03:48i was hoping it would be the routine call
03:53but nothing in my training or experience had prepared me for what i was about to see
04:01minutes later officer avila arrives at the scene to check on the injured man
04:08there was a group of co-workers outside the residence that had seen their friend laying on the ground
04:23i had my flashlight so i'm flashing my light to see what's going on
04:27and i see a body laying in front of the door and it was dark dark red blood like super dark red
04:38and it was coming from his head and it was going down to the back of his body
04:45officer avila quickly realizes there is nothing routine about this call

05:13still in his pajamas wrapping himself in this ninja turtle blanket
05:18and he tells me that the male subject that's on the ground is dead because he's been shot

07:55on november 14 2016 a little after 6am
08:02i was sound asleep and when i received a phone call
08:05from my chief notifying me that there had been a double homicide
08:10in the city
08:11the community is hard-working
08:14tight-knit
08:15and homicides rarely happen
08:17much less a double homicide
08:20i asked the chief if he could provide any details
08:23and at the time there were limited details however
08:28my assistant chief told me that there was a seven-year-old juvenile who had witnessed the incident
08:34my first reaction was a little shock
08:37but i immediately got into work mode and started thinking what my next step was going to be
08:43as dawn breaks avanal police detective leo segura arrives on the scene
08:49and begins trying to piece together just who maria and ignacio are
08:54and what happened that night
08:56as i'm walking up to the residence
09:00i notice ignacio lying on the ground
09:02his lunch pail directly in front of him his reflective vest next to that
09:08it appeared the victim had been shot from point-blank range
09:13i make my way into the residence
09:16and see maria lying on the ground
09:19still in her pajamas
09:22her hair was all in her face and she had blood coming from her head
09:29maria also had been shot in the head from a close distance
09:33it was apparent that this was a crime of rage
09:36as we're putting all the pieces of the puzzle together
09:41we learned that maria and ignacio had been in a recent dating relationship
09:48and had only moved into that apartment two months prior with her seven-year-old son
09:53police question ignacio's co-workers who discovered the bodies
09:57to find out who would want this young couple dead
10:00witnesses had been asked if they knew who may have committed this crime
10:05and they had no idea
10:08news of the double murder spreads quickly through the tight-knit community
10:13and ignacio's family is devastated
10:17i walked into my parents house and the look on my parents face just told me that there was something wrong
10:23they told me that ignacio and maria had been killed
10:27i was in shock and i really couldn't believe it
10:32we were heartbroken
10:36born in mexico relatives say ignacio came to the united states as a teen
10:41hoping to make a better life for himself
10:44eventually he found work in the vineyards
10:47he was very responsible very hard-working person
10:50he often send money to mexico to help his sisters put food on the table
10:54and that just shows what kind of a person he really was
10:58ignacio wanted a family of his own he dreamed of having kids and a wife
11:03ignacio finally got that chance in the summer of 2016 when he met maria cabral
11:10maria was a very hard worker
11:12she was a single mom and just did everything for her son
11:18maria and ignacio's relationship moved really quickly
11:21and after a few months of dating they moved into a little house in abil
11:26but this new chapter in their lives would be short-lived
11:33and officer abila turns to the only eye witness hoping to break the case wide open
11:40somebody you want to sit over here
11:43so what happened today
11:45i was in the bed and then i was sleeping
11:48and i heard my mom telling me
11:50and my mama like
11:52i was scared
11:54but then
11:55he just came in here
11:57and he just went like that to my mom in the pouch
12:01then he shot it in the brain like that
12:06so who shot your mom in the brain

12:20he's not my dad anymore
12:23the young boy names francisco contraras maria's ex-boyfriend and his own father as the killer
12:36as i'm hearing the statement from this kid
12:38it just crushed my heart
12:40just to hear him say that he witnessed his mom get murdered
12:45what kind of person does this?
12:50what kind of person does this to the child's mom?
