00:00Assalam-o-Alaikum, welcome to the program, today is the 28th of January, we will talk
00:16about the negotiations, a very important development, Pakistan Tariq-e-Insaf has boycotted the 4th
00:22meeting, will the negotiations continue or not, we will talk about that.
00:27The Supreme Court has been reporting that the number of disagreements is increasing.
00:36Will there be a solution to this at any stage?
00:40We will discuss this in the program as well.
00:43But the most important story, the first story, our top story, is that the PICA ordinance
00:49has been passed by the Senate as well.
00:51At that time, when we are talking to you, the PICA ordinance has been passed by the
00:58National Assembly and the Senate, it has been sent to the President of Pakistan.
01:02The President of Pakistan, as soon as he signs on it, he will adopt the form of a law.
01:07And against this law, which I think is a few moments away, when it will be presented as
01:15a law, all the journalistic organizations throughout the country have been protesting
01:21all day today.
01:23You saw in Karachi, what happened in front of everyone at the press club, you saw in
01:28Lahore, you saw in Islamabad, you saw in Sukkur, Quetta, Pakistan.
01:33Is any such press club small or big?
01:36Journalists gathered everywhere.
01:39They registered their concerns, which is obvious.
01:44At this time, the Pakistan Muslim League and their allies have put forward a request
01:50that God Almighty, this law, which you made in 2016, later the Pakistani Judiciary used
01:57it as needed, as per taste.
02:00Once again, you are going to weaponize it.
02:03You are going to put more spices in it and apply it on the journalists.
02:10There were speeches at various places.
02:13There were very tough speeches.
02:15The one thing that seemed common to me everywhere was this.
02:19They warned the time of the government to come back.
02:23It should not happen that we have to start a long movement again.
02:28After that, it will be difficult for you to tolerate our movement.
02:33We will talk about this.
02:35Lala Asad Pathan is with us from Karachi.
02:37He is the senior executive of PFU.
02:39Mr. Chaudhary Gulam Singh is from Lahore.
02:41And Hassan Yu is with me in the Islamabad studio.
02:44Viewers, the news about this law had started coming.
02:47On December 3, in a newspaper Dawn, Changes to Cybercrime Law to Tighten News on Social Media.
02:57This news came and it was that the Draft Amendments Proposed Digital Rights Protection Agency.
03:03An authority will be created and it will work on social media.
03:08A detailed note came out from the Human Rights Commission of Pakistan regarding this law.
03:15When this law was being passed, if you read it, it is written very clearly.
03:21The government that is going to bring this new law is already in Pakistan.
03:28The freedom of the press has been limited.
03:33So, there will be one more blow on it.
03:38So, it is very important to stop it.
03:40And the HRCP also said that there are already so many authorities in Pakistan.
03:48And if there is a problem of fake news, it can be solved.
03:52Then on the definition of fake news, the HRCP said that you have kept such a vague definition.
03:58That you will catch anyone and if you don't like someone, you will catch them and close them.
04:05And after that, there was no forum in the middle.
04:07You have put it directly in front of the Supreme Court.
04:10So, in that, the HRCP is also saying that now in the Supreme Court,
04:13because the effect of the executive has increased,
04:18after the 26th amendment, it will also be used.
04:21So, this is the HRCP.
04:22Similarly, a statement came from Amnesty International that
04:26authorities pass bill with sweeping controls on social media.
04:30On an international level.
04:32A very good news has been published in BBC.
04:36Although when we quote the news of international media,
04:39Mr. Hassan Ayub is unhappy with us.
04:41That you bring the news of BBC and YSL America.
04:45Here too, the news of Batti is going on.
04:47In it, it has been explained in detail that what is this act and what will happen in it.
04:53The most important thing that has been explained in it is that
04:56through this bill, a new section 26A has been included in the PICA Act.
05:02Which is related to the punishment against those who spread fake news online.
05:06It has been said that anyone who deliberately spreads fake news
05:10and causes fear, anxiety or confusion in the public and society,
05:13this person can be imprisoned for three years and
05:16fined up to 20 lakh rupees or both punishments can be given.
05:21In this regard, all the details are given in it,
05:24how a complaint cell will be formed, then a tribunal will be formed,
05:30then an investigation agency will be formed under the FIA.
05:33And then Mr. Hassan Ayub, who gives fake news in our program,
05:38so Mr. Hassan Ayub will be caught.
05:40Viewers, I am saying this on a lighter note, do not take it seriously.
