00:00Another hot issue is Senate Bill 1979, Prevention of Adolescent Pregnancy Act of 2023.
00:07We will discuss the provisions of the bill with Senator Risa Ontiveros.
00:12Senator good morning.
00:15Good morning to all of our listeners.
00:19Yes. Let's clarify this right away.
00:22Is there or is there no provision in your bill,
00:26the provisions that President Bongbong Marcos and other groups are saying,
00:30on sexual activities that will be allowed to be studied by children ages 0-4, 4-6, 6-10?
00:44Oh my God, there is nothing in Senate Bill 1979.
00:50What the President said and what your group is saying,
00:54that masturbation will be taught to 0-4-year-olds,
01:00or that there are sexual feelings, sexual rights for children under the age of 0,
01:07there is nothing in there.
01:10The President said that trying different sexualities.
01:14I told them to read the bill, there is nothing in it.
01:20The President said that because they are senators,
01:24they should accept amendments to refine the bill and amend it.
01:30Yes.
01:32That's why he's not supporting the refinement of the bill.
01:37The children should be taught and their families should be taught about the consequences of sexual activities.
01:45Those are the provisions of the Prevention of Adolescence Amendment Bill.
01:52Senator, on the website of Family Watch International,
01:57where they are stating the version of the United Nations and UNESCO,
02:03sexual activities can be mentioned there that can be replaced,
02:08instead of having intercourse with a child.
02:13But it is stated there, European version.
02:16So when it comes to the Philippines,
02:19UNESCO will not adopt comprehensive sexual education.
02:25Exactly.
02:27What can help protect, support and teach our children,
02:35according to the Constitution, according to the context of our country and according to our culture.
02:42Common sense is the only thing that will be included in our law.
02:46Yes.
02:47Even the Department of Education is offering curricula on comprehensive sexuality education.
02:55That's the only thing in the Responsible Parenthood and Reproductive Health Law,
03:00which was ruled by the Supreme Court as constitutional in 2014.
03:05Those curricula are offered by the DepEd since 2018.
03:10That's the last thing that the Prevention of Adolescent Pregnancy Amendment Bill wants to give.
03:16If there's a way to improve the curricula offered by the DepEd on comprehensive sexuality education,
03:24there's also a law on how to stop the amendment to make it better.
03:31Senator, do you think what the President read is the original version and not Senate Bill 1979?
03:38He said he will veto it.
03:40I think what the President said is too premature,
03:45but I'm also wondering what version did they read.
03:50If they read our Senate Bill 1979, there's nothing like the provisions he's afraid of.
03:58It's for the protection of our children and students against premature pregnancies.
04:06Even if they are pregnant, they should be given social protection so they can go back to school,
04:13finish their studies, teach how to take care of their babies, and stop the repetition of teenage pregnancies.
04:23If the President read other papers from our international organizations,
04:29it's clear that in Europe, before Europe, we are in Asia, we are in the Philippines.
04:37We will always be guided by our context and culture.
04:42No matter what kind of law, of course, the gold standard here in the Philippines is our constitution.
04:48Even in the United Nations Convention on Human Rights and the Convention on the Rights of the Child,
04:55there's nothing but the best interest of the child.
05:00Senator, we have another question.
05:03What part of the 25 national budget is blank?
05:07Do you copy?
05:09Have you seen the blank, the General Appropriations Bill before the President signed it?
05:15Well in the first place, the BICAM version.
05:20I said in our last BICAM meeting and I did it, but I didn't sign it.
05:27We studied it and I learned that at that point in time, the PhilHealth was funded.
05:34Education is not the number one budgetary priority, just like what the Constitution commands,
05:40and the budget was reduced by Phortis.
05:43And until the end, when the BICAM version was voted by us in the Senate,
05:48we, Senator, Minority Leader Coco Pimentel, voted no to the budget because of those issues.
05:55But I can't believe that no matter which Congress we are in,
06:02they will pass a bill or a General Appropriations Act with a blank line.
06:10Senator, have you seen the blank?
06:13I didn't see the blank when I didn't sign the BICAM report and when Senator Coco and I voted no.
06:24Because even if I'm against that budget in its final form,
06:29I can't believe that the Congress passed a bill with a blank line.
06:34Okay. Is it up to you to spy on China here in the Philippines?
06:40Some have been arrested, Senator.
06:42Yes. It's up to us.
06:46China has been arrested for espionage.
06:52That's why I'm calling for us to enhance our anti-espionage policy in the Senate.
06:59Especially while China's monstership in the West Philippine Sea is continuing.
07:06Given that, as you mentioned, I've been flagging for a long time the possible presence of Chinese spies here in the Philippines,
07:15since the Bureau of Immigration obtained a visa upon arrival, the Bureau of Immigration resulted in a pastille scam.
07:22It really came out in our investigation in the Senate Committee on Women against Guo Huaqing against POGO.
07:29Alice Guo was denounced by NICA as an agent of influence.
07:33I hope that the Department of National Defense, along with other relevant agencies,
07:39is on top of this matter because let's be serious about our national security, national interest and sovereignty.
07:49Thank you very much Senator Riza Ontiveros.
07:51Thank you also. Take care.
