The Sondré-East pastoral zone is located in the province of Zoundwéogo, in the Centre-South region of Burkina Faso. Covering an area of more than 14,000 hectares, this pastoral zone had no land title, despite the decree creating it in February 2000.
In December 2023, the MODHEM+/ DDC project, financed by the Swiss Cooperation Office in Burkina Faso and implemented by the Dutch Development Organisation, SNV, began work to secure the pastoral area, with the involvement of all stakeholders.
Securing the Sondré-East pastoral zone will improve productivity in the pastoral sector, strengthen the local economy and reduce land conflicts.

00:00In the past, the area of Sondre S was a pastoral area that was established in 1978.
00:07Until 2023, the area did not have any proper security work.
00:12Every time, there were glitches at the border.
00:15Our priority was to secure the area.
00:18We were not able to secure the area.
00:21We were not able to secure the area.
00:24Every time, there were glitches at the border.
00:27Our priority was to secure the area.
00:30It was also the priority of the community.
00:33We have just seen the happy ending of the process of securing the pastoral area of Sondre.
00:41In the pastoral area of Sondre S, located in the province of Wewo,
00:46in the region of the south center of Burkina Faso,
00:49the pastoral area of Sondre S has existed since 1978.
00:52Although it was suspended from creation in February 2000,
00:56the pastoral area did not have a formal title until a recent date.
01:01The students who are inside are worried,
01:04because the pastoral area has become very precious,
01:07the pastoral area has become very coveted.
01:10So they are worried about how their future will be if this area is not secured.
01:16It is only those who are in the area who know the limits.
01:19For other people, it is very difficult to know.
01:22Even for the residents, it is very difficult.
01:24Every time we contest.
01:26Others say it is here, others say it is not there.
01:29It was really a difficulty. We were not calm.
01:32It was for us to understand the state of the pastoral area in 2021,
01:39when we started the intervention.
01:41We realized that the pastoral infrastructure no longer met the needs of the community,
01:45because the drilling was cancelled,
01:47not enough vaccination packs.
01:49We also realized that the beacons around the pastoral area had fallen.
01:55In December 2023, the Modem Plus DDC project,
01:59funded by the Office of Swiss Cooperation in Burkina Faso
02:03and implemented by the Dutch SNV Development Organization,
02:07undertook work to secure the pastoral space,
02:11with the involvement of all parties involved.
02:14After the convention we signed with the SNV,
02:17we brought a social energy to see how we can go to border securitization
02:24and to legal securitization,
02:26that is to say the demarcation of the area,
02:29so that the students can work as they should in a serene way in the area.
02:34We are very happy to be here.
02:38The landowners, the river people, the students of the area, the technical services,
02:43everyone was associated with the demarcation of the area.
02:46It's a very good idea,
02:48because no one could say that I wasn't there,
02:51that's why it was done here.
02:53Everyone was represented, everyone was in agreement.
02:56The municipality participated in the demarcation of the area,
03:02by participating in the negotiation activities,
03:05and also in the dematerialization activities on the land.
03:16The mandate of the municipality is to ensure that the land is not used
03:21for the purpose of dematerialization,
03:24and to ensure that the land is not used for the purpose of dematerialization.
03:29The mandate was locally chosen in the area.
03:34In the excavation, the demolition, the transport of the beacons,
03:39the picking up of the rubble and others,
03:43I was all involved.
03:45They were really very happy to have been associated in the process,
03:51especially when they saw that the mandate came from elsewhere.
03:55But this time, we were able to count on the help of the Alliance.
04:00The pastoral area of Sondré-Est, which covers more than 14,000 hectares,
04:05was secured in one year,
04:07following a participatory and inclusive process.
04:11It has thus become the first pastoral area in Burkina Faso
04:15to obtain a funded title.
04:17The official submission of this title took place on December 4, 2024,
04:22on the site of the pastoral area in the presence of different parties
04:26under the presidency of the Minister in charge of animal resources.
04:31This morning's act is dedicated to the submission of the legal acts
04:36of the pastoral area of Sondré-Est to the Minister in charge of Agriculture,
04:41who has made the request to the Minister of Economy and Finance,
04:45who actually manages the national border area.
04:49We can say that we have reached a goal.
04:52At the end of this work, it is often difficult,
04:55because we had to be able to reconcile the different actors.
04:59It is this major goal that prevails.
05:01We have experienced difficulties, but we also expected them.
05:04Today, the commitment has paid off.
05:07From now on, the pastoral area of Sondré-Est
05:11is an inalienable public heritage.
05:14We have just witnessed the happy ending
05:18of the process of securing the pastoral area of Sondré.
05:23For us, it is a starting point for this area
05:27in terms of what is planned in terms of investment.
05:32The pastoral area of Sondré-Est
05:34is one of two areas retained by the Ministry of Agriculture
05:39in terms of the Agro-Pastoral and Pastoral Offensive 2023-2025.
05:47In addition to investments already made on the site of the pastoral area,
05:52other achievements are being announced.
05:54We have already started to make investments
05:58in drilling for water addiction.
06:01Other investments, such as vaccination parks,
06:05hydro-agricultural development for forage cultivation,
06:08will follow.
06:09Milk collection centers will also be built in all these areas.
06:13We continue to make pledges to our funders
06:17to be able to immatriculate other pastoral areas.
06:20This is a first for us as a pilot.
06:23It should be able to serve us to attack other pastoral areas in Burkina Faso.
06:28This is a new commitment by the government
06:31in the management of pastoral resources
06:34for a peaceful mobility of cattle
06:36and to ensure that pastoralism can effectively contribute to the economy of Burkina Faso.
06:41The MoDem Plus TDC project is implemented
06:44by the Dutch SNV Development Organization
06:47in partnership with the Ministry of Agriculture,
06:50Animal and Alimentary Resources
06:53with the funding of the Office of Swiss Cooperation in Burkina Faso.
06:57It has several areas of intervention,
07:00the first of which focuses on improving access to pastoral resources and infrastructure.
07:05It is in this context that the securitization of the pastoral zone of its east bank has been carried out,
07:11offering a serene environment for investment.
07:14It will thus contribute to improving the productivity of the pastoral sector,
07:19strengthening the local economy and reducing conflict.