12:55in front of them
12:57i knew right away that we need to find this person that did this
13:08in the early morning hours of november 14th 2016
13:13news of a double murder rocks the quiet farming community of avenal california
13:19we got two
13:21female inside
13:22male outside
13:23kid saying he got shot in the head
13:26the victims are 34 year old single mother maria corrales cabral
13:31and her boyfriend 42 year old ignacio contraras
13:36even more shocking maria's 7 year old son not only witnessed the shooting
13:42he has also identified the killer
13:49his own father francisco frank contraras
13:55what about the other guy that's outside what's his name?
13:59um nacho
14:00who's nacho?
14:01is he your mom's boyfriend? does he live with you guys?
14:06he lives with us
14:07he lives with you?
14:08the male victim ignacio contraras goes by the nickname nacho
14:13and is not related to the boy's father frank contraras
14:17and did your dad not like nacho? they didn't like each other? why not?
14:22this kid that i spoke to was one of the bravest persons i've met
14:35being able to provide me information of who did it
14:39he's a hero to me
14:41at that point we knew we just had to find frank contraras at any cost
14:46with the alleged killer's name in hand police quickly turned to friends and family for information about frank
14:55and learned that he had left avenal six months earlier
14:59maria met frank back in 2005
15:01they lived in yuba city and had their son in 2009
15:05a year later they moved to avenal
15:08maria felt that avenal was a good place to raise her son
15:11but while it seemed that the couple had been off to a strong start
15:17over time another side of frank appeared
15:20not long after they moved to avenal
15:23rumors began that he was very abusive towards maria
15:28at one point maria confided in a neighbor about it
15:31this neighbor also noticed bruises on maria multiple times
15:36but maria was unwilling to put up with the abuse
15:40finally in the summer of 2016 maria had enough
15:43and she kicked frank out
15:45as far as anybody knew frank packed up his things and moved to la
15:52but according to police records frank contraras didn't stay away for long
15:57we learned that maria had called the avenal police department
16:01regarding frank in july of 2016.
16:07maria was already living by herself and frank
16:10just showed up out of the blue bothering her and she didn't want him there
16:16maria called 911 and when officers arrived at her home frank left willingly
16:22the last anyone heard was that he had moved to mexico
16:25we thought he was finally out of her life
16:29not long after maria broke up with frank she started dating my cousin ignacio
16:38maria told me that the ex used to threaten her that he was going to kill her
16:44but they always thought frank wasn't going to do anything because he was in mexico so they thought that nothing was going to happen
16:59still maria took no chances and changed residences
17:04maria made it a point not to share her new address with frank
17:08she didn't want him to know where they lived
17:12in the fall of 2016 maria completely cut ties with frank
17:18but police quickly find that frank was not willing to let things go that easily
17:23maria ceases communication with frank on facebook
17:27on facebook and frank began suspecting that she may be with someone else
17:34and this just enrages him so frank started trying to figure out other ways to locate maria
17:44investigators say in october 2016 frank started sending photos of maria and the boy to strangers on social media
17:53asking if anyone had seen maria or his son frank did this to multiple persons
17:59until he started getting information that they had been seen locally within several weeks from his inquiry
18:07which prompts him to come to avanel and begin stalking her
18:14the day before the murders frank finally got maria's address
18:20in speaking with the witnesses we learned that a man matching frank's description had been seen in the
18:26neighborhood the day before the murder
18:29their neighbor in apartment a was in the process of moving out
18:33and noticed a subject sitting across the street
18:39she thought it was strange but she just continued about her day
18:45she made her trip to her new place and came back
18:49and that same subject was still sitting there
18:52at this point the subject is parked directly across from her apartment
18:57which is where she gets a good look at him and is able to identify him as frank
19:04by this point we knew that frank was the main suspect
19:11the day of the murders investigators tracked down a truck registered to frank contraris
19:17at his mother's house in los angeles
19:19the following morning myself and other officers of the avanel police department
19:24headed down to los angeles
19:25we spoke with frank's family and they claimed to have not seen frank in months
19:32but just four days after the murders there's a promising tip
19:37on november 18th i received a phone call from a friend of maria's
