00:00This is Philippine Gold Coast.
00:07Live from the GMA Network Center, this is 24 Horas.
00:14I am Rodrigo Roa Luther.
00:25Good evening, Luzon, Visayas and Mindanao.
00:29Senator Bato Dela Rosa will be allowed to remain in the Senate
00:33if he is arrested by the ICC, according to Senate President Cheese Escudero.
00:38That's right. Dela Rosa asked the Senate to protect him if he is arrested.
00:43Dela Rosa is one of those who were complained about
00:46according to the application of the ICC prosecutor
00:48for the arrest warrant of former President Rodrigo Duterte.
00:52MAV Gonzales is on the case.
00:54What is the role of Interpol in the world?
00:57However, Senator Bato Dela Rosa has a statement of anger
01:01if he is arrested by the International Criminal Court or ICC.
01:05When the day comes when my arrest warrant comes out,
01:12I will be arrested by the ICC.
01:15This is all I can say to you.
01:18This is all I can say to you.
01:20Everything they do is illegal.
01:23In the ICC Prosecution's Urgent Application for the Warrant of Arrest
01:26for former President Rodrigo Duterte,
01:29Senator Dela Rosa's participation in the Duterte Drug War has been mentioned several times.
01:34According to the document,
01:35when Dela Rosa became Davao Police Chief in Davao City in 2012,
01:39he carried out the Tukhang.
01:41Some Tukhans accused of being addicts and pushers refused to give up.
01:46They were put on the drug watch list and were eventually killed because of the Tukhans.
01:50In many occasions, they were planted with evidence of drugs, according to the document.
01:57Dela Rosa's order to become PNP Chief was also mentioned in the document
02:01in accordance with the Oplan Double Barrel
02:03that was carried out in the anti-drug campaign of Duterte.
02:06His involvement in the drug war
02:08was followed by the increase of killings in the Philippines
02:11that the Duterte Administration has magnified
02:13as an accomplishment to the public.
02:16Dela Rosa's third mention in the document
02:19was his involvement with the drug addicts in Bacolod
02:22who were called to kill drug lords.
02:24According to the document,
02:25Dela Rosa was one of those accused in the ICC
02:28along with other police officers who were redacted
02:30or their names were covered in copies given to the media.
02:33A week ago, Dela Rosa said
02:36that he is asking for the protection of the Senate if he will be arrested.
02:39According to Senate President Chase Escudero,
02:42he will allow Dela Rosa to join the Senate.
02:45Historically, whether it's a message or not,
02:47again, institutional courtesy dictates
02:50that the police should not enter the Senate to arrest a senator.
02:54It is not based on the law,
02:56but based on what is called institutional courtesy.
03:00The Senate will not allow the arrest of any of its members
03:05inside the Senate,
03:07especially if there is a session.
03:10This happened when Senator Laila de Lima was arrested in 2017
03:15and was allowed to sleep in the Senate for a day
03:17even though she had already surrendered.
03:20The Senate also promised in 2014
03:22that it will not allow the arrest of former Senators Juan Ponce Enrile,
03:26Gingoy Estrada, and Bong Revilla
03:28even though they had already surrendered
03:30so they did not complain to the Senate.
03:32According to Escudero, Dela Rosa already talked to him.
03:35What I told him,
03:37we will try to afford him every opportunity to avail of legal remedies
03:41that he is entitled to.
03:43The Senate President did not set a time limit,
03:46but it is clear that the stay in the Senate is not unlimited.
03:51Not for a long time,
03:53as long as he is given enough time
03:57to have a clear judgment on his judicial remedies.
04:03He is not unreasonable.
04:05Let me repeat,
04:06there are situations where the Senator himself
04:09surrendered himself within one day,
04:12three days,
04:13five days,
04:14one week,
04:1525 days.
04:17For the GMA Integrated News,
04:18Mav Gonzales was detained for 24 hours.
04:22The asylum in the Netherlands will be requested
04:25by the former Presidential Spokesperson Harry Roque,
04:29part of the legal team of the former President Rodrigo Duterte in The Hague.
