00:00Bringing integrated home assistance for the over 65s to 10% by 2026, this as predicted by the PNRR, to achieve the fundamental goal of the evolution of the assistance of the national health service of the home as the first place of care.
00:22An analysis of the situation is offered by the report developed by Salute Equità and presented in Rome in front of the major experts and stakeholders of the sector.
00:30We are doing a good job with the European Union because on paper, from a quantitative numerical point of view, we are getting closer to the goal.
00:40The issue is, however, that we are very far from the goal that must be guaranteed for patients, that is, to increase the level and quality of home care for all those more complex assistance situations.
00:58Because they are the ones who should perceive the value, I emphasize the value, of an investment of about 3 billion euros on integrated home assistance guaranteed by the national plan of recovery and resilience.
01:12This value is now struggling to develop and this is the real problem.
01:19The road is long, but there is no shortage of good news, because in 2023 most of the regions will have reached the increase in the number of elderly people assisted at home, as predicted by the PNRR.
01:30Well, there is no doubt that things are moving and the integrated home assistance in some regions is to be extended and has already been extended to additional cohorts of elderly people and also patients of people with disabilities.
01:48It is a process in progress, as I said. We certainly have some steps to respect from the point of view of fillings towards Europe. We have this scenario to conclude from the point of view of resource use by 2026.
02:02But we know that we must also accelerate because today there is still a strong territorial imbalance.
02:08Some regions have received the 2021 agreement, others are already doing it, but there is also a lack of organizational actions that allow the real implementation of this type of intervention.
02:19Different criticisms, from the difficulty of access to home assistance to the lack of continuity that penalizes patients.
02:26It is clear that there are still many difficulties, in the sense that it has been described. We must ensure that the intensity of care, even at the home level, rises and that the hours dedicated to this type of intervention are greater than in the past.
02:43However, I say again that we must consider the starting point and therefore today we are in a transition phase in which we will certainly bring home the European target, but then the regions will first have to face this new approach, which must be aimed at keeping the patient as far away from the hospital as possible.
