00:00As we continue to talk about the actions and programs of local governments against poverty,
00:06let us know the steps they are taking for those in need.
00:10Here in the National Anti-Poverty Commission Action Against Poverty.
00:15We will now talk live with Atty. Joselito V. Conejero,
00:29the officer-in-charge of the Housing Community Development and Resettlement Department of Quezon City LG
00:35to talk about their programs on housing,
00:39and how the convergence and cooperation between agencies and organizations of Quezon City LG
00:46will benefit them.
00:48Good morning to all of you. Welcome to Rising Central Philippines.
00:51Good morning, sir.
00:52Atty. Jojo, according to the Philippine Statistics Authority,
00:56the poverty incidence of Quezon City was only 0.7% in 2023.
01:03This is already very low compared to the national poverty incidence of 15.5%.
01:08As one of the LGUs that has reached the single-digit poverty incidence,
01:13what are the main programs of Quezon City that are a big part in reducing the poverty rate?
01:21Sir Audrey, the priority of our city, under the leadership of our Mayor, Mayor Joy Belmonte,
01:27are the programs that address poverty,
01:29such as access to education,
01:31providing support to our students and facilities,
01:35and expanding our Quezon City Scholarship Program.
01:39There is also the provision of safety, quality, and affordable housing.
01:45And we also expanded the QC.
01:47And our Mayor will do this because he is the right and upright government.
01:52So these projects are enough to reduce the poverty incidence?
01:57Yes, sir Audrey.
01:58Our Mayor and our city are doing everything to support,
02:02especially those who are marginalized and those who are affected by poverty.
02:09Atty. Jojo, how many people live in Quezon City?
02:13And how many poor families are affected by the 0.7% poverty incidence?
02:19According to the latest data, the population of Quezon City is 3.1 million.
02:25And the 0.7% is the data of 4,000 families.
02:31So it is also there in our informal settler families.
02:36I grew up in Quezon City.
02:38And when I was young, I remember that I also saw a lot of informal settlers.
02:43Part of the solution to address poverty is the issue of housing.
02:49So according to the Quezon City LGU, how many informal settlers are left in the area?
02:56Our data says 214.
03:00So if we multiply this by 5, it's 1 million.
03:04So 30% of the population of Quezon City is in informal settler families.
03:09But that doesn't mean that they are the poor.
03:11They are the only people who are living in poverty.
03:17How will the local government address this?
03:20Quezon City is almost full.
03:23There are no vacancies for people to move in.
03:26What our city is doing now is to build high-density housing.
03:30Mid-rise to high-density housing.
03:32So that more units can be generated.
03:35And more local residents can benefit from this program.
03:41What are the projects of the Quezon City LGU that address the right to adequate housing?
03:47Or the right of Filipinos who are poor to adequate and decent housing?
03:52Because we have a lot of countrymen who are in poverty.
03:56They have no information about this.
03:58They don't know who they will approach.
04:00Are we qualified for this?
04:02Our city now, Quezon City, is implementing a rental housing option.
04:07All of our houses are rentals.
04:09Where there is a minimum value of Php 800 per month.
04:14Where they can help our office, the Housing Community Development and Settlement Department.
04:21So that we can qualify them as beneficiaries of our houses.
04:25And our city is also strengthening our direct sale.
04:28The land acquisition.
04:29Where the private landowners who are willing to sell their property in Quezon City.
04:33Quezon City is buying that land.
04:35And our city is raising funds.
04:37So that our citizens can buy the land that they own.
04:45Okay, Atty. Jojo.
04:46For those who are interested in becoming a beneficiary of this.
04:52Can you describe some of the housing projects in Quezon City?
04:56Including the in-city resettlement programs.
04:59And other housing projects.
05:00For now, we have houses in Barangay Malingasa.
05:04Barangay Baysa.
05:05Barangay Mayatas.
05:06And Barangay Pagpag.
05:07And in our latest development.
05:10We are helping the private sector.
05:13The Quezon City Government bought the Urban Deca Homes Commonwealth.
05:16Where there are 2,669 units.
05:20That were allocated for our citizens and government employees.
05:24So you also have partners, right?
05:26Yes.
05:27So that is what we will talk about today.
05:28How is the convergence of different stakeholders?
05:33Like the National Government.
05:35Urban Poor Organizations.