04:33In the middle,
04:34the former Warrant of Arrest initiated by the House Squad Committee
04:38for Contempt,
04:39Tina Panganibang Pere was arrested.
04:45Six months after the arrest of the House Squad Committee for Contempt,
04:50Attorney Harry Roque visited The Hague, the Netherlands,
04:53last Friday
04:54to serve as the legal counsel of the former President Rodrigo Duterte
04:58in the International Criminal Court.
05:00The Quadcom is wondering why Roque is out of the Philippines,
05:04which they consider to be Pugante.
05:06I'm sure he used his passport when he arrived in the Netherlands
05:10and his port of origin will definitely be reflected in his passport.
05:16So why is the Bureau of Immigration not informed about that?
05:20Why is the Bureau of Immigration not taking action?
05:24Roque is facing human trafficking complaints
05:27and the Quadcom is investigating him
05:29because of his involvement in illegal smuggling in the country.
05:33So...
05:35He's hiding.
05:37But there,
05:38he's walking very comfortably.
05:43We still don't know from what country he's from
05:46before he came to the Netherlands.
05:48My petition to the Supreme Court was rejected
05:51to declare illegal smuggling in the country.
05:53The investigation they're doing is fake news.
05:56What they're saying is that I'm Pugante
05:58because Pugante is escaping from an arrest warrant issued by a court.
06:03The arrest warrant issued by the Congress
06:05is only for a resource person to go to a detention center
06:09and submit documents.
06:12The Quadcom clarified to the camera
06:14that the Committee's contempt and detention order
06:17against Attorney Harry Roque
06:19for being his lawyer,
06:21former President Rodrigo Duterte,
06:23in The Hague, the Netherlands.
06:25He was cited in contempt
06:27because of his failure to cooperate
06:30and attend and honor the invitation
06:33or respect the invitation of the Quad
06:35in the investigation in aid of legislation.
06:39So that's the reason why he was condemned.
06:44According to Malacanang,
06:45Roque should return to the Philippines.
06:48It would be better if we challenge him
06:51to go home.
06:53Bring home F.P. Duterte.
06:57It would be better if people shout,
07:00bring home Roque.
07:02But Roque's answer?
07:03I'm sorry, I cannot come home.
07:05I have to defend my president.
07:08I'm filing formally for asylum here at the Netherlands.
07:11As soon as my application of asylum is received,
07:15I do have the rights to non-refoume.
07:17Non-refoume under international law means,
07:20number one, non-deportation
07:22until the investigation is completed
07:24if I'm entitled to asylum status.
07:27And number two, non-prosecution for illegal entry.
07:30But my entry is legal because I have a visa.
07:33We are listening to the statement
07:34of the Department of Foreign Affairs
07:36and the Bureau of Immigration.
07:38For GMA Integrated News,
07:40Tina Panganipan Perez,
07:42for 24 Hours.
07:45And we already know the latest
07:47in The Hague, in the Netherlands,
07:48where the defense team
07:51of former President Rodrigo Duterte.
07:53And from there, live,
07:55Marie Umali.
07:57Marie.
08:00Cora Morgan, Vicky,
08:02good morning from The Hague, the Netherlands,
08:05where we are waiting for the latest
08:07in the defense of former President Rodrigo Duterte
08:10regarding his crimes against humanity
08:13here in the International Criminal Court.
08:16Thank you, Madam.
08:47Former President Rodrigo Duterte
08:49will still remain in the ICC Detention Facility
08:51in Skragveningen Prison,
08:52in The Hague, the Netherlands.
08:54But there is a way
08:55to contact his legal team.
08:58According to the website
08:59of the International Criminal Court,
09:00as an e-court,
09:01there is a separate computer
09:02in the cell of the detainee
09:04and they can do computer training.
09:06His computer is linked
09:07to the court of the ICC.
09:09Aside from the detainee,
09:10only the defense team
09:11has access to his computer
09:13where they can upload materials
09:15for the detainee to read.
09:17This is not monitored
09:18by the detention center staff
09:19for the privacy of the detainee
09:21and his defense team.
