00:04his prime minister glorifies global terrorists like Osama Bin Laden's as martyrs.
00:30Thank you, Mr. Chairperson. I am taking the floor to exercise India's right of reply to
00:41respond to the continued abuse of this August forum by Pakistan. Pakistan's desperate attempts
00:47to peddle falsehoods and the habit of abusing the sanctity of multilateral forums deserves
00:53our collective contempt. Pakistan has made a number of futile and unsubstantiated allegations
00:59against India, including in relation to the union territories of Jammu and Kashmir and Ladakh.
01:03These do not merit a response as they pertain matters internal to India. Let me reiterate here
01:09that the entire territory of Jammu and Kashmir was, is and will always be an integral and
01:15inalienable part of India. This includes the areas that are under the illegal occupation of
01:21Pakistan. We call upon Pakistan to immediately vacate all these areas under its illegal
01:26occupation. Given its established state practice of hosting, aiding and actively supporting
01:32terrorists, how could one expect any constructive contribution from Pakistan to this committee
01:36that deals with important matters of international peace and security? Pakistan's baseless
01:41accusations are indeed rich, coming from a nation that is encouraging sex theory and violence
01:46against Muslims and suppresses the rights of minorities. We expect nothing new from this
01:50delegation that harbours a deep sense of insecurity and orchestrated hatred for India
01:56and our secular credentials and the values that my country stands for. However, despite its hopeless
02:03efforts, the world is able to see through its deceit and doublespeak. It is time to hold
02:08Pakistan to account and not let them abuse UN platforms for spreading disinformation,
02:13hate and incite violence. Mr. Chairperson, as a responsible state, India strictly abides by
02:19obligations under international treaties and needs no advice from a country which has a proven
02:24track record of illicit export of nuclear material and technology. India's security
02:29concerns are not confined to a region and therefore India has always approached these
02:34issues in a global context. Mr. Chairperson, as the epicentre of global terrorism, Pakistan is
02:39the biggest destabilising force in the world and has repeatedly indulged in cross-border
02:44terrorism against its neighbours. They have no regard for UN principles. While Pakistan's
02:49permanent representative speaks about peace and security here, his Prime Minister glorifies
02:55global terrorists like Osama Bin Laden's as martyrs. What more could be a better proof
03:00of the utter duplicity that this country is infamous for? Mr. Chairperson, in contrast
03:06to India's constructive approach on disarmament matters, Pakistan has only been disruptive. It
03:11is 25 years now that the world is paying the price for Pakistan's obstructive tactics in the
03:16conference of disarmament which has not allowed the CD to adopt a programme of work. It has the
03:22dubious distinction of having single-handedly blocked the negotiations on FMCT, including in
03:272009 when the CD adopted a consensus programme of work. Having joined the consensus, Pakistan
03:33revealed its true character by soon taking a complete U-turn and blocking any work by the CD.
03:39The First Committee has a vast agenda dealing with global issues relating to disarmament and
03:44international security. This is not the forum to address bilateral or regional issues.
03:48We wish to reiterate that regional security issues have no place in the First Committee's
03:53consideration. The Committee should not only categorically reject Pakistan's nefarious and
03:58vicious designs, but collectively condemn Pakistan for its repeated efforts to politicise
04:03the Committee's work and hijack its mandate. Going by its past practice and its compulsive
04:09obsession with India, Pakistan may exercise its right of reply and continue its malicious false
04:15propaganda against my country, but I shall refrain from responding to it out of respect
04:20for the Committee's work under your able leadership and guidance.
