00:00From the crash site, 12 pilots were able to land the FA-50 fighter jet in Bukidnon.
00:07One of the pilots will be getting married this month.
00:10Witness, Chino Gaston.
00:16He's been in the service for 6 years and will be getting married on March 15,
00:22but that won't continue.
00:24After landing in Bukidnon,
00:26the FA-50 fighter jet will be flying on Tuesday,
00:30even though his family plans have been fulfilled.
00:34He's asking if we're going to sell our father's wheelchair for his wedding.
00:39After the wedding, he wants to spend a few days or maybe a week with his future wife.
00:49Because of the Bukidnon family of Dadulia,
00:51the family is thinking of giving him a life in a mission to support the operation against the rebels in the province.
00:59They're just looking at the fact that AJ risked his life for the country.
01:06That's how we feel.
01:12Dadulia's companion also joined Major Jude Salanguy,
01:17a veteran pilot who was with the Philippine Air Force during the pitch-black exercises in Darwin, Australia.
01:25Just a few days ago, the two pilots landed from Mt. Kalatungan
01:30after a 6-hour walk of soldiers who recovered the wreckage from the crash site.
01:36The wreckage was brought to a funerary in Cagayan de Oro
01:40and will be transferred tomorrow or Saturday to the Villamor Air Base for the military honors.
01:46Aside from the wreckage of the pilots on the wing,
01:49the flight data recorder of the plane was also discovered
01:52where it can be seen the speed, altitude, and condition of the plane when it crashed.
01:58The investigation team of the Philippine Air Force also arrived in Bukidnon
02:02and went to the crash site to conduct a forensic investigation.
02:06We're going to look at all angles.
02:08Yes, you've mentioned material factors, mechanical factors, human factors.
02:15We're going to look at their medical records, their mental state records,
02:19and aside from that, environmental is also a factor.
02:34It's too early to tell, and so far the F-A-50 has had a very good track record in its service.
02:41For GMA Integrated News, I'm Chino Gaston, your witness.
02:46Department of Information and Communications Technology Secretary Ivan John Uy took his position.
02:52The President accepted Uy's resignation on a platter.
02:56No official reason has been given as to why Uy resigned.
03:00The officer-in-charge will take care of it while he has yet to appoint a replacement.
03:05We're still waiting for Uy's statement.
03:08In 2022, Uy was appointed as the first Deputy Director of the DICT under the administration of President Marcos.
03:17For those who haven't finished college but want to have a degree,
03:20a law has already been passed that will meet your dreams as long as you have a sufficient work experience.
03:26How? Find out in the testimony of Darlene Cai.
03:30The PSA has already issued a list of your jobs with the highest daily salary this year.
03:35It's led by managers with an average income of Php 1,300 per day,
03:41followed by those in the Armed Forces,
03:43and professionals with knowledge in science, social science, and other fields.
03:48Most of the jobs like this require a diploma in college.
03:53That's why Angeline is worried that her business management course is not yet finished
03:57because she needs to work for her family.
04:00She worked in sales for 10 years,
04:025 years as a barangay health worker,
04:04and now she's one of the barangay secretaries.
04:07I'm looking for a college graduate.
04:09You need at least 2-3 years course before you can apply.
04:13Of course, it's not easy.
04:14But it's possible for Angeline to help with the newly added expanded tertiary education.
04:20It's possible for Angeline to help with the newly added expanded tertiary education equivalency and accreditation program or ETIAP-A.
04:27Here, there will be a mechanism to get to know those who studied before,
04:31as well as the knowledge and experience gained from work or other training.
04:35And this is also an alternative to college classes to get an equal bachelor's or college degree.
04:41This is possible for Filipinos aged 23 and above,
04:45with a high school diploma,
04:46and 5 years or more in a job that you are familiar with,
04:49to get a college degree.
04:51This is important because your work will be evaluated and credited as units in your degree program.
04:59You can apply to one of the more than 100 ETIAP-authorized schools listed in the CHED Regional Offices
05:05to assess if your experience is sufficient.
05:09If it turns out that you need to take additional units or subjects for a degree,
05:13you can take night, weekend, or online classes.
05:16If it turns out that ETIAP is not new anymore,
05:19because there was an executive order about this back in 1996.
05:23But now, there is a law that says it will be expanded and will be funded by the government
05:28so that more people can benefit from it.
05:30It is said that colleges and universities that are allocating ETIAP are double the target.
05:35When the executive order was first issued,
05:37more than 41,000 ETIAP graduates were enrolled from 1999 to October 2024.
05:43The new law, along with the continuous steps of the government to increase the number of jobs in the country.
05:49According to the latest PSA data,
05:51the percentage of unemployed people in January decreased compared to the same month in 2024.
05:57From 4.5% in January 2024,
06:01the unemployment rate in the country was only 4.3% in January 2025.
06:06But that's higher than 3.9% in October 2024.
06:11For GMA Integrated Boots, I am Darlene Cai, your witness.
06:17Rabies Awareness Month is being observed this March.
06:20That's why the local government of Quezon City is leading
