00:00The Quezon City Police District will now start the dismissal proceedings against a patrolman

00:06who expressed his dissatisfaction with social media about politics

00:10while the authorities clarified that they cannot put the patrolman under restrictive custody

00:16until he returns to the service.

00:40The Quezon City Police District or QCPD will now start the dismissal proceedings

00:46against Patrolman Francis Steve Funtilias.

00:49This is if he will not continue his return to the service.

00:54Funtilias filed an emergency leave on March 5 from March 6 to March 19.

01:00It was not approved but he continued his leave to declare himself AWOL.

01:06What we are saying is that his AWOL case will continue

01:10that will tantamount to grave offense

01:13and those requirements will be included

01:17so that we can proceed with the hearing on his administrative case

01:24so that he can be dismissed from the service.

01:27March 11, he was transferred to the DMDO of the QCPD.

01:31On March 12, Funtilias started making noise on social media

01:35after former President Rodrigo Duterte was arrested.

01:39You can't order me around.

01:41I'm just a patrolman but you can't order me around.

01:45No matter who you are.

01:47Even if you are the President.

01:49Even if Bongbong Marcos orders me around,

01:53I will not obey him even if he removes me from the police force.

01:57The next day, March 13, the QCPD immediately held a home visitation

02:01to serve him the return to work order.

02:05The QCPD said that Funtilias may not be under the restrictive custody

02:10until he returns to active duty.

02:13But they continue to monitor the movement of the police

02:17especially on his social media.

02:19This is one of our dilemmas because we are finding ways

02:24that if he can post an inquestable offense, we will arrest him.

02:33His previous statements were done way before.

02:39We can't arrest him during the regulatory period.

02:45That's why we have regular filing on inciting to sedition.

02:50Funtilias was charged with inciting to sedition.

02:54The police are strictly prohibited from posting their contents

02:59on social media, especially if it is related to politics.

03:03Aside from this, 5 administrative cases were filed by the QCPD against the police.

03:09In 2023, the police found erratic behavior and mood swing

03:14so they put him under medication.

03:16But it seems that he is returning now.

03:19The reason is to request his commanding officer

03:22to put Funtilias under a neuropsychiatric exam.

03:25There are significant changes in mood, emotional outburst,

03:31and then this could further disrupt the normal functioning in the workplace.

03:37So this compelled his commanding officer to request for a neuropsychiatric examination.

03:50The problem is that he did not go under the medication.

03:54He said, I already know about this exam.

03:59I am taking this exam again and again.

04:04According to the statement of PNP chief, Police General Rommel Francisco Marvil,

04:08the political bias in the national police has no place

04:12and the organization cannot be used in the personal or political agenda.

04:17Funtilias entered the PNP in 2021.
