Au milieu des années 1930, à Washington. Etudiant en grande difficulté financière, Joe Rantz subit de plein fouet les conséquences de la Grande dépression. Sans le sou, il découvre que de nombreux avantages sont accordés aux membres de l'équipe d'aviron de son université et décide de les rejoindre. Guidée par un coach ambitieux, l'équipe se montre étonnement efficace et enchaîne les succès, allant jusqu'à se qualifier pour les Jeux olympiques organisés à Berlin. La délégation américaine débarque alors dans une Allemagne dirigée de main de fer par le régime nazi...
