00:26If the President has concerns about trade issues with Canada, guess what?
00:31This President negotiated a signature trade deal, the USMCA, that got 89 bipartisan votes
00:39in this chamber, and he has a negotiating process to find a resolution to any issue
00:46he cares about.
00:47The imposition of tariffs does nothing more than put a tax on American families.
00:53This is a tax, plain and simple.
00:55Taxes should not be enacted by one person.
00:58So I will vote today to end the emergency.
01:01I will vote today to try to reclaim the power of taxation, the power of the tariff, to where
01:08the Constitution designated it should properly be, and that is in Congress.
01:23I was there.
01:52I'm excited.
01:53Here we have a President who gives a damn about American jobs.
01:57That's exactly what this is.
01:58I'm sick and tired of the rest of the world taking advantage of our workers and our companies.
02:03So the rest of the world, they want to put barriers up to our companies, which impacts
02:07American jobs.
02:08That has ended.
02:09Ignoring the idea that there's been trillions of dollars of investment in the first hundred
02:13days.
02:14We're going to be building cars in this country.
02:15We're going to have people who have jobs building Honda vehicles, Mercedes Benz, Nvidia chips
02:20are going to be made here.
02:21People's making record investment.
02:22They're paying more money now.
02:23Well, listen, their interest rates are super high right now, too, because we're spending
02:28two trillion dollars we don't have.
02:30So I think to rebalance this equation, we actually have to make things.
02:34The idea that we can invent things in this country and never make them here is a ruse.
02:38So I think it doesn't have to be this way.
02:42If we're saying to these countries, we're going to treat you like you treat us, just
02:45take down your trade barriers.
02:47Take down the tariffs that you have against us.
02:49I think it's heading us toward a catastrophic economic downturn, a recession, along with
02:59disastrously rising prices.
03:01I'm seeing already my constituents in Connecticut fearful, angry, deeply troubled by potential
03:08job losses, as well as higher prices for everything from gas to groceries.
03:14President Trump's whole justification for slapping tariffs on our closest partners and
03:19allies is to bring manufacturing back to the United States.
03:23And at the exact time that he is harming our relationships around the world, making costs
03:29higher for working Americans, this program that helps small and medium manufacturers
03:34grow has been eliminated.
03:35They don't know what they're doing.
03:38And the consequences for our economy, for costs, for our families and communities will
03:43be harmful and lasting.