09:23In the case of the former President,
09:25former Executive Secretary Salvador Medialdea
09:27is the only formal lawyer
09:29of the former President.
09:30According to Attorney Harry Roque,
09:32he already talked to
09:33the British-Israeli lawyer
09:34Nicholas Kaufman,
09:35who is one of the people
09:36they named in the ICC
09:38to become the lead counsel of Duterte.
09:41For now, Duterte is one
09:43of the six in the ICC's custody.
09:45The defense team's mission
09:46is to add to the four
09:47already acquitted by the ICC
09:49instead of the 11 who were convicted.
09:51Among the convicts,
09:52Ahmad Alfaki Almady
09:54for war crimes
09:55in Mali in 2012.
09:57He admitted guilty
09:58so he only served
09:59one year in prison
10:01for the fastest ICC trial.
10:03The longest sentence
10:04is more than eight years
10:06in prison for crimes
10:08against humanity
10:09and war crimes
10:10against Jean-Pierre Bemba
10:11Gombo,
10:12who was once a client
10:13of Kaufman
10:14before he withdrew
10:15from being his lawyer
10:16in 2015.
10:17He was convicted first
10:19but was later acquitted
10:21for those crimes
10:22after he was convicted
10:23in 2018.
10:24But he remained convicted
10:26for offenses
10:27against the administration
10:29of justice.
10:36Vicky, we are now here
10:37in front of the
10:38Scheveningen Prison
10:39where we are waiting
10:40for the release
10:41of the former
10:42Executive Secretary
10:43Salvador Medialdea
10:44who was involved
10:45with the former
10:46President,
10:47Sir Rodrigo Duterte
10:48inside the detention facility
10:49earlier this morning.
10:51As of now,
10:52it has been three hours
10:53since he entered
10:55and he is still not released.
10:57Let's find out
10:58who will be formed
11:01in the legal team
11:02according to the decision
11:04of the former
11:05President,
11:06Rodrigo Duterte
11:07because this should
11:08come from him
11:09if the budget
11:10will come from
11:11the court
11:12just for the three
11:13councils.
11:14Or else,
11:15he will choose
11:16to have
11:17unlimited councils
11:18from which
11:19his own budget
11:20will come from
11:21to be paid
11:22to his lawyers.
11:23And now,
11:24Vicky,
11:25regarding the question
11:26if the ICC
11:27or the chamber
11:28can make a decision
11:29regarding the petitions
11:30that the defense team
11:31will submit
11:32before September 23
11:33regarding the
11:34next confirmation
11:35of charges
11:36hearing

11:40according to
11:41the ICC
11:42spokesperson,
11:43Fadi L. Abdala,
11:44the judges
11:45will decide
11:46on this.
11:47They cannot
11:48speculate
11:49regarding this
11:50especially
11:51there are many
11:52issues that
11:53need to be
11:54decided
11:55by the judges
11:56from today
11:57until September
11:5823.
11:59And that is

12:20the arrest

13:14Chairman
13:15of Senate
13:16Foreign Relations
13:17Committee
13:18Senator Amy
13:19Marcos.
13:20Senator
13:21Amy
13:22Marcos
13:23said
13:24that
13:25the
13:26due process
13:27should be
13:28followed
13:29and Duterte
13:30should be
13:31protected
13:32especially
13:33to help Interpol that he served as a warrant against Duterte.
13:37The senator also said that the talk should be answered to strengthen the jurisdiction of the country
13:42and to clarify the policy of our law enforcement agencies when it comes to international tribunals.
13:48In the end, sovereignty and legal processes of the Philippines are the most important.
13:53The officials of the PNP, Office of Transport Security, Justice and Foreign Departments,
14:00as well as the national security and aviation agencies.
14:03Senate President Chief Escudero said that the Senate has the right to conduct a hearing or investigation even if there is a case outside.
14:11To clarify some of the questions that some of our countrymen have,
14:15and the concerns that they have,
14:17I hope that the hearing will not be added
14:19because of the deepening of the wounds and wounds caused by our countrymen.
