I think that’s a question which the government of India can better answer. I can hazard a guess but is only a guess and I think it’s because of the political constituency that the BJP has cultivated — particularly in parts of Jammu.

00:00Again, I wanted to talk about the delimitation that obviously the government of India is trying
00:04to push and the Prime Minister has reiterated time and again. So if it's being held like you
00:09pointed out in the rest of the mainland at a later date, why do you think they're so keen to
00:14undertake the process in Kashmir, Jammu and Kashmir now as a step towards the elections?
00:22Well, that's a question only they can answer. I mean, I can hazard a guess,
00:30but it is only a guess. And I think it's because of the political constituency that the BJP
00:38has sort of cultivated, particularly in parts of Jammu, in Jammu and Kashmir.
00:46Otherwise, there is no legal or constitutional reason why Jammu and Kashmir should be singled
00:54out for delimitation, when the rest of the country will have delimitation in 2026. I mean,
00:58we are already in 2021. Our census will take place on the basis of data that is 10 years old.
01:06Our census will, the delimitation in Jammu and Kashmir will be based on the 2010-2011 census.
01:13Whereas when the rest of the country goes for delimitation in 2026, the delimitation will be
01:18based on the 2021 census. So already, there will be a discrepancy between the rest of the country
01:25and Jammu and Kashmir. So, I mean, this is a question for the BJP to answer, that when the
01:32entire exercise of 5th August 2019 was to bring J&K at par with the rest of the country, then why
01:38are you singling out Jammu and Kashmir for delimitation?