19:44who happened to live in los angeles area
19:46i can hear the the terror in her voice she told me that earlier that morning she was waiting at a bus stop
19:57and she was approached by a male who pulled up in a red vehicle
20:03and asked if she had seen maria and her son
20:10her son it wasn't until then that she is able to identify him as frank contraris
20:19he had shaved his head and his goatee
20:23it was apparent to me that he was trying to conceal his identity
20:29and he began asking about maria and the seven-year-old
20:33she told frank that she hadn't seen maria
20:40and frank reportedly attempted to lure this friend into his vehicle
20:45but she was already aware of what had occurred so she denied
20:51she was definitely in fear for her life
20:56and then frank ended up leaving
20:59authorities believe frank was trying to find out if police were onto him
21:10and apparently he got the message and vanished
21:14but police are not giving up
21:18so as a police officer we're told not to get emotional
21:22not to get attached but it was very difficult
21:25to not get emotional as this kid was given a statement
21:29the kid he wished that he also got shot so he can be with his mother
21:34frank took a lot from ignacio
21:37he took away the opportunity to have a wife and children of his own
21:42and he's probably out somewhere having fun
21:46it really upsets me that we don't have our family
21:50Maria doesn't have anybody to speak for her
21:57and her son was left alone without anybody
22:01I think he's a horrible human being
22:04because he didn't care that his son watched the whole thing
22:09he didn't care that they were probably pleading and begging
22:14and he didn't care
22:17you don't really think you know a parent can do something like that
22:21because we're really supposed to protect our kids
22:24and make sure that they feel safe around us
22:27Frank Contreras is dangerous and he needs to be caught
22:30he's gonna make a mistake and we're gonna catch him
22:33you can count on that
22:35we are scared of Frank
22:37if he didn't care to kill Maria or my cousin in front of his own son
22:41he's not gonna care about killing anybody else
22:53in our next case my son Callahan travels to Delphi Indiana
22:58to look into a mysterious unsolved case of two teenage girls
23:02who went missing on a popular hiking trail in February of 2017
23:07now this case has captured national attention for years
23:10and tonight we're asking you to give the tip
23:13that could break this case wide open
23:16on February 13th 2017
23:27Carroll County Sheriff's deputies received a call from a family in a state of panic
23:33their granddaughter Libby German was out with her best friend Abby Williams
23:39when they suddenly vanished
23:41and the search for the two young girls launched the small community of Delphi into the national spotlight
23:48two missing girls
23:5013 year old Abigail Williams and Liberty German were reported missing yesterday
23:55and what unfolded over the following days and weeks
23:58crushed the hopes and dreams of two families
24:01and changed this rural community
24:03forever
24:06the day of the disappearance
24:08Abby Williams was spending the night at Libby's home
24:10where she lived with her grandparents
24:12Mike and Becky Patty
24:14how close were Libby and Abby?
24:16they got to know each other about 2014 beginning of sixth grade
24:22they started hanging because they had classes and sports together
24:26they enjoyed so many things that were similar in life
24:29you know from the arts and crafts to the sports to the music
24:33and just doing crazy kid stuff you know
24:37they were definitely good good friends
24:39let's talk about Libby
24:42tell me about her
24:43she's very outgoing
24:47fun loving
24:49busy
24:51always doing something
24:52she was in sports
24:54year round
24:55band
24:56she
24:57if she didn't have practice
24:59or a meet
25:00or something
25:01it was
25:02what are we going to do this weekend
25:03what do we have planned
25:05and if it wasn't with me
25:07it was with her aunt Tara
25:09and the boys
25:10so
25:11she was a very busy person
25:17on the morning of February 13th 2017
25:20Libby and Abby had planned to go for a hike
25:24Abby had come over
25:26the night before
25:27and spent the night
25:28they slept in
25:30and
25:31Libby's dad
25:32made breakfast
25:33when they were leaving
25:35said we're going
25:36and I
25:37I remember turning around
25:38looking at her
25:39and she just had on it
25:40her tie-dye t-shirt
25:41and I said
25:42you need to grab a jacket
25:44and she said
25:45no it's warm enough
25:46I don't need a jacket
25:47and she just looked at me with this smile
25:49and said grandma
25:50it'll be okay
25:51around 1 30 p.m. Libby's sister Kelsey
25:57dropped the girls off at a local hiking trail
26:00two hours later alarms began to sound
26:04walk me through the moment that you two found out that Libby was missing
26:12Kelsey had taken him to the trails and Libby's dad was supposed to pick him up