14:25Malacanang is ready to help.
14:27If the inquiry is in aid of legislation, we will respect the request of Senator Aimee.
14:38We just complied with all the requirements with the law regarding the arrest of former President Duterte.
14:46For GMA Integrated News, I'm Mav Gonzales, for 24 Hours.
14:52In other news, the NBI is monitoring 20 vloggers because of the spread of fake news online.
15:03One of them has two warrants of arrest.
15:06Ivana Mayrina is on the case.
15:12In the survey of the Social Weather Station last February,
15:14commissioned by the Advisory and Research Consultancy Group, the Stratbase,
15:1862% of Filipinos believe that fake news is a serious problem in the country.
15:24Most Filipinos say that it's hard to determine if the information they watch,
15:29hear, or read is true or false.
15:32This survey was conducted on February 15 to 19, 2025
15:36using a face-to-face interview with registered mutants aged 18 and above
15:40with a plus-minus 2.31% margin of error.
15:45The National Bureau of Investigation is monitoring the 20 vloggers
15:49who posted fake news on social media.
15:52They have a list of vloggers and their Filipinos these past days
15:56and are studying their possible punishment.
15:59The names of the NBI are not mentioned.
16:02But according to the NBI, a vlogger based in America has two warrants of arrest.
16:09Cyber libel, inciting to sedition.
16:14Our citizens are making jokes.
16:18They are saying that we have freedom of speech, freedom of expression.
16:23But I always say that is not absolute.
16:26There are limitations.
16:27If you go beyond the parameters of the law,
16:31you can commit a crime, we need to enforce it.
16:36The Malacanang, which is one of the priorities of the fight against fake news,
16:41is in contact with the NBI on possible steps.
16:43It is very obvious that more fake news are lingering.
16:49Maybe because of the present situation regarding the arrest of former President Duterte.
16:59We saw how the former President Duterte disappeared
17:08and how the ICC lied to him.
17:11Those irresponsible statements should be investigated and evaluated
17:21so that our minds and feelings will not be disturbed.
17:24Malacanang is also asking other government agencies like NTC and DICT
17:30to answer those spreading fake news.
17:33The former President Duterte did not say that he will not be affected
17:36by the fake news spread by the ICC.
17:38But Malacanang reminds us that freedom of speech and freedom of expression has limits.
17:44There is an element of inciting to sedition,
17:48which is, of course, without any tumultus, uprising.
17:56But they are encouraging people to show hatred to the government, to the President.
18:06Then we have to step up.
18:10How?
18:11By filing cases, complaints.
18:17But as of the moment, there is no indication on the part of the President that he will do that.
18:24For GMA Rated News, Ivan Mejrina reporting for 24 Hours.
18:29Not only was he beaten and shouted at,
18:32a teacher almost hit his students' wrists pre-kindergarten,
18:38including one with autism.
18:40The children even complained that the teacher was imprisoning them in the bathroom.
18:45Mark Salazar caught him and hit him.
18:49In the video captured by the school's CCTV system,
18:55a teacher was caught with two of his pre-kindergarten pupils.
19:02This happened on February 24, while the teacher was teaching math.
19:07But it seemed that the teacher was already hot.
19:11Why did you hit me?
19:13You said you were going to hit me.
19:15Aside from hitting his hand, he even hit the child.
19:20You, you, you.
19:22I don't know.
19:24The child can see the stress while being shouted at by his teacher.
19:28You said you were going to hit me.
19:30Just hit me.
19:33The child's mother was very sad when she watched the video of abuse and pain to her child.
19:39I thought it was just physical abuse.
19:44But no, it was emotional and mental trauma to the child.
19:49According to the child's mother, her child has autism.
19:53So that's how she appeased the teacher.
19:56If it were me, I wouldn't have brought him here.
19:59I would have let him talk to his mother.
20:01But the child couldn't do that.
20:04Because sometimes he gets frustrated when he can't do it.
20:08It was painful for me because he has autism.
20:12And they assured me that they accept children like that.
