00:00Former Comelec Commissioner Gaslagman presented a manual counting of the votes in the voting precincts.
00:06Comelec Chairman George Garcia said that the law is needed for that.
00:10Comelec started to distribute the voter's information sheet.
00:14This is the first news of Sandra Aguinaldo.
00:17In Barangay 70 in Pasay City,
00:23Comelec Chairman George Erwin Garcia and three Commissioners of Comelec are included in the distribution of the voter's information sheet or VIS.
00:32There are four pages of paper where you can see the name, address and precinct of the voter.
00:37There are also instructions on how to vote and a list of candidates.
00:42This is very important because not everyone has access to the internet.
00:46Even if they are far from the barangay, they can reach the voter's information sheet.
00:5268 million registered voters across the country can receive this.
00:56Comelec should have made the distribution personal because it is cheaper and faster than by mail.
01:03The voter must also sign or receive it as proof that the VIS was delivered.
01:10Again, don't worry about why you are being signed because the reason for signing is because it is evidence that you have received the voter's information sheet.

01:35In the face of Garcia in the Management Association of the Philippines,
01:40the business community and employers who helped in voter's education were forced to leave.
01:45And their employees were allowed to vote freely.
01:49We have to ensure that people will still and continue to trust our electoral process and system.
01:56And the only way to do that is voter's education.
01:59We should not let a single Filipino child to grow up and say,
02:03I will just buy a vote.
02:05I will just sell it.
02:07In the event that voters can ask questions,
02:11former Comelec Commissioner Gus Lagman was one of those who stood up.
02:14His point is that the counting of votes should be done manually in the precincts
02:19so that each vote can be counted more clearly.
02:22Garcia's answer is that a law is needed for this.
02:25The counting at the precincts, which is the most crucial, is that witnessed by the voters.
02:32You feed the ballot and then at 7 o'clock in the evening, the machine counts the ballots.
02:41Since 2010, it should be done manually and then automated.
02:46And yet the Supreme Court did not put that in their decision because it's a question of law.
02:53After the election in Myanmar and Thailand,
02:56Garcia said that 320 registered voters in Myanmar will vote by mail or by post.
03:03Internet voting in Thailand will continue.
