00:00at home. In three of the most strategically important regions in the world, we are increasing
00:05allied burden sharing while we increase deterrence. America first doesn't mean America alone. It means
00:12we expect our allies to step up, to be true force multipliers for freedom. This approach ensures
00:20we achieve peace through strength. First, in Europe, our allies are, finally, thanks to President
00:29Trump and the first administration, and again in these first 100 days, following America's
00:34call for European leadership and ownership of continental security. We've transferred
00:41U.S. leadership of the Ukraine Defense Contact Group to the U.K. and to Germany. We've obtained
00:47commitments from Poland, one of many model allies, the Baltics, to spend 5% of their GDP
00:56on defense. We've made the same call to other allies. 2% is not enough considering the threats
01:03you face. 3%, 4%, 5%. Progress with major European powers who are setting initial targets, even
01:12to one I spoke to just this morning, to increase their defense spending. The time of the United
01:19States, you're in Pennsylvania, you're in our country, the sole guarantor of European security
01:27has passed. It's long overdue. Europe has to step up, military, and lead. NATO.
01:38In the Middle East, we're pursuing stability and deterrence to the threats that exist there. President Trump has
01:48made it clear that America is fully committed to the security of our great allies in Israel.
01:53Just days after his inauguration, the DOD
01:58U.S. and the Sheriff's ruling has to take force to kasih President Trump's goal.
02:18and pursue President Trump's goal of a strength.
02:23In Yemen, the Defense Department is executing lethal operations
02:29against Houthi terrorists.
02:32Our forces have struck hundreds of targets
02:34and decimated Houthi leadership,
02:37substantially reducing their capabilities
02:40and the threat to U.S. ships in the Red Sea and across and through the BAM.
02:46We have demonstrated America's commitment to defending our interests
02:51and restoring freedom of navigation, which we will do and are doing quickly.
02:57This is a clear, limited mission executed with ruthlessness, full stop.
03:07We will run our ships through that BAM.
03:10And our message to the Houthis has been clear from the beginning.
03:13Allow us to sail our ships, and we'll stop shooting at you.
03:18Until then, you're going to feel the pain.
03:21And I'll tell you, the Houthis are feeling the pain.
03:24We have demonstrated any aggression against Americans will be met with decisive action,
03:30unlike what that region saw under the Biden administration.
03:34But this is not nation-building.
03:37This is not land wars.
03:38This is not endless wars.
03:40This is not regime change.
03:41This is clear-eyed American national interests.
03:46...decisively and overwhelmingly.
03:51Third, and most importantly, we are deterring Communist China in the Indo-Pacific and around the world.
03:57To deliver peace in this region, we're delivering a more forward regional force posture.
04:04We're supporting allies and partners.
04:06Allies and partners are our force multipliers as they strengthen their own capabilities, including in Taiwan.
04:14We're also connecting U.S. allies and partners and more resilient.
04:24And there will be a lot more of it.
04:26In fact, in March, I took my first trip to the Indo-Pacific as secretary.
04:30The first trip to Guam in 20 years from a defense secretary.
04:34I traveled to the Philippines to meet with President Marcos and his secretary of national defense.
04:41We reaffirmed the long-standing strength of the U.S.-Philippines alliance, a key piece in our strategy to deter and counter the Communist Chinese.
04:51We also traveled to Japan on that same trip and later on a trip that a few of you may have seen to Panama.
04:59At each stop, we announced new bilateral exercises, increased cooperation, foreign military sales deals, commitment to President Trump's vision of peace through strength.
05:13In the Philippines, we are deploying more advanced capabilities, including Nemesis anti-ship missiles.
05:20In Japan, we announced phase one of upgrading U.S. forces Japan into a full-blown joint forces headquarters.
05:28In Panama, we secured a framework for first of Panama Canal passage for U.S. military vessels and auxiliary vessels.
05:40As well as the additional presence of U.S. troops stationed through both sides of the Panama Canal.
05:47As I said then, and I will reaffirm today, the President pledged to take back the Panama Canal from Chinese influence.
05:56And with our partners, we're doing just that.
05:59Right in our own backyard.
06:01At every step, we are carrying out our strategy to increase.
06:05Against.
06:06Before in these places, when you meet with leaders who want to be with America, who believe in what America can do, have watched us when we're strong.
06:18They're making in many cases and in many places a binary choice.
06:22It is either by, with, and through the Americans or with the Communist Chinese.
06:29In the Indo-Pacific, around the world, but specifically in the Indo-Pacific and in our hemisphere.
06:35You can see it.
06:37You can see it in the eyes of allies and partners.
06:40You can see it in the influence underneath the surface.
06:43They want to be with us, but they need to see strength.
06:47And they need to see leadership.
06:49And that's what President Trump has provided in spades.
06:53Not just in words, but in deeds, in action.
07:01So as Europe shoulders more of the burden in continental security,
07:04that frees up resources for us to focus on countering the malign influence of the Communist Chinese where it matters most.
07:13Under the leadership of President Trump, the message to our adversaries in these first 100 years has been undeniably clear.
07:26America is back.
07:29At the Defense Department, that means no more distractions.
07:34No more social engineering.
07:36No more climate change worship.
07:39No more electric tanks.
07:42No more gender confusion.
07:44No more pronouns.
07:46No more excuses.
07:48No more quotas.
07:50No more woke bullshit that undermines commanders and command climates.
07:55We are laser focused on our mission of war fighting.
08:00We are color blind.
08:02And we are merit based.
08:05We are restoring the warrior ethos, rebuilding the military, and reestablishing deterrence.
