13:39So, first of all, what analysis do you make of this withdrawal from the M23
13:44announced at the last minute? What are the reasons?
13:49Officially, the reasons are obviously the adoption of sanctions
13:54against several military leaders of Rwanda,
13:59as well as an active company, in particular in the gold trade.
14:05But it is a fallacious pretext, for a simple and good reason,
14:08that a good number of observers actually presented a last-minute loophole on the part of the M23.
14:16The argument that is advanced is to say that these sanctions compromise the participation of the M23 in these discussions.
14:22I simply remind you that Russia, which has been under sanctions for many years,
14:26is currently maintaining a certain number of contacts with Ukraine and the United States,
14:31so all of this is not very serious and actually shows that the M23
14:35is not at all determined to come to the negotiating table
14:38and instead intends to continue to push its advantage,
14:41if there is an advantage, of course, on the military terrain, to try to stall things.
14:48My question is whether these talks will still take place?
14:52A delegation was sent by Félix Tshisekedi and is maintained,
14:57knowing that it was the Congolese president
15:01who had always refused to participate in direct discussions with the armed group.
15:07Indeed, we remember the initiative of the Angolan president,

15:42Of course, we realized, and this is the case of yesterday,
15:46that we are in the same situation as on December 15th.
15:49Remember, at the last minute, Paul Kagame simply blocked the meeting.
15:55We are truly in a strategy of rotting.
15:59This will not in any way undermine the determination of Kinshasa to display its goodwill.
16:04It can in no way be questioned in the light of recent events.
16:10We will see how things will work out.
16:12But we must know that we have, in any case, since February 21st,
16:16an instrument of the foreground, an essential reference term,
16:21resolution 2773, which very clearly specifies the obligation made to Rwanda
16:27to leave the Congolese territory unconditionally,
16:30to M23 to leave the cities of Goma and Bukavu,
16:35as well as to cease fire, a cessation of hostilities,

16:42But Kinshasa, in any case, wishes to preserve this willingness to move forward,
16:48while, of course, the M23 is lost in conjecture,
16:52by pretexting a number of things that, in reality,
16:56only push back the prospect of a return to peace in this part of the Congolese territory.
17:01So, precisely, the announcement of the direct discussions
17:05and the availability of Kinshasa, to take up the term you used,
17:09blew a wind of optimism.
17:11But it was really short-lived.
17:14What would be the impact of this refusal of the M23
17:17to participate in these negotiations on the conflict in Merdese, which is still raging?
17:23So, you are aware that the cities of Goma and Bukavu
17:27have enormous difficulties, especially financially.
17:30The economy is slowing down,
17:32on the basis, of course, of executions and massacres.
17:36The Rwandan troops are guilty,
17:40this is documented, of course,
17:42but also the M23.
17:44Today, we have a demand for national solidarity
17:47towards these populations who are silenced and martyred.
17:52So, we must rather create the conditions for a normalization of the lives of these citizens.
17:58I'm not even talking to you about this million people who are displaced
18:02and who need humanitarian assistance.
18:06The M23 must be resumed
18:09and stop playing the Russian roulette with the fate of millions of Congolese
18:14in this part of the national territory.
18:17And above all, let common sense come back.
18:20As far as Kinshasa is concerned,
18:22it seems to me that this is something that is obvious,
18:25but we will still have to emphasize the pressure on Kigali
18:30because no one is stupid.
18:33We know very well, in reality, that the M23 OBI has a very precise agenda.
18:38When you look at the Kigali reaction schedule for a month now,
18:45you can really see that there is a desire not to appease things at all
18:51and certainly not to join a negotiating scheme.
18:55Kigali's desire seems to be to get out of Luanda's scheme
19:00to precisely credit the idea that what is happening east of the RDC is a matter between Congolese.
19:07Henri Zouzé, let's go back a bit.
19:10The Congolese government demands the immediate and unconditional withdrawal of the M23 from the occupied areas
19:17and a complete resignation of the fighters.
19:20On the other hand, the rebel group claims a political and military integration
19:24and an official recognition of its claims.
19:27As you can see, positions are diametrically opposed.
19:30So what could it be?
19:32Would there be a fair environment to reach an agreement in the event of a discussion?
19:36It is always possible to reach a compromise,
19:39but do not forget that the RDC has already paid a heavy tribute in the past,
19:44notably with the integration of fighters.
19:46This gave us the mixing with, of course,
19:50cascading mutinies that respectively gave rise to armed groups such as the CNBP, the M23 and now the AFC.
19:59At this level, we must be extremely attentive.
20:03It is for this reason, by the way, that in the current sequence,
20:06the international community really has its place to take.
20:11But I remind you, the most important thing, it seems to me,
20:15is that the pressure on Kigali is maximum
20:18because it is Kigali who is able to inflict the maximalist position of the M23 at the moment.
20:25So, precisely, what role does the international community play today?
20:30What are the latest steps at the level of the international community in this conflict?
20:36So, you obviously have the sanctions that have been taken against the M23
20:42and several Rwandan military chiefs.
20:46This was in any case predictable
20:48since there was a process that had been started for several weeks now.
20:53The diplomatic isolation of Kigali is not at all the result of chance.
20:57It is simply the conclusion that a number of international organizations and international bodies have drawn
21:03on the need to be able to respect international law,
21:08which first of all implies the respect for the territorial integrity and sovereignty of the RDC
21:14and above all the respect for the letter and the spirit of this resolution
21:19for which it will be necessary to consider restrictive measures
21:24so that the martyrdom of the populations of the east of the RDC ceases.
21:28To finish, do you consider that today,
21:33it is to speak that there will ultimately be no direct discussion between the belligerents,
21:38is it a return backwards or is there still hope
21:42while the populations, as you mentioned earlier, are in urgent need of getting their lives back?
21:51I hope in any case that this is a fateful setback
21:56and that the M23 will have the heart, I would say, to be able to display a posture
22:02which, by the way, has been displayed for several months now,
22:06that of responsible people, attentive to the fate of the weakest,
22:11even if in reality it is quite the opposite.
22:14It will rather be necessary to try to find mechanisms
22:17that would allow the M23 to return to the negotiating table.
22:20If the problem of the M23 is European sanctions,
22:23well, the M23 has only to send people who are not under sanctions.
22:27This will save time and move forward,
22:29because it is time for this adventurism to cease in the east of the RDC.
