00:00The third floor of the house in Bacara, Ilocos Norte was set on fire.
00:07According to the owner of the house, a welder was working in the house and the fire started there.
00:15The fire spread quickly because of the woven fabric and the strong wind.
00:21The firefighters immediately responded and the fire was extinguished.
00:25No one was injured.
00:27The house cost P300,000.
00:34Let's talk about the increase in the salary.
00:36Next is the approval of P200,000 across the board daily wage hike in the House Committee on Labor and Employment.
00:42Let's get an update from the Employers' Confederation of the Philippines President, Serio Ortiz Luis Jr.
00:48Good morning and welcome to Balitang Hali.
00:51Good morning to you and to those listening in Balitang Hali.
00:56Your first reaction to the approval of P200,000 increase in the salary in the House Committee on Labor and Employment.
01:02Can this be given if it becomes law?
01:05It's a bit saddening because what they're doing is out of context.
01:12You know, people don't understand.
01:15It's good that the salary is high, but out of the P52 million in the labor market,
01:24only 16 percent are affected by the legislative wage increase.
01:31Actually, only 10 percent are the minimum wage earners.
01:35Now, if it's across the board, including the general manager and the president, including others, it became 16 percent.
01:45Out of P52 million, it's not 60, it's 16.
01:49Now, it's good that the salary is high.
01:54But what about the 84 percent that are not affected by the increase?
02:01What about the farmers?
02:03What about our pre-sale folks?
02:07What about the tricycle drivers, jeepney drivers, those in the informal sector?
02:13There are no more employers. Who will increase their salary?
02:18Yes.
02:19Are we going to rely on the government?
02:21You know what the companies are doing.
02:24Once the legislative wage increases,
02:28they don't have to worry about their sales or income.
02:32Yes.
02:33What they will do is increase the price if they can afford to buy people.
02:38If not, people will be reduced.
02:42According to the Trade Union Congress of the Philippines,
02:45in 1989, the last time there was a legislative wage hike, the salary increased to 40 percent.
02:50But there was no massive inflation and there was a wide closing of businesses.
02:55Your reaction to that statement?
02:57You know, whoever is an economist, they will tell you,
03:02in other situations, 35 years ago,
03:05the minimum wage in the Philippines was low.
03:12Second, our inflation rates were different then.
03:20You cannot compare it.
03:24It's like what you said yesterday.
03:27That's what's happening.
03:29You cannot do that.
03:31That's why the Regional Wage Board was established after that.
03:37They noticed that there's a signal that the system cannot do that because it's becoming political and emotional,
03:52especially now that the election is near.
03:56They're not talking about merit anymore.
03:59They're just talking about their perception of the popular will.
04:04The Regional Wage Board was established after that.
04:08They're the ones who established the price.
04:10What you're saying is, you're not going to increase the salary,
04:16but it should be targeted to those in need.
04:19This is the problem.
04:22We are not going to do that because we don't have a member.
04:28We don't have a member.
04:30The farmers, the office workers, the micro.
04:33You know, of the 16 percent affected, 90 percent are micro companies, employers.
04:41Eight percent are small.
04:43One percent are medium.
04:45Less than one percent are large.
04:48That's why when I read about it, I can't believe it.
04:50It's just a low income.
04:52You're just complaining.
04:54But in reality, the micro, the 90 percent,
04:58even if it's a lot,
05:01the salary in their pocket,
05:06the problem is,
05:09those who are living in 13-month pay,
05:11many are looking for a place to live in 13-month pay.
05:17You're going to increase the salary that much?
05:19You mentioned the informal sector.
05:22Do you have an idea on how to help them?
05:25What did you say?
05:27You mentioned the informal sector, that they won't benefit from this.
05:30But do you have an idea on how to help them?
05:32The 42 billion affected, I can't accept that it will increase.
05:41If you're going to help them with 200 pesos,
05:44the 42 million, 8.4 billion a day.
05:48That's it.
05:50Okay.
05:52How much is it?
05:54Put it in 100, 4.4 billion.
05:56That's about 130 billion a month.
05:59When COVID-19 hit, the government helped.
06:02How much is it?
06:04It's just 10 billion.
06:05It's all gone.
06:06It's gone in two weeks.
06:07It's just one or two days.
06:11The real problem is,
06:15we need to save on food.
06:20Because our salary is high here,
06:24but our budget is high here.
06:30It's a bit long.
06:32Second, the support in other countries,
06:38their requirements are low.
06:41The red tape is low.
06:46So the investors,
06:49what we need to do is help.
06:51Lower the price,
06:53get more investment so we can have more jobs.
06:56That's the remedy.
06:58We cannot legislate that.
07:00It's like what you said,
07:02abrogate the law of supply and demand.
07:04Yes.
07:05It's a long discussion,
07:07but it will be discussed in the plenary.
07:09Let's wait and see what will happen.
07:11Thank you very much for your time this afternoon.
07:13You're welcome.
07:14Simplest Confederation of the Philippines President,
07:16Serio Ortiz Luis Jr.
07:22For our Kesun Zetirian,
07:24we have good news for the health conscious.
07:27The LGU has launched the Calorie Labeling Ordinance
07:31and its implementing rules and regulations.
07:34Restaurants and fast food chains in the city
07:37will be required to put a calorie count
07:39for every meal on their menu.
07:41Microbusiness enterprises are exempted.
07:44For example, karenderya.
07:48This will be implemented in three phases.
07:50First, in December this year,
07:52according to local officials,
07:54this will be helpful because
07:56there are more Q citizens with hypertension,
08:00heart disease, diabetes, and overweight.
08:04But according to specialists,
08:06this doesn't mean that food and drinks
08:09will be reduced in calories.
08:15For example,
08:16a soft drink has a label of zero-calorie food,
08:21but there is no nutrition.
08:23For example, rice or banana
08:27has a label of 100 calories,
08:30but it has nutrients.
