00:00The Justice Department withdrew the case against the leaders of the government vaccine program against Dengue.

00:07Salima Refrang was on the scene.

00:09The children of the Department of Justice, the parents and the children of the children who died because of Dengvaxia, are stupid.

00:24This is when they reported that the DOJ withdrew 78 cases of reckless imprudence resulting to homicide against the former Health Secretary and now Representative Janet Garin and two others.

00:37I want the justice to be fair. Secretary, please have mercy on us.

00:44Just like me, who has no conscience.

00:47The children of the government were killed by their parents.

00:50The charges against Garin and the doctors, Gerardo Bayugo and Maria Joyce Ducosin,

00:56are the leaders of the vaccination program of the government for the controversial vaccine Dengvaxia against Dengue.

01:03This is the blame for the deaths of some of the vaccinated children.

01:08But after the DOJ reviewed the case,

01:11Justice Secretary Jesus Crispin Remulia said in the resolution that there was no prima facie case with reasonable certainty of conviction against them.

01:21There was also no lack of caution in following the process of the respondents.

01:26Remulia added that because of the lack of malicious intent of the respondents,

01:30they cannot be held accountable for the violations and alliances to commit reckless imprudence.

01:38The connection to the result of the deaths of the children is far.

01:43It's very unfortunate really.

01:45But the problem there is that you still need to connect.

01:49Was this act or omission the one that resulted to the death or to the injury?

01:54That's the first basic question in all criminal prosecution.

01:57And unfortunately, we were not able to see that after a closer review.

02:03The children of the victims of Dengvaxia are joining Remulia to continue the case.

02:09We feel sorry for you. Please allow us to use justice.

02:16The remedy may not be criminal.

02:18There could be claims of civil damages.

02:22We don't want to speculate but that's the challenge for their lawyers

02:27to craft a legal strategy that may afford them some help and some support,

02:34some kind of assistance for their compensation for all their hardships.

02:40Garin thanked the decision of the DOJ.

02:44We really laud the DOJ for coming up with the facts.

02:49When the DOJ clarified, Garin, Bayugo and Ducusi filed a petition for review of the resolution.

02:57But other accused may also file a petition.
