and its relation also to the declaration of the code principles
02:00it adopted in 2002 on the South China Sea.
02:03Well, we're all politically committed to achieving having a code by next year,
02:09but we'll see. We'll try our best.
02:11Meanwhile, Philippine officials in China continue to monitor the situation
02:15of three Filipinos arrested for alleged espionage.
02:19The government has extended assistance to the families of the Filipinos from Palawan.
02:24Kasi nawalan ng hanap buhay yung kanilang mga mahal sa buhay na nandun nga sa China at na-aresto.
02:30Medyo mahirap kasi yung pamilya, hindi ito middle class.
02:34The NSC also asserts that the arrests were questionable
02:38and that the supposed confessions by the three Filipinos
02:41who were beneficiaries of a sisterhood agreement scholarship program
02:45between Palawan and Hainan province appeared to be scripted.