05:36And the private sector that you mentioned earlier.
05:38In helping to address the housing issues in Quezon City.
05:43Our local housing board was strengthened.
05:46Where the members of our local housing board are the Urban Poor Organizations.
05:51In the 6 districts of our city.
05:54There are also members of the National Government Agencies.
05:56PCUP.
05:57Commission of Human Rights.
05:58Department of Human Settlement and Urban Development.
06:01Are members of our local housing board.
06:03There are also members of non-governmental organizations.
06:05Like Commonwealth Diversity.
06:07Kinos Maralita.
06:08National Real Estate Association.
06:10Subdivision in Housing Association.
06:14How do you monitor this as an LGU?
06:21Is there a standard that you want to give to the beneficiaries?
06:27Our local housing board has regular meetings.
06:31And there are also special meetings.
06:33To discuss with the police.
06:35About the housing program of our city.
06:38That is where we can see.
06:40That is where they give suggestions.
06:43And we follow their suggestions.
06:46One important thing to talk about.
06:48This information drive.
06:50Like what I said earlier.
06:52Sometimes there are beneficiaries who are entitled here.
06:56But they don't know.
06:58So how do you send your constituents to Quezon City.
07:04To let them know.
07:05That they can avail this benefit from the local government units.
07:09Our city has services.
07:12Where our office is also there.
07:14The Housing Community Development and Resettlement Department.
07:17We also help.
07:19Our office is there.
07:20So that they can get the information.
07:22And they can also.
07:24Our office is always open.
07:26So that they can go and inquire.
07:28In the third floor civic center.
07:30Inside Quezon City Hall.
07:32For the knowledge of our countrymen.
07:34Who are interested.
07:36Especially for Filipinos.
07:38To have their own home.
07:40Who are the priorities.
07:43That women can give.
07:45Our first priority.
07:47Is to have a first time homeowner.
07:49Who doesn't have a property here in our city.
07:52And second.
07:53Resident of Quezon City.
07:55Those are our two main requirements.
07:59You are a first time.
08:01And you don't have land or house here in our city.
08:04How about the amount of income that he has.
08:07Because we are implementing rental housing.
08:11What we are doing.
08:13We don't look at the income.
08:15Because it's 800 pesos.
08:17But if you have income.
08:19We are helping.
08:21In the program of Pambansang Pabahay.
08:23For the Filipino family.
08:25Where that is ownership.
08:27We are giving that to the Department of Human Settlement and Urban Development.
08:30For their beneficiaries.
08:32Who need to love their members.
08:34There are news that we are also abusing.
08:39This program of the government.
08:41Some are selling.
08:43Some are renting to others.
08:45They are making a living.
08:47What are you doing.
08:49To avoid.
08:51The use of the poor.
08:55Of our fellow countrymen.
08:57To abuse in this program.
08:59Or project of the government.
09:01Part of our social preparation to them.
09:03And before they enter our house.
09:05They will be signed to the guide of housing.
09:08It is written in our guide.
09:10That it is prohibited to rent.
09:12It is prohibited to sell.
09:14And you need to live by yourself.
09:16Our estate management is also regular.
09:18Where our people in the office.
09:20They are regularly visiting the houses.
09:22And asking.
09:24Who are the residents.
09:26If we see that there is a violation.
09:28We refer this to our city legal department.
09:30To be able to file.
09:32Regarding the complaint.
09:34Against them.
09:36For example.
09:38A resident of Quezon City.
09:40He became qualified for housing.
09:42For example.
09:44How many years.
09:46How many months does he need to wait.
09:48For him to have his own house.
09:50That's why we made an online application.
09:52Where all the applicants.
09:54We put it in our data bank.
09:56It's like in the data bank.
09:58Once we have it.
10:00Once there is an available house.
10:02There are many.
10:04There are many who complain.
10:06Why they are not called.
10:08We do not call them yet.
10:10Because it is not yet available.
10:12But once it is available.
10:14Then we release the information.
10:16That the raffle will start.
10:18For the selection of our beneficiaries.
10:20And that's where we start.
10:22The consultation with them.
10:24Well, Atty. Jojo.
10:26Thank you very much.
10:28And we look forward to your other projects.
10:30For the welfare of our countrymen.
10:32There.
10:34I hope.
10:36We learned.
10:38Do not abuse the projects of our government.