20:18On another occasion, the teacher also admitted that he was angry with another female student who was having a hard time with her addiction.
20:26One more time.
20:28One.
20:30Two.
20:32Three.
20:36The child just cried.
20:39But the teacher...
20:48I was crying because of what I did to my child.
20:51The first thing we saw was that he was hit on the hand.
20:55We said, why did you do that?
20:57He almost hit the small finger of my child.
21:00He said, that's 6+. You don't know that.
21:03To the teachers of children of that age, which is wrong.
21:09You shouldn't do that.
21:11There are also rumors that children are imprisoned in the bathroom when they are annoyed.
21:16They call it a dark room.
21:18Their dark room is the toilet.
21:20They are imprisoned in the toilet when they are annoyed.
21:24Those who complained to the parents, the teacher apologized for the confrontation.
21:28I told him, teacher, the school is the one who will give punishment to you.
21:35We talked on the phone to the owner of the school.
21:39And he asked for a time to investigate what happened before giving a statement.
21:44DepEd has not yet responded to our request for a statement.
21:48The parents who are waiting for action will not back down from their complaint.
21:53I will not back down for my son.
21:56I am worried about my son's safety.
22:00It's a learning experience.
22:02You should not point your finger at children, especially children.
22:09For GMA Integrated News, Mark Salazar.
22:14Tune in for 24 hours.
22:18This is Chika Minute, Kapuso.
22:21Our guest this Monday is none other than Bubble Gang cast member and Sparkle host, Cheska Fausto.
22:31Cheska.
22:32Thank you, Ms. Vicky.
22:34Good evening, Kapuso.
22:36She is busy with her hobby turned advocacy, Asia's multimedia star, Alden Richards.
22:45She is also helping in an event where she invites her running buddies.
22:50Let's talk to Aubrey Caramtel.
22:57From running as a hobby.
22:59This is also part of Asia's Multimedia Star, Alden Richards' advocacy.
23:03She is with her company, Myriad Entertainment.
23:06Alden helped to organize a run for a cause for a mobile fund
23:11where she is one of the board members.
23:15We're calling it Lights Camera Run, Takbo Para sa Piligulang Pilipino.
23:19So all the proceeds of the fun run will go directly to mobile fund.
23:24It's a health-oriented activity.
23:28Aside from being health-oriented,
23:31we expect it to foster camaraderie, goodwill,
23:36between the members of the industry and the non-members
23:42who have a heart for Filipino movies.
23:46Open to the public, the fun run will take place on May 11 at the Mall of Asia.
23:51Alden also invited some showbiz personalities and celebrities
23:55including her friends and running buddies,
23:58Barbie Forteza and Christopher Martin.
24:0224 Hora's segment host, game-changer Martin Javier will also join
24:06those who are passionate about running.
24:09Recently, Martin participated in the Tokyo Marathon
24:12and he is excited to run to help the movie industry.
24:19This is a great initiative, especially now
24:22that there are many people who are into health and wellness
24:26and running is a go-to exercise.
24:31To add more fun, the fun run has a twist.
24:36To everyone who will run, they have the option to go in their favorite movie costume,
24:42may it be local or international.
24:45Aubrey Carampel, updated showbiz happenings.
24:50It is possible that victims may be harmed
24:53in the cases that will be brought to the conviction
24:56of the International Criminal Court or ICC
25:00According to the ICC-accredited lawyer,
25:03the payment usually comes from the guilty party
25:07so it is important to freeze their assets and properties.
25:11Ian Cruz is on the case.
25:17Reparations or damages to victims of a proven guilty
25:20of the International Criminal Court
25:22may be part of the process of the International Criminal Court.
25:28According to the video explainer from the ICC,
25:30victims may be accepted as individuals or as a group.
25:34If the person was found guilty,
25:36reparations can be granted to victims.
25:39They include, for instance,
25:41monetary compensation, rehabilitation, and medical support.
25:45They may also be of a symbolic nature.
25:48Reparations may be made on an individual or collective basis
25:52and take cultural considerations into account.
