00:00So, yung RSA po ay isang absolute admission requirement ng UP Manila, especially doon sa mga white colleges na tinatawag natin.

00:09Yung mga white colleges ay yung mga nagpo-produce ng mga healthcare workers dito, katulad na lamang ng College of Medicine, College of Nursing, at iba pa mga kolehyo sa UP Manila.

00:20Tapos, bakit pa siya anti-student policy?

00:24Unang-una po, dahil nagkaroon tayo ng datos, ngayon pa lamang, na 42 million pesos na pala ay nakokolekta ng UP Manila from the students to breach the contract.

00:37Dahil either lumipat sila ng school dahil hindi na nila kaya yung kurso nila, lumipat sila ng kurso within UP Manila at kinakailangan nila magbayad after graduation.

00:47O talagang kinakailangan nila kumalis ng bansa dahil nandun yung pamilya nila o iba pa mga rason.

00:53At yung iba naman, tumigil talaga sa pag-aaral dahil hindi na kinaya financially or mentally or physically.

01:00So, anti-student siya dahil unang-una, ano siya? Coercive po siya.

01:06Coercive siya dahil absolute admission requirement siya.

01:09Tayo naman po, di ba, under the universal access to quality tertiary education,

01:16ay dapat guaranteed tayo sa pre-vision law kapag ka nasa SUCs tayo.

01:20Pero sa forma po ng pagkakaroon ng return service agreement, may kapalit yun na kontrata.

01:26Repressive siya dahil hindi inaalaw ang mga students na lumipat sa kurso ng kanilang choice once ma-reach na nila yung minimum 60 units in other white colleges.

01:36Pero sa College of Medicine, pagkapasok mo, pagkapasok mo sa College of Medicine, ay meron ka na kagad babayaran if umalis ka ng College of Medicine kahit once a month.

01:46At repressive din siya kasi hindi niya tinatanggap yung mga rason ng mga estudyante kung bakit ba sila nagbe-breach ng contract.

01:53Ngayon, nakita rin natin na sa bagong BOR approved or sa Board of Regents approved na handbook ng return service agreement,

02:06ay tinanggal na rin nila yung mental health of permanent incapacity, of permanent nature or permanent incapacity.

02:13As one of the reasons for not giving the student a penalty, dahil daw legally hindi daw ito ma-define ng maayos at big daw yung definition nito sa handbook.

02:24Kapag daw may periods of lucidity pa rin sa ating mga students na nag-re-nege ng contract, ay hindi pa rin daw yung permanent incapacity.

02:33Among other things na sobrang anti-student or repressive doon sa mga provisions ng return service agreement.

02:41Nagko-commercialize din siya ng education kasi nakikita naman natin na despite having free tuition,

02:46apparently we're going to have to pay twice the cost of our education plus the prevailing interest rates of that time plus the donations that UPy Manila receives.

02:58So with that said, kapag umalas ako ngayon sa College of Medicine,

03:04ang gagawin ko ay kailangan ko lumakit sa RSA committee ng College of Medicine

03:09at magpapakumputa ako kung magkano na ba yung kailangan kong bayaran.

03:15Ang sa tingin ko bilang second year medical student, nasa 1 million na rin yung kailangan kong bayaran.

03:21Tapos nakita rin natin na hindi talaga siya bumubuo ng,

03:25hindi rin talaga siya nag-encourage ng nation building.

03:30Kasi ipinapasa lang sa atin ng gobyerno kung ano ba yung responsibility nila.

03:37Bakit pa umaalis?

03:38Sabi nila ang RSA ay para sa brain drain ng mga healthcare workers sa bansa.

03:44Pero siguro nakikita na natin dyan sa PGH.

03:47Sa libon-libong milya ng pila ng mga pasyente dyan sa PGH,

03:55bukod pa dun sa mga tinatanggihan ng PGH,

03:58na tulad na lamang sa emergency room na tanggapin dahil overflowing na ang mga pasyente.

04:04Nakikita natin na siguro nasa 1 is to 20 or 1 is to 40 na ang ratio ng ating nurses to patients.

04:13Nasa 1 is to 50 or 1 is to 100 na siguro ang physician to patient ratio ng ibang mga public hospitals dito sa bansa.

04:24So umaalis sila dahil meron silang overwork,

04:27tapos kasama pa, kaakibat pa neto dahil yun nga,

04:32mababa rin yung pasahod,

04:34mababa rin yung compensation na ibinibigay sa ating mga healthcare workers.

04:37Nung panahon din ng pandemic, nung COVID,

04:40hindi ibinigay sa kanila yung hazard pay nila.

04:43Na siguro aabot na ng milyon-milyon.

04:45At hanggang ngayon, ay utang pa rin ito ng gobyerno sa ating mga healthcare workers.