05:43Mr. Lala Singh Pathan, you have come,
05:46you have seen today that there is a fierce protest in the entire country.
05:52But my question to you is that
05:54the bill is in front of you, President Asif Ali Zardari,
05:59co-chairman of the Pakistan People's Party.
06:01There has been a tradition of the Pakistan People's Party.
06:04He has been speaking in favor of such freedoms.
06:09Today, I met with Sherry Rehman Sahiba's journalists,
06:13when she said in the parliament that
06:15we were told that all stakeholders will be on board.
06:18That's why we voted.
06:20Now it seems that we will have to talk ourselves.
06:22So are you present in Karachi,
06:25Mr. Zardari is also present there,
06:27did you talk to the leadership of the People's Party?
06:29Because without the consent of the People's Party,
06:32this bill cannot be passed.
06:34Mr. Lala Singh Pathan.
06:38Thank you, Mr. Khawar.
06:40The people's party's Zirak politicians,
06:45their assembly members, whether they are below or above,
06:48are facing a lot of difficulty in this bill.
06:51But I don't understand why the leadership of the People's Party
06:54is not feeling this pain.
06:56Because the People's Party is a democratic party,
06:59which has always made great sacrifices for democracy in this country.
07:02But today, the same democratic party
07:04that always talked about freedom of the media,
07:07freedom of expression and freedom of speech,
07:11how has it become a supporter of this black law today?
07:15So this will have to be thought about by President Zardari and Mr. Bilawal.
07:19And God willing, we will try to meet Mr. Bilawal on this issue,
07:23meet him as a representative of the PFJ,
07:25and talk to him on this issue.
07:27If you start talking about freedom of the media in this way,
07:33then how can this country progress?
07:35Then how can democracy flourish here?
07:37So what do you want to deliver to your future generations?
07:42Do you want to deliver restrictions to your future generations?
07:46The whole world is moving forward for freedom of the media.
07:51It is creating a positive law for them.
07:53It is working for the protection of journalists.
07:55And this is our promise in Asia,
07:57in which every effort is to strangle the media,
08:01to strangle the media,
08:03to strangle the freedom of expression and freedom of speech.
08:08Mr. Bilawal, I understand what you are saying,
08:11but the question here is that
08:13when we showed you this news on 3rd December,
08:18your PFJ is a very active organization.
08:22They should have made a pre-emptive strike.
08:25You should have met them proactively.
08:29But I think you can still send the bill back to the President of Pakistan.
08:35You can review it again.
08:37This is a very strict bill.
08:39So why did you become late in your leadership?
08:42You are the leader yourself.
08:44Mr. Khawar, when we were protesting during the PTI,
08:47we were protesting in front of the Communist Assembly.
08:49All the parties that were in power at that time,
08:52their leaders were sitting with us in the camps.
08:54And at that time, they were making promises to us.
08:57They were declaring all those laws as black laws.
09:00And they used to talk so much that it seemed that
09:04freedom of speech and freedom of expression,
09:06that we are not right-wingers, but they are the real right-wingers.
09:09They are fighting for freedom of expression in this country.
09:12And today, all the people are sitting in the same camp.
09:15And they are making such black laws there.
09:17They have stabbed us in the back.
09:20First, they sat with us and then in another government,
09:23they said something else.
09:24And when they came to power themselves,
09:26then their style of governance changed.
09:29Lala, I want to ask you a question.
09:32Hassan wants to ask you a question.
09:36Lala, some things are such that when I started journalism,
09:40I came to know that there will be a code of conduct
09:43related to electronic media.
09:45Then we saw that different drafts came,
09:48sometimes it was the Minister of Information, sometimes it was someone else.
09:50Sometimes the matter comes to the National Assembly Standing Committee,
09:53so Marvi Memon is picking it up,
09:55sometimes Firdos Hashi Gawan Sahiba.
09:56I mean, the process kept going.
09:57That code of conduct was never accepted in that way.
10:01The laws that are there now,
10:03whether it is media or social media or newspapers,
10:06everyone has to follow a law and a code of conduct, right?
10:10Now, Chhuter Be Mohar can't be left out of anything.
10:13First of all,
10:14if it is better not to have a law
10:17or it is better to have a law,
10:19if there is a mistake in the law,
10:21then we can point it out and clarify it.
10:24If you have any suspicions,
10:26supposedly, there will be 1, 2, 3, 4 points,
10:29then they should be removed,
10:31and the rest should be left out.