25:56According to attorney Gilbert Andres,
25:58one of the five Philippine lawyers listed on the list of counsel of the ICC,
26:04reparations are a separate process.
26:06It is necessary to determine what kind of victims are needed.
26:12In fact, there may be reparation processes
26:16that the ICC is going to where the crime took place.
26:22So this will be a separate process
26:24because the ICC believes
26:26that this whole international criminal justice proceedings
26:30should be victim-centered.
26:34Reparations should be made
26:36on the person who was found guilty
26:38so their assets are being freezed
26:40while the proceedings are ongoing.
26:42And it is important to know
26:44where the assets of the victims are.
26:46So that is the complication of a freeze order.
26:50Can it actually be implemented
26:52based on where the asset is,
26:54whether it's in the territory of a non-state party
26:58or in the territory of a state party?
27:00And are the state or non-state parties willing
27:04to actually cooperate with that ICC freeze order?
27:07The Philippines has not broken the Rome Statute for six years
27:11so it is no longer a member of the ICC.
27:14Political will is needed
27:16so that the Philippine government,
27:18if it's willing to cooperate,
27:20can find a legal remedy
27:22that's applicable within our Philippine domestic system.
27:24It will be up to the president
27:26in the sense that the president will direct
27:30the necessary agency
27:32to do the necessary legal remedy.
27:36But there are instances
27:38where a person who was found guilty
27:40is not adequately compensated
27:42so that reparations can be made.
27:44In many cases, the impact of the crime
27:46can be immense
27:48and the guilty person doesn't have
27:50enough financial resources
27:52to compensate for the potentially
27:54large number of victims.
27:56This is why states have also created
27:58financed by voluntary contributions
28:00to assist in executing
28:02the reparations ordered by the judges.
28:04In the 2017 Statement of Assets,
28:06Liabilities and Net Worth
28:08of former President Duterte,
28:10the latest released to the public
28:12is that he has a net worth
28:14of Php 28.54 million.
28:16For GMI Integrated News,
28:18Ian Cruz, 24 Hours.
28:22The Office of the Solicitor General, OSG,
28:24refused to remove
28:27respondents from petitions
28:29related to the arrest
28:31of former President Duterte.
28:33The Supreme Court confirmed
28:35that the OSG filed
28:37a motion and manifestation of recusal
28:39for the petitions
28:41for habeas corpus filed
28:43by the children of the former president.
28:45The OSG's position is that
28:47there is no jurisdiction
28:49of the International Criminal Court
28:51in the Philippines and
28:53the justice system of the country is working.
28:56Therefore, it is possible that
28:58the OSG will not be effective
29:00in the case of the respondents.
29:02The OSG also requested
29:04that it should not be included
29:06as a respondent in the petitions
29:08because there is no allegation
29:10in the petitions that the OSG has a cause of action.
29:12As for the other respondents
29:14in the case,
29:16former Executive Secretary Lucas Bersamin,
29:18Justice Secretary Jesus Crispin Remulia,
29:20Interior and Local Government Secretary
29:22John Vic Remulia,
29:24and officials from the PNP,
29:26Bureau of Immigration and AFP.
29:28We request that they be allowed
29:30to participate.
29:54Based on the Meteorological Weather,
29:56it is possible that light to moderate rains
29:58will occur tomorrow afternoon
30:00in some parts of the Northern and Central Luzon,
30:02Mimaropa Region, Negros Island,
30:04and Central Visayas.
30:06There is a chance of light to intense rains
30:08in Easter Visayas and in a large part of Mindanao
30:10tomorrow afternoon.
30:12The chance of rain in Metro Manila tomorrow
30:14is still there.
30:16Therefore, it is better to bring an umbrella
30:18not only in the rain,
30:20but also as a protection
30:22because if the heat index is too high
30:24or too hot,
30:26like today,
30:28it will rise to 45 degrees Celsius.
30:30Tomorrow, it is possible to go down to 42 degrees Celsius,
30:32but it is still in the danger category.
30:34Therefore, it is better to be careful
30:36especially in the event of a heat stroke.
