Sam Wilson, now Captain America, is assigned a mission by President Ross: stop the Serpent Society, a group trafficking stolen artifacts. With Joaquín Torres, the new Falcon, he tries to capture their leader, Sidewinder, but he escapes. Sam begins to doubt—can he truly be Captain America without superpowers?
At a summit on adamantium, Ross is targeted in an assassination attempt, Isaiah Bradley is wrongfully arrested, and Sam is captured. Joaquín uncovers the real mastermind: Samuel Sterns, aka the Leader, who seeks to spark a global war.
As tensions rise between the U.S. and Japan, Sam and Joaquín prevent an attack, but Joaquín is critically injured. Meanwhile, a weakened Ross hides a secret—he depends on Sterns' treatment, which is slowly destroying him.
Sterns is arrested, but Ross transforms into Red Hulk and attacks the White House. Sam manages to calm him down, and Ross is sent to the Raft. Later, Isaiah is freed, and Sam offers Joaquín a place in the new Avengers.
In the post-credit scene, Sterns whispers to Sam about a looming threat from beyond…
