00:00We're on the perimeter of Leyton Primary School in Alton Melbourne.
00:05This has been a hotspot for fly tipping for some time now, probably several years.
00:10As you can see behind me, this particular pile continues to grow,
00:14but it's not the only place where there's fly tipping.
00:17We have fly tipping across the field here and also around the perimeter of the school.
00:21Unfortunately, some of it, this fly tipping is on different, the land is owned by different people,
00:27so it's been a problem about how to remove it.
00:30This particular pile is on school land.
00:33The school had the issues that when they get it cleared, it comes back straight away,
00:37and all this comes out of their budget.
00:39So this is a huge problem because they don't want to be spending money on
00:42clearing fly tipping when it needs to be going on the children at the school.
00:46Yes, I mean, I have had a multi-agency, organised multi-agency meeting with council,
00:51prosecutors, homes, police, enforcement.
00:55However, you know, it's about who's going to take responsibility ultimately for the whole area.
01:01I'd like to see more CCTV if that was possible, certainly for hotspots like this.
01:07I do think, even though I'm told that it doesn't help, but I do think we need some signage,
01:11some strong signage about, you know, fly tipping will be prosecuted.
01:16There's nothing, as you can see, around here.
01:18There was a suggestion that the children in the school actually made some posters about it,
01:22which I think is a good idea, and there was a suggestion about education,
01:25which clearly also needs to happen.
01:27But at the same time, we need to clear this area and make it clear that it's not an area
01:32where people should be dumping their waste.
01:35Unfortunately, this is at the back of houses in Orton-Goldheim in Brudenell.
01:39We've been doing lots of door knocking in the area, and we've been doing the local streets,
01:43and residents said, have a look at the backfield.
01:46We came and have a look at the backfield.
01:48In Orton, we have lots of these areas where it's really nice green space,
01:51with lots of trees around it.
01:53Unfortunately, because it's covered from public view,
01:56we can see that it's almost become like a landfill site here,
02:00with many people dumping their unwanted bulky waste and other waste items.
02:06So not only is it a hazard for the wildlife here, but also for any children.
02:09This is an open field.
02:10You know, children could come in here and be amongst this rubbish,
02:13which is, of course, incredibly dangerous.
02:16The trouble with this site is that it's not actually owned by the council.
02:20Now, we've come up with a solution for now.
02:23Harry Mateship from Peterborough Littlewomble has very, very kindly agreed
02:26to pull a volunteer team together, and I've been advertising it on the 4th of May,
02:31from 10 till 12pm, and we're going to come here, move this from the non-council land,
02:37and put it in a pile where the City Council will come and collect it.
02:40So there is a solution for this time.
02:42But this site is not within easy reach of any CCTV cameras.
02:46So we really do also need to get education on board, the community on board,
02:50educating them about the dangers of putting some of these waste items in these spaces.
02:56And obviously, you know, I would like to see maybe charges of bulky waste being removed
03:03for people that are on universal credit, for people that can't afford it,
03:06or maybe some areas where people do put their rubbish.
03:09But there are no easy answers because this is a continuing issue in areas like this.
