00:05the impeachment trial of Vice President Sara Duterte will start, according to Senate President Chief Escudero.

00:21One of the 11 congressmen who are forming the impeachment prosecution panel,
00:28the bank records of Vice President Sara Duterte will be subpoenaed.
00:32Among the 7 articles of impeachment against Vice President Duterte,
00:36there will be an unexplained wealth and all of his wealth will not be declared
00:42in the Statement of Assets, Liability, Net Worth, or SAL-N.
00:47This is what we are doing, not only in impeachment but also in regular courts
00:54because impeachment is just one of the exemptions in the Bank Secrecy Law.
01:01What if Vice President Duterte will suddenly resign while the litigation is being done?
01:06Assuming for the sake of argument that he resigned in advance,
01:11our opinion here is that a penalty should be resolved, which is the disqualification.
01:18Because if he resigns, the only thing that can be resolved is the removal,
01:24but we will not decide on the relief that we are asking for, which is the disqualification.
01:31There are already many lawyers who are voluntarily helping in the impeachment prosecution panel.
01:38How long can the impeachment trial be postponed
01:41that some impeachment prosecutors are insisting that it can be done even if the Congress is recessed?
01:47It's not a matter of being hasty or what, right?
01:51Our appreciation here is that this is a constitutional duty that we need really to address.
02:01So whether there is an election or not, it is my humble submission that we need to proceed right away.
02:08We know that the word shall and forthwith were used by our Constitution.
02:16Shall means mandatory and forthwith means immediately.
02:25But of course, we will respect their opinion here.
02:31But the impeachment prosecutors have not seen any problem
02:35if the impeachment trial is extended to the 20th Congress.
02:39I wish to submit that the impeachment court is like any other court.
02:46If it is recessed, just like there were changes in the personality of the Senate,
02:53what you will just do is to continue where the previous sitting impeachment court judges ended.
03:01In the opinion of Senate President Francis Escudero,
03:04the impeachment trial will begin in the next Congress.
03:08The impeachment rules need to be approved by the plenary
03:12and it can only be done on June 2 when the session resumes.
03:17Then the pre-trial proceedings will be discussed.
03:21Therefore, according to Escudero, after the Senate President's session on July 21,
03:26the impeachment trial will begin.
03:28There is still a lot to do before the actual impeachment court
03:32needs to sit and listen to anything.
03:37And within 6 days, even 30 days, it may not be over yet.
03:42That is what Senator Coco, our Minority Leader, said in an interview.

03:51That is the problem that Escudero sees if the impeachment will be approved in the 20th Congress.