26:18and he called me about 3 30 or so and he said Libby's not answering her phone
26:24after multiple attempts to get through to Libby her father began the search himself
26:31three-quarters of a mile down the trail he reached the Monin High Bridge
26:36and the girls were nowhere to be found
26:39he walked down towards the bridge and he ran into an older gentleman and he asked have you seen two girls
26:46he said no but I saw a couple under the bridge so then he walked down to the creek
26:53the couple was
26:54the couple was not there
26:56when Libby's father could not locate the two girls he called Becky who immediately headed to the trail
27:02when I got there we walked all the trails around there and we weren't finding them
27:08what was going through your guys's minds when you're looking for the girls and they're not showing up
27:17a whole array of emotions I think we're uh we're thinking okay they're just hurt stuck somewhere
27:23phones broke batteries died on it but you know we're gonna find them
27:29but as the sun began to set and the temperatures dropped so did their chances of finding the girls
27:35and I just knew that Libby was afraid of the dark and it was gonna be very cold and Libby didn't have a jacket
27:43all I could think of was my gosh they're gonna freeze to death
27:46I remember looking at Mike and saying we've got to call the police
27:50when authorities received the call they immediately dispatched search crews
27:56and started spreading the word about the missing girls
27:59probably called them a little after five orchestrated a search party and they went out and were searching
28:04and uh pretty soon you seen flashlights all over
28:08it just seemed like hundreds of people were showing up to help
28:14but as the evening progressed there was still no luck
28:17and due to safety concerns authorities were forced to call off the search
28:21with plans to resume the next morning
28:24how concerned were you at this point
28:27I begged them not to stop because they were out there
28:30and because those girls weren't equipped to be out all night like that
28:33what's their chances out there it's called you know it's February
28:37authorities were forced to call off the search overnight
28:41but the next morning an army of police and volunteers took up the effort
28:47the Carroll County Sheriff's Department are setting to regroup and start to search back up for two missing girls
28:54police sheriffs firefighters and the Department of Natural Resources are all involved in the search for those teenagers right now
29:02what laid in front of them was 300 acres of woods and no sign of the girls
29:08I kept thinking okay maybe one of them failed they couldn't get to the phone
29:13at that time I was just thinking that they they were hurt
29:17the girls were last seen at the trailhead about a mile from the center of Delphi
29:26the trail stretches roughly three quarters of a mile to the 850 foot long Monin High Bridge
29:32an abandoned railroad trussle that crosses over Deer Creek
29:36for hours searchers scoured every inch of the woods
29:42superintendent Doug Carter of the Indiana State Police
29:45oversaw the search for Abby and Libby
29:48talk to me about the search efforts to find these girls
29:50we knew going into the next day with daylight that this had to be very very well coordinated and specific
29:57is there normally a lot of foot traffic in this area?
30:01not a lot there are areas here that are very difficult and actually very dangerous between here and the creek
30:08it's a very remote wooded area
30:10the park itself is just like any park in America
30:14it's rural
30:16there's walking paths it's gorgeous
30:18it overlooks the river it's just beautiful
30:21the High Bridge itself is not for the faint of heart
30:25you don't walk across there unless you've done it before or else you're really really careful
30:29I did it one time and I'm not going to do it again
30:32the High Bridge has not been used for a long long time
30:35there are no side rails
30:36there are rotted railroad ties
30:38and it's 60-70 feet above the river
30:40it's not something that you just say
30:42I think I'm going to take off across that
30:44couple hundred yard bridge with no side rails
30:47and it's clear below between the ties
30:50so again it's not for the faint of heart
30:53until noon police performed a grid search
30:58holding out hope of finding Abby and Libby alive
31:03but finally Superintendent Carter received grim news
31:08so it was a little bit afternoon when I got the call
31:11some volunteers came across
31:13what they believed to be two deceased bodies and two young girls
31:17it's a horrible pill to swallow
31:24I was sick
31:26I was just
31:28I was just sick
31:30on February 15th 2017
31:34authorities confirmed that the bodies belonged to Abby Williams and Libby German
31:39from that moment on it started to become very very complex
31:44so that's when we kind of hit the reset button
31:46what did you think had happened?
