03:52that was done by the surrendering state.

03:54So that has been the rule in many cases already.

03:59When you are delivered to the tribunal,

04:02even if you are illegally arrested,

04:05the tribunal will not inquire how you were arrested.

04:10they will assume jurisdiction and try you.

05:23will allow Senator Ronald Bato de la Rosa to remain in the Senate