10:33Can such a mechanism be formed
10:35or is it just an argument?
10:37Yes.
10:38The real issue is that
10:40all the laws are already there in the country.
10:43There is defamation law,
10:44there are other laws,
10:45and PICA is also there,
10:47it is present now,
10:48in which you can go and take action against anyone through FIA.
10:52We are not against any law.
10:53Laws should be made,
10:54but they should be made with caution.
10:56You will start making black laws night and day
10:59and there is already censorship on the media,
11:02and more censorship,
11:03and then you will shut down the entire media in this country.
11:06You will issue an order that
11:08there is no need for any media,
11:10no need for any channel,
11:11no need for any newspaper.
11:12Sir, I am specifically asking you
11:14which issues do you disagree with?
11:16Please tell us,
11:17so that we can also raise our voice against it.
11:18You are our leader.
11:19Lala Sir, I will come to you again
11:21about Mr. Chaudhary,
11:22I am going to Mr. Chaudhary.
11:23Actually, I…
11:24Actually, I…
11:25I…
11:26Khawar, give me a minute.
11:27Yes, yes.
11:28Look, all the people in the world
11:30who work in the media industry
11:32or people who understand the media,
11:34the developing countries,
11:36have not been able to define fake news yet.
11:39They have kept fake news in a grey area.
11:42They have not yet been able to decide
11:44who should be called fake news.
11:46And our…
11:47Look, they have become so big parliamentarians
11:49that within three hours,
11:50they have made a law
11:52and they will put any journalist in jail
11:54for three years on fake news.
11:56So, this is a big injustice.
11:57Although, the government understands
11:59that in this country,
12:01if there is a restriction of wrong things,
12:04if there is a restriction of wrong use of social media,
12:06then all the stakeholders should be made to sit
12:08and debate on this.
12:10This law cannot be passed overnight.
12:12Give us some time for a week or 15 days
12:14so that we can make our seniors sit
12:16and debate on this.
12:18Yes, Lala Sir, but…
12:19After that, the draft will be taken after the government.
12:21Yes, yes, I was saying the same thing.
12:23Obviously, Mr. Hassan Yousuf
12:25speaks more sensibly.
12:27The biggest problem is that
12:29journalists are not saying
12:31that this law is against them.
12:33I was listening to Mr. Afzal Bhatt today.
12:35He is saying that laws are needed,
12:37social media regulation is needed.
12:39But for God's sake,
12:41you should talk to the people
12:43of the media organizations.
12:45Take the stakeholders on board.
12:47Okay, Mr. Ghulam Singh,
12:48the question is not that laws are not needed
12:50in the country.
12:52Social media is a new phenomenon.
12:54There is a lot of talk about it
12:56all over the world.
12:58And the senior journalists of Pakistan,
13:00our leaders,
13:02absolutely agree that
13:04social media needs to be regulated.
13:06People's respect is taken away.
13:08But the purpose is that
13:10you take the journalists on board.
13:12Suppose you have 30-35 years of experience
13:14in this profession.
13:16I have been in this profession for 25 years.
13:18So, you should ask them
13:20how to move forward.
13:22Mr. Chaudhary.
13:52I have been in this profession for 45 years.
13:54So, what is the need of the newspapers?
13:56They cannot put a black mark
13:58on the black laws
14:00and the black faces
14:02in front of the people.
14:04They do not have a position
14:06to tell people the facts.
14:08So, they should
14:10talk to them more.
14:12I have been in this profession
14:14for 45 years of journalism.
14:16Even after that,
14:18I have come to the conclusion
14:20that people are not ready
14:22to tolerate the truth.
14:24You can lie to anyone
14:26as much as you want.
14:28They do not have any problem.
14:30In the city or the market
14:32where they go,
14:34you can see the cruelty
14:36of the people.
14:38But just turn off the media.
14:40Because of this,
14:42our darkness is reaching the people.
14:44You cannot do anything
14:46to the people.
14:48You cannot do anything
14:50to the people.
14:52You cannot get away with it.
14:54You are mistaken.
14:56People have not accepted you
14:58and they will not accept you
15:00tomorrow.
15:02Hassan, you must have read the law.
15:04Did you find anything wrong in it?
15:06Do you think the government
15:08should review it?
15:10I just want to say one thing.
15:12The leaders should
15:14raise their voice.
15:16My decision is the same
15:18as Lala Hassan Pathan's.
15:20We have to follow
15:22his leadership.
