00:23Sir, what are the initiatives of the OCD to help
00:27those affected by a strong earthquake in Myanmar and Thailand?
00:33This morning, Usec, we have already sent our Philippine contingent.
00:36This is made up of 90 strong personnel
00:39comprised of our Armed Forces of the Philippines
00:42from the Army and our Bureau of Fire Protection.
00:47Our MMDA, of course, from our Department of Health
00:52and also from the Office of Civil Defense.
00:54We also have private sector participants
00:57who have expertise in collapsed structures.
01:01Director, this is a 90-man contingent that was sent to Myanmar.
01:06How long will they stay or what do you call that,
01:12their duty to help in Myanmar?
01:16In the initial plans, the original plan is for them to stay until April 12.
01:22However, based on the results of their operations,
01:26it can be extended.
01:28This will depend on the request of Myanmar
01:33because we cannot say what the results of our operations will be
01:37and if additional days are needed for our Philippine contingent to stay.
01:43Sir, how does the OCD ensure that local government units and communities
01:50are prepared for the so-called Big One, the magnitude 7.2 earthquake
01:54especially in areas near the West Valley Fault?
01:59That's a very good question, Usec.
02:01If we can talk about preparation,
02:05Usec Ariel Nepomuceno mentioned that
02:08regarding response readiness,
02:10this is where our nationwide simultaneous earthquake drill
02:15that we do quarterly,
02:17our orientation in our local disaster risk reduction management office
02:21all the way to the barangay level,
02:23that is our response readiness, our preparedness that we do.
02:27However, we also remind that the other aspect of preparedness,
02:32this is before the earthquake,
02:35this is our disaster preparedness.
02:37This is where we need to catch up.
02:40We still have a lot to catch up on
02:42because the very basic,
02:44for example, our compliance with the National Building Code,
02:48this is what we need to follow and check,
02:50if this is really being followed,
02:52because the resilience of the structures is at stake here.
02:56The waste of our duck, hover and hold that we do in the earthquake drill
03:01will be lost if our houses and buildings will collapse
03:05because this did not follow the building code.
03:07That is why we are happy with Usec Claire Caso's call the other day
03:13to investigate our local government units about following the building code.
03:20Sir, do you think that the current policies and regulations are sufficient
03:25for the resilience of houses and buildings against strong earthquakes?
03:29What else should be done to speed up the process of retrofitting?

03:39these metrics in our building code,
03:42if it is followed, our structures will have resilience against earthquakes.
03:48Even so, if our question is in terms of policy,
03:51we think this is sufficient.
03:53However, the following here,
03:56we think this is what we need to improve
03:59because our issue of building permit,
04:02our issue of occupancy permit,
04:04we need to make sure that this is really in accordance with the building code
04:08and that it is also in accordance with the plan.
04:11If we have a shortcut here,
04:14we will put ourselves and our families in danger
04:18in the event of an earthquake
04:20because the resilience of the structure is affected by our following the building code.
04:25Sir, speaking of building codes,
04:28how can OCD help developers
04:32to make sure that they follow the building code and the right engineering standards
04:37for the construction of buildings or their homes?
04:42That is where we will enter, ma'am.
04:43Let us remember that the Department of Interior and Local Government
04:48is a member of the National Disaster Risk Reduction Management Council.
04:50And through this membership,
04:53we will have a chance to have a dialogue with them
04:56that they may have issues to remind our local government units,
05:01especially our local building officials,
05:03to ensure proper implementation of the occupancy permit,
05:06our issue of construction and building permit,
05:10that this is really in accordance with our building code.
05:13Secondly, we have a council.
05:16In fact, we will have our full council meeting tomorrow.
05:19And we will discuss these things.
05:22If we can do a project,
05:25including other private sectors,
05:28so that we can speed up the retrofitting.
05:31I will just divide it.
05:32In Japan, their hospitals are already 100% retrofitted.
05:37In their schools, 80% of these are already retrofitted.
05:42So, in terms of resilience to disaster,
05:45we can say that our country still has a lot of catch-ups to do.
05:51Director, aside from continuously conducting simultaneous earthquake drills,
05:56how is OCD spreading information about earthquake preparedness
06:01to remote areas?
06:05We have programs.
06:06We have the hashtag Panatag Pilipinas.
06:09This is a series of short videos
06:12on what needs to be done
06:14before and after disasters and earthquakes occur,
06:17such as earthquakes.
06:19And we upload this to our website, to our channels.
06:23And we share this with our countrymen.
06:26Aside from this,
06:27we also have local coordination
06:29with our local disaster risk reduction management offices.
06:33Our accreditation that we do
06:35with our private groups that volunteer.
06:37Our visits to schools
06:39so that they can have their own earthquake and fire drills.
06:43And aside from this,
06:44of course, we also have strategic communications.
06:47We have civil defense in action
06:49where the pillars of disaster management and mitigation
06:53are given to the public
06:55based on disaster preparedness and resilience,
06:58our disaster response,
07:00and our rehabilitation.
07:02Sir, how do we ensure the safety
07:06of informal settlers
07:08who are mostly in Metro Manila?
07:13That's right, Yusef.
07:14In fact, that is one major exposure
07:16that we are really carefully studying.
07:18We have what we call an off-plan yakal
07:21where we look at our entire country
07:24and identify it into quadrants.
07:27And where we have evacuation centers that will be built
07:31in case of an earthquake of this magnitude,
07:34where our countrymen can go,
07:37our informal settlers.
07:39I will just add,
07:40I am also a part of a technical working group
07:43that works on implementing rules and regulations,
07:45what we call the Ligtas Pinoy Center Act.
07:48This is the law that mandates
07:50that our cities and municipalities
07:52have evacuation centers.
07:54And one salient feature of this,
07:56the requirement of the Ligtas Pinoy Center
07:59is that it should be able to withstand
08:01an earthquake of magnitude 8.
08:03So, even so,
08:04we know that it will still be constructed,
08:07it will still be built.
08:08We really hope that we can expedite this
08:12so that we can add more lives to be evacuated
08:15and reduce the number of casualties.
08:18Director, talking about long-term,
08:20what is the long-term strategy of the OCD
08:22to be more prepared for the strong earthquake of our country?
08:28Yes, sir.
08:29The Ligtas Pinoy Center that we mentioned,
08:31that is one long-term aspect also
08:33because we prioritize the cities and municipalities
08:37where the exposure to hazards is really high,
08:40such as earthquakes and landslides.
08:44Secondly, our partnership,
08:46like what happened in Myanmar,
08:48we have what we call the One ASEAN, One Response.
08:52And our membership in ASEAN,
08:54this is where we have coordination,
08:56this is the AHA Center,
08:58our ASEAN, rather,
09:01Humanitarian Assistance Coordination Group,
09:04that if we have a member of ASEAN who is affected by an earthquake like this,
09:09we will deploy and send other members to the affected country.
09:14So our partnership and strengthening of this relationship
09:21is also a long-term goal
09:23because we know that a country cannot handle an earthquake like this.
