00:00It is a great fortune for me that I am getting the opportunity to come again to Mauritius' National Day.
00:12This is why I thank Prime Minister Naveen Chandra Ramguram and the Mauritian Government.
00:24Friends, the relationship between India and Mauritius is not only linked to the Indian Ocean,
00:35but is also linked to our shared cultural traditions and values.
00:44We are partners in the path of economic and social development.
00:54Be it natural disasters or COVID-19, we have always supported each other.
01:07Be it defence or education, be it health or space, we are working together in every field.
01:23In the last 10 years, we have established many new institutions in our relations.
01:32New activities have been established in the development, co-operation and capacity building.
01:43In Mauritius, Metro Express, Supreme Court Building, Social Housing, A&T Hospital,
02:08UPI, Rupekad, Kifayati, Jan Aushadhi Kendra, and many other people-centric initiatives.
02:36In Aga Lega, we were able to connect with people affected by Cyclone Chido.
02:51We were able to save many lives.
02:55We have also established 20 community development projects such as COP Mellere, Area Health Centre.
03:08In a short while, we will be able to dedicate the Atal Bihari Vajpayee Institute of Public Service and Innovation to the country.
03:25Today, Prime Minister Naveen Chandra Ramgulam and I have decided to enhance strategic partnership between India and Mauritius.
03:45We have decided that India will contribute to the construction of a new Parliament building in Mauritius.
03:57This will benefit Mauritius from the perspective of Mother of Democracy.
04:05In Mauritius, we will be working to modernize the 100 km long water pipeline.
04:16In the second phase of community development projects, 500 million Mauritian Rupee projects will be started.
04:30In the next five years, Mauritian civil servants will be trained.
04:42We have also agreed to settle mutual trade in local currency.
04:54Friends, Prime Minister and I agree that defence cooperation and maritime security is an important part of our strategic partnership.
05:10Free, open, secure and safe Indian Ocean is our common priority.
05:21We are committed to providing full support to Mauritius' Exclusive Economic Zone.
05:31In this context, every possibility will be given to meet the needs of the coastguard.
05:42In Mauritius, Police Academy and National Maritime Information Sharing Centre will provide India's support.
05:55White Shipping, Blue Economy and Hydrography will further strengthen our partnership.
06:07In the context of Chagos, we fully respect the integrity of Mauritius.
06:15We will strengthen our partnership with the Colombo Security Conclave, Indian Ocean Rim Association and Indian Ocean Conference.
06:31Friends, people-to-people relations will strengthen our partnership.
06:42Cooperation will be increased in digital health, Ayush Centre, school education, skilling and mobility.
06:58We will work together to make use of AI and DPI, i.e. Digital Public Infrastructure, for human development.
07:12For the people of Mauritius, four-stop travel and Ramayana trail will be provided in India.
07:27We will strengthen our partnership with Global South, Indian Ocean and Africa.
07:43Mauritius is our important partner.
07:50Ten years ago, Vision Sagar, i.e. security and growth for all in the region, was established here in Mauritius.
08:07For the stability and prosperity of this entire region, we have taken Sagar Vision.
08:15Moving forward, I would like to say that for Global South, our vision will be Mahasagar, i.e. mutual and holistic advancement for security and growth across regions.
08:43This includes trade for development, capacity building for sustainable growth and mutual security for shared future.
08:59This includes technology sharing, concessional loan and grant.
09:12Your Excellency, once again, I would like to thank you and the people of Mauritius for the warm welcome.