06:23in making free food and vaccines against rabies for fur babies.
06:29This is Emil Sumangi, your witness.
06:35Free food, free microchip, and free vaccine against rabies.
06:41Fur parents in the Quezon Memorial Circle were together earlier this Rabies Awareness Month.
06:48According to the QC Veterinary Department,
06:50in the past, the Philippines was in the top four in the world
06:54in the countries where rabies was found in dogs and cats.
06:57We are now down to the 6th place in the ranking,
07:00and hopefully, we will be out of the top 10 in a few years.
07:06Hopefully, by 2030, we will be able to make a way
07:09that no one will die because of rabies in dogs and cats.
07:14Rabies is a type of virus that attacks the human brain
07:18and is transmitted by the bite of an infected animal.
07:24But it can also spread through the bite and other types of exposure to the bite of an animal.
07:31Most rabies cases are in people infected with dogs.
07:35But it can also be found in infected cats, cats, wolves, cows, horses, goats, mules, and calabash.
07:45According to the DOH, the initial symptoms of rabies in humans can be similar to measles.
07:51But it can also be painful or it can be painful or itchy.
07:55While the condition is getting worse, it can experience confusion and delirium.
08:01Excessive movement can weaken the muscle or paralyze the patient.
08:06This also includes fear of water, light, or the sky.
08:11It is difficult to cough and sneeze.
08:14According to the WHO,
08:16usually 7 to 10 days after the initial symptoms,
08:20it will lead to cardiac and respiratory failure.
08:24As of now, there is no immediate cure for rabies when the symptoms appear.
08:29According to the San Lazaro Hospital,
08:31when bitten by a dog or cat,
08:33wash and clean the wound or wound with water and soap within 10 to 15 minutes.
08:40Wash and apply povidone iodine or alcohol on the wound.
08:45Do not use garlic, stones, or any traditional medicine.
08:50Consult an animal bite center immediately.
08:53Observe bitten animals within 10 to 14 days.
08:58Rabies dogs can die within 1 to 7 days.
09:02100% of rabies is fatal.
09:0698% of rabies comes from unvaccinated dogs.
09:13To control rabies, let's vaccinate our dogs.
09:20For GMA Integrated News, I am Emil Sumangil, your witness.
09:25Witness!
09:27The Chamber discussed various issues in the Senior High School Voucher Program
09:31that is being investigated by the DepEd by the Umanoy Ghost Beneficiaries.
09:35Witness, Tina Panganiban Perez.
09:41In some questions,
09:42the Department of Education did not issue a P200 million fund for the Senior High School Voucher Program
09:50for the school year 2023-2024.
09:53This is what the DepEd said when the House Committee on Basic Education and Culture heard
09:58about the Umanoy Ghost students who are benefitting from the program.
10:02Since January 2021,
10:0455 DepEd students have left the Senior High School Voucher Program.
10:1012 are being investigated now.
10:12Those schools have different findings.
10:17Not only those students who do not have school records or no class attendance,
10:25but also those who are unqualified voucher recipients.
10:31Unqualified because they're supposed to apply via the voucher application program,
10:39but they did not apply.
10:41The private schools categorized them as automatic grantees.
10:46DepEd has not yet stated how many ghost students are included in the Senior High School Voucher Program.
10:53The voucher program was implemented to help private schools
10:59with students who are not eligible for DepEd
11:02due to the large number of students and the lack of facilities.
11:06According to DepEd,
11:08the junior high school beneficiaries receive P9,000 to P13,000.
11:14While the senior high school beneficiaries receive P14,000 to P22,500.
11:20In 2024, P40 billion was allocated for the DepEd voucher program.
11:26It's almost the same for 2025.
11:29Some parents and teachers complain
11:32that the choice of beneficiaries is not proper
11:36because some are eligible even though some are not.
11:40In their school, the priority is P100,000.
11:44If you apply for that voucher, they will get it.
11:48So they got it.
11:50But for those who are not eligible, they are pitiful.
11:54There are more students who are unqualified.
11:57There are more.
11:59For us, the fly-by-night senior high schools,
12:03especially in Kamanaban,
12:06they offer incentives.
12:08In public schools,
12:10they will give an incentive to every senior high school enrollee.
12:14It's just because there are only a few private schools
12:18that are still a bit lazy, Mr. Chair.
12:20We are looking at filing criminal cases.
12:23The committee said that only 10% of the students
12:26who are eligible for the program are currently monitoring.
12:30When DepEd and PAYA answered,
12:33they aimed for their objective to be 100%.
12:36That's their moving forward objective.
12:39I guess, in their next academic calendar.
12:43But again, it's impossible for 10% to be 100%.
12:46But at least we saw a significant increase.
12:49DepEd assured that it is studying
12:52how to implement the voucher program.
12:56For GMA Integrated News,
12:58I'm Tina Panganiban-Ferez,

15:02as a smart campus.
15:04We continue to follow the campaign of running Senators

15:09For GMA Integrated News,
15:11I'm Darlene Cai,
15:12your witness.

15:19sometimes an actress.
15:21That's the spirit of Rian Ramos
15:23who is now a showbiz star
15:24and her business.
15:27According to Rian,
15:28she is happy to be with the guests
15:30who were invited to demo

15:43The taping of the series continues

15:57But what I will say is
15:59expect the unexpected
16:01because we will change the attack here.
