00:00As a citizen of a democratic country, Filipinos have the right to vote.
00:06Who can be a voter?
00:09The requirement of the law for a registered voter is not complicated.
00:13Under the Republic Act 8189 or Voters Registration Act of 1996,
00:19Filipinos need to be a citizen and above 18 years of age when the election comes.
00:26Before the election, a resident of the Philippines should not be under one year of age
00:31while you are a resident for more than six months in your city or town where you will vote.
00:37But there are also those who are disqualified or those who are not allowed to vote.
00:43Those who have been sentenced to imprisonment for more than a year are included.
00:49Those who have been proven guilty by the government through rebellion,
00:54sedition, or crime related to national security.
00:58Even those who were declared insane or incompetent by the authorities.
01:04Despite that, there is still a possibility for them to regain their right to vote in accordance with the law.
01:12Whenever an election comes, a deadline is set for the registration period.
01:18But for now, it is not allowed to register.
01:22So, we just have to wait and see how many will accept the comelect of those who will register as voters.
01:29It is stated in the law that there should be no voter registration 120 days before the next election.
01:3790 days if it is a special election.
01:40Of the estimated 115 million population of the Philippines, how many are registered voters?
01:49As of the election of 2025, more than 68.4 million have registered as comelec voters.
01:57Overseas voters are different.
02:00In the election of 2022, more than 65.8 million registered voters were in the Philippines.
02:07But only more than 55.4 million voted.
02:11That means that almost 10.4 million registered voters did not vote in 2022.
02:20In fact, since 1992, more than 90% of the voter turnout or the number of voters have not exceeded
02:29compared to the total number of registered voters.
02:32If we look at history, the voter turnout is usually lower during midterm elections than presidential elections.
02:42Within more than three decades, only in 2013, the voter turnout of midterm elections is higher
02:50compared to the following presidential elections.
02:54There are surely different reasons why some people did not vote on the day of the election.
03:01But remember, the right to vote has a shared responsibility.
03:06One of them is to guide the courting candidates because their intention should be true.
03:31.
