00:00The Special Committee of the DPWH sat down to investigate the fall of a section of the Cabagan-Santa Maria Bridge in Isabela.

00:09According to a group of experts, almost a thousand were found to be defective.

00:16This is the report of Joseph Moro.

00:22Even though only a portion of the Cabagan-Santa Maria Bridge in Isabela has completely collapsed,

00:26all of its 12 spans now have defects.

00:30Almost a thousand were found to be defective according to a group of experts

00:35based on the report of the DPWH that was presented to the Senate Low-Ribbon Subcommittee.

00:40From 2018 to 2023, the DPWH has repeated the same mistakes,

00:47such as the broken bolts, cracks in the slabs and arches of the bridge that were built in 2014.

00:54It is said that this bridge is about to collapse.

00:59The committee asked if the materials used here are substandard,

01:03such as the steel in the broken arch.

01:06Here, it is machined and the size is not different.

01:10So usually, it means that the steel used is substandard.

01:14But it is not yet clear whether the defect in the design or construction

01:19is the reason why there are many defects in the bridge.

01:22The DPWH formed a special committee to investigate.

01:26It looks like from day one, there is already a problem.

01:29In order to prevent the design of the bridge, the DPWH said

01:33that its design was based on the 1997 design code,

01:37the latest guide of its design.

01:40It also stated that the repeated defects were caused by the retrofitting that was done in 2023,

01:47so it should not be a problem.

01:49Overloading is the reason for the collapse of the bridge.

01:53I'm very confident that if this is a forensic investigation,

01:57it is really overloading because the weight of the axle load,

02:01the axle in front of the hanger,

02:03is already four times of what we use in the design.

02:08So there is no way for us to survive.

02:11The question now is, out of the many defects seen in the bridge,

02:14should it be condemned and not be used?

02:18According to the DPWH, they will first investigate the cause of its collapse.

02:23According to the President, it should be reconstructed

02:26before it can last if there are many defects in the bridge.

02:30What we are trying to find out,

02:32because of this collapsed section,

02:36if the other spots were compromised.

02:41Because we saw that in the other spans,

02:47there are signs that some of the cables are actually loosened.

02:54Not only in the collapsed section.