31:48there were so many thoughts spinning through our minds
31:51not just mine
31:52what were these girls doing here?
31:54who did they associate with?
31:56were they here to meet somebody?
31:58did they meet somebody?
32:00Indiana State Police immediately locked down the area
32:08and began processing the scene to determine just what happened
32:12and it quickly became clear
32:15the girls fell prey to something far worse than the elements
32:19authorities are treating this entire area you see here
32:23like a crime scene
32:24because they believe in their words
32:26that foul play was involved
32:28so as far as I'm concerned
32:29yes there is somebody out there
32:31that did this horrendous crime
32:32and we're going to track them down
32:36for family
32:37news of the shocking double murders
32:39is more than they can bear
32:41it was a lot of mental and emotional stress
32:44I am the person that dropped them off at the bridge that day
32:48and knowing that you were the last person to talk to Abby and Libby
32:52I constantly feel the frustration that I saw something that I don't remember
33:06in a town with just 3,000 residents
33:09word traveled fast
33:10leaving the community in a shocked state of grief
33:13questioning who could have murdered Abby and Libby and why
33:17there are so many possibilities
33:20we don't have the answers to that
33:22and there's only one person that does
33:25and that's the person that did this
33:27with the news of the girls murders gaining national attention
33:31authorities needed to make progress
33:33and make it quickly
33:34Sergeant John Perrine of the Indiana State Police
33:39has been involved with the case from the beginning
33:42once the bodies were identified
33:44what was the next step in the investigation
33:46a lot of moving parts start going into place
33:48you know with processing the crime scene
33:50you know looking through the area
33:53is there any other information about this case
33:55that you could share with me
33:56you know very close proximity
33:59to where we found the deceased bodies
34:02we found a cell phone
34:05and as we started digging into this cell phone
34:11we determined that it was Libby's phone
34:14that phone helped us to develop a preliminary timeline
34:18of events that occurred that day
34:20just after 1 30 p.m. Libby's older sister Kelsey
34:26dropped them off at the trail
34:27that 2 0 7 p.m. Libby posted a photo to Snapchat
34:33can you describe the contents of that Snapchat photo
34:37Abby was smiling in the photo
34:39and it seemed like she was just enjoying her time on the trail
34:41and then 3 30 p.m. is when her phone was going straight to voicemail
34:48so that gave us a pretty accurate time of when this crime could have occurred
34:53in addition to the timeline police obtain a clue
34:56that trail somebody was following them
35:00we don't know who it was nor do we know what the connection was
35:04but what we do know is Libby was able to capture the video
35:08of a man walking across the bridge approaching them
35:11the man in this video is very likely responsible for murdering Abby and Libby
35:16this cell phone video was a key to leading us to our first move in this investigation
35:23on February 14th 2017 the bodies of Libby German and Abby Williams were found in the woods of Delphi Indiana
35:42we have new information as authorities can now confirm the 2 bodies they found yesterday are those of 13 year old Abigail Williams and 14 year old Liberty German
35:51and immediately the investigation began into who might have murdered these 2 teenagers
35:58while searching the area police found Libby's cell phone and on it their first clue
36:04this cell phone video was a key to leading us to our first move in this investigation
36:11we utilized this video to capture a still photo
36:15we presented a sketch to the public of who we thought the suspect was in this crime
36:22evidence in this case has led investigators to believe this is a double homicide
36:28we are actively looking for this person
36:30we believe this person is our suspect
36:33when authorities released the sketch in July 17th
36:37they instantly received a flood of tips from the public igniting investigations into numerous persons of interest
36:44while police remain tight lipped as to the identities of the possible suspects
36:49the media picked up on any report of police activity
36:53turning even the smallest tip into national news
36:56the Carroll County Sheriff's Office State Police and the FBI are now 6 hours into the search warrant
37:03there at that White House behind me you can see police vehicles out front
37:06and of course to this point they have not made any arrests
37:09by the summer of 2017 police had received close to 18,000 tips
37:16the majority from Indiana but also from across the country
37:19Indiana State Troopers are in Colorado
37:23well I can't really comment too much on it other than the fact that they're out there
37:27to decide if this subject is somebody we need to look at even harder
37:31and as the weeks and months dragged on
37:33each tip turned from a possible lead into a dead end
37:39having these tips and this evidence
37:41it did seem like we were going down the right track
37:46unfortunately each track we went down was a disappointment
37:50law enforcement continued to receive thousands of leads throughout the following years
37:54interviewing hundreds of people
37:56but they all failed to establish a firm suspect
38:00so authorities turned back to Libby's cell phone
38:03to hopefully drum up a new lead
38:05where does the investigation stand now?
