00:04That's how US President Donald Trump described on Thursday his initial vision of a deal to end the Russian invasion of Ukraine
00:11during a press conference with the Indian Prime Minister Narendra Modi.
00:15Meanwhile, he's more clear about what Ukraine needs to give up, the prospect of a NATO membership.
00:22They've gotten themselves into something and they said you cannot have Ukraine going in in any way into NATO.
00:30And I start from that standpoint, I think everybody knew that.
00:35Now, if a better deal can be negotiated, if they're able to make a deal where they can do that, that's fine with me.
00:42I really don't care. I want that bloodshed to stop.
00:47Ukraine wasn't in and never requested to be in until more recently.
00:51So that's the way it is and I think that's the way it's going to have to be.
00:55Europe is cautious about Trump's assertion.
00:58German Chancellor Olaf Scholz agreed with Trump that the Russia-Ukraine conflict must end as quickly as possible,
01:04but said there must be a just peace to have any hope it may last.
01:09Our interests in the upcoming negotiations are self-evidently represented and committed,
01:15because they are directly related to us.
01:19We Europeans are the ones who support Ukraine the most,
01:24as long as it is necessary and beyond a possible peace agreement.
01:29Ukrainian President Vladimir Zelensky, on the other hand, said he would not accept any negotiations about Ukraine
01:35that do not include his country in the talks.
01:38European governments also demanded a seat at the table.
01:47European Commission Chief Ursula von der Leyen announced at the Munich Security Conference
01:52that she will propose to activate the EU's fiscal escape clause in order to boost defence spending.
01:58Under the measure, defence spending making a country's overall spending go over or deviate
02:03from the EU Stability and Growth Pact would not be met with financial repercussions.
02:11In simple terms, we empowered member states to substantially increase public investments linked to the crisis.
02:19I believe we are now in another period of crisis which warrants a similar approach.
02:28EU leaders are increasingly worried about the continent's security amid uncertainty
02:33about US support for Ukraine against Russian threats.
02:37Also speaking in Munich, US Vice President J.D. Vance reiterated the Trump administration's call
02:43for NATO members to spend more on defence.
02:46The threat that I worry the most about vis-à-vis Europe is not Russia, it's not China,
02:52it's not any other external actor.
02:54And what I worry about is the threat from within.
02:58The retreat of Europe from some of its most fundamental values,
03:03values shared with the United States of America.
03:06Negotiations are ongoing among European NATO allies to raise the defence spending target
03:12from its current 2% of GDP level.
03:16Ukrainian President Volodymyr Zelensky issued a stark warning on Friday,
03:23saying that Russia may be preparing an act of aggression against NATO members as early as next year.
03:29He spoke at the Munich Security Conference, where the future of Ukraine is the top item on the agenda.
03:35And I think this is his idea.
03:39And I think that all I've got from intelligence and et cetera,
03:42I think that he's preparing the war against NATO countries next year.
03:49And I think so.
03:51But I don't know, you know, I don't have 100.

03:57And we will not have war, any war in the world, in Europe,
04:01but you will not stop him just to say, yes, he said that, we will stop.

04:07Zelensky added that immediate security guarantees for Ukraine are necessary
04:12after U.S. Defence Secretary Pete Hegseth said NATO membership for Ukraine was unrealistic.
04:18He said EU politicians remain very concerned about the U.S. reaction
04:22and possible support in case of an attack.
04:25If we are not ready today for NATO, OK, we will wait, but we can't just wait.
04:31We will wait with some security guarantees for today.
04:36That's my position.
04:38Zelensky is also meeting U.S. Vice President J.D. Vance in Munich
04:42to discuss President Trump's ideas for a negotiated settlement to the war.