15:24But we will question them.
15:26We have to tell the people
15:28that if they have any doubts,
15:30they should come forward.
15:32In the West,
15:34including America,
15:36if you look at the data
15:38from various media houses,
15:40there have been so many
15:42heavy fines.
15:44They have to pay
15:46the heavy fines.
15:48They have to apologize.
15:50But here, people
15:52get away with lying.
15:54We need laws.
15:56There are many people
15:58in our society
16:00who defame
16:02this good profession.
16:04They make people
16:06blackmail.
16:08We should identify such people
16:10who spread false news.
16:12Lala Hassan Pathan,
16:14I have a question for you.
16:16It is clear that
16:18Pakistan's leadership
16:20has unanimously decided
16:22to go against this law.
16:24What is your plan?
16:26How will you move forward
16:28in the future?
16:32I will answer
16:34Hassan Ayub's question
16:36briefly. We have the
16:38Deformation Law.
16:40We need to improve
16:42this law.
16:44Secondly,
16:46we are facing
16:48a huge threat
16:50because 50-60%
16:52of our print media
16:54and electronic media
16:56has shifted to digital media.
16:58In the next 10 years,
17:00the total will shift
17:02to digital media.
17:04Before that,
17:06we are making laws
17:08to ensure freedom
17:10of the press.
17:12We should have
17:14such laws
17:16to ensure
17:18media silence.
17:20Today,
17:22in Islamabad,
17:24we started
17:26a protest
17:28in front of Parliament House.
17:30There was no
17:32small press club
17:34in front of which
17:36we conveyed our message.
17:38The government wants
17:40problems to be created
17:42internationally.
17:44The whole world should
17:46criticize the media.
17:48They should take
17:50all the bodies
17:52like PBA,
17:54APNES,
17:56CPNA,
17:58PFUJ,
18:00AMEND,
18:02Bukla Baradi,
18:04and other human rights organizations
18:06and make them sit.
18:08We should have
18:10PFUJ.
18:12Thank you very much.
18:14Ladies and gentlemen,
18:16the President of Pakistan
18:18has a joint action committee
18:20and a press release.
18:22If the government
18:24doesn't listen,
18:26the government will
18:28go to Supreme Court of Pakistan.
18:30Hassan is right.
18:32There are many black sheep
18:34in Pakistan's press.
18:36I think people
18:38get the
18:40ratification of
18:42those black sheep.
18:44The way they operate,
18:46the government should do it
18:48and the press organizations
18:50should do it
18:52so that a sacred profession
18:54should not be tarnished.
18:56Let's go to the break.
18:58After the break,
19:00we will talk about
19:02the current situation
19:04in Pakistan.
19:06We will talk about
19:08the current situation
19:10in Pakistan.

36:10The Supreme Court of Pakistan is a golden age, the verdicts are being given according to the law, so the wording is in its place, there are no practical steps, look at the actions and listen to their words, there is a big difference.
36:34Mr. Chaudhary Ghulam Sain, according to the 26th amendment, the majority opinion is that a full court should be set up.
36:46But the Ayni Bunch is saying that we are the full court, now that the 26th amendment has come, so as long as the 26th amendment is there, it is a part of the law, so you will have to respect it.
36:57So do you think that a full court will be set up?
37:02No, after all, by finding a way out of this, the 26th amendment in the constitution is not accepted by anybody.
37:13This is just a bunch of people who are using all the means to protect their interests and to protect the theft of the mandate.
37:24They are doing the same thing today, the same thing they did yesterday, the same thing they plan to do the day after tomorrow, because they don't know anything.
37:29So after that, keep cursing others and keep following them.
37:34And the real purpose is that this is a fake mandate, they have no answer to that.
37:40So this 26th amendment, after all, they have to remove it from the constitution and the constitution will have to be restored in its original state, maybe today, maybe tomorrow.
37:51Viewers, this is all you have seen in the program, but it is obvious that the whole political struggle is revolving around the 26th amendment.
37:59Of course, on the one hand, the opposition's opinion is that this has violated our rights.
38:04On the other hand, the government's opinion is that this is the right of the parliament.
38:08We have proven the truth of the majority in the National Assembly and in the Senate.
38:12Tomorrow, if someone else, a political party, has this many votes, then they should take the 27th amendment and end it.
38:20But for now, this matter is on a standstill.
38:24Let's pray that whatever happens, it is good for Pakistan.
38:27See you again tomorrow. Allah Hafiz.