38:09on April 22nd of 2019
38:11there are several things that were released that hadn't been previously
38:14we released the video of him actually walking
38:17and the clothes that he was wearing
38:20and the intent of this
38:23of releasing this was to show everybody
38:26the gait of the individual
38:29the hand position
38:31the shirt
38:32his jacket
38:33the hat that he was wearing
38:34that right step
38:36the left step
38:38hands in his pocket while he's walking
38:40in addition to the video
38:45authorities have created a new sketch
38:47they believe to be a better depiction of the killer
38:50based on new witness interviews
38:52they also released extended audio recordings
38:55of the suspects voice from Libby's phone
38:58talk to me about how important you think that information is
39:13and why you released that to the public
39:15because the way a person walks is significant
39:18and anybody that knows and knows who it is
39:20the sound of him telling the girls to go down the hill
39:24somebody knows whose voice that is
39:30we believe that somewhere between the new sketch
39:33and the old sketch
39:35is him
39:36he will be somewhere in between those two
39:39and with the three pieces that we have
39:42geez oh pete
39:43it's um
39:44it's right there
39:45it's right there
39:47somebody has got to know who this individual is
39:51to the killer
39:54who may be in this room
39:56we believe you are hiding in plain sight
39:59only a coward would do such a thing
40:01and you want to know what we know
40:04and one day
40:06you will
40:10for the residents of Delphi
40:12Abby and Libby's murders
40:13have changed the way of life
40:15in this small rural town
40:16and to this day authorities are determined
40:19to find answers
40:20it's a case that I haven't forgotten about
40:23but I think about almost daily
40:25those tips are still coming in
40:26and we're still following them
40:27we still have people working full-time every day
40:29trying to close this case
40:35you know I see so much sacrifice
40:37by those
40:38those that are continued to deal with this
40:40every single day
40:41and it's caused me to take a pretty deep dive
40:44into my gut
40:45and my soul
40:46and my heart
40:47and my emotion
40:48I'm not ashamed to tell you I can cry like a little boy
40:50when I think about what my eyes have seen
40:51all I have to do is close my eyes and start thinking
40:53and I see the level of commitment
40:57to be able to tell Mike and Patty and Anna and Kelsey
41:03and the rest of their family today we got him
41:05that's what keeps us moving I think
41:09bad things happen to good people all over the state on any given day
41:13I had no idea what happened around Indiana until I became the superintendent of the state police
41:18and I realized the extraordinary work that's done by law enforcement folks
41:22within the state police and other agencies north to south and east to west
41:26but this one has grabbed our guts and it's grabbed our souls
41:32because of the associated evil
41:35that's why
41:36that's why we keep doing what we do
41:39I don't know what
41:40what it's going to take for somebody to
41:42to make that phone call
41:44take a look at this information
41:46really look at it
41:47and think
41:48do I know this person
41:49does it look like somebody
41:51does it anybody I know
41:52anybody I'm related to
41:54you know look at the information
41:56listen to the video or the audio
41:58and then make that call
42:00in 2017
42:02the community of Delphi began raising funds to build a memorial park
42:06in honor of Abby and Libby
42:08breaking ground in 2019
42:10I want them to be honored and remembered
42:13and a hundred years from now when we're long gone
42:16there will still be people here that will get to see
42:19and hear about Abby and Libby
42:24a great day
42:26thank you
42:36you
