02:47Even the Department of Education is offering curricula on comprehensive sexuality education.
02:55That's the only thing in the Responsible Parenthood and Reproductive Health Law,
03:00which was ruled by the Supreme Court as constitutional in 2014.
03:05Those curricula are offered by the DepEd since 2018.
03:10That's the last thing that the Prevention of Adolescent Pregnancy Amendment Bill wants to give.
03:16If there's a way to improve the curricula offered by the DepEd on comprehensive sexuality education,
03:24there's also a law on how to stop the amendment to make it better.
03:31Senator, do you think what the President read is the original version and not Senate Bill 1979?
03:38He said he will veto it.
03:40I think what the President said is too premature,
03:45but I'm also wondering what version did they read.
03:50If they read our Senate Bill 1979, there's nothing like the provisions he's afraid of.
03:58It's for the protection of our children and students against premature pregnancies.
04:06Even if they are pregnant, they should be given social protection so they can go back to school,
04:13finish their studies, teach how to take care of their babies, and stop the repetition of teenage pregnancies.
04:23If the President read other papers from our international organizations,
04:29it's clear that in Europe, before Europe, we are in Asia, we are in the Philippines.

04:42No matter what kind of law, of course, the gold standard here in the Philippines is our constitution.
04:48Even in the United Nations Convention on Human Rights and the Convention on the Rights of the Child,
04:55there's nothing but the best interest of the child.

05:03What part of the 25 national budget is blank?

05:09Have you seen the blank, the General Appropriations Bill before the President signed it?
05:15Well in the first place, the BICAM version.
05:20I said in our last BICAM meeting and I did it, but I didn't sign it.
05:27We studied it and I learned that at that point in time, the PhilHealth was funded.
05:34Education is not the number one budgetary priority, just like what the Constitution commands,
05:40and the budget was reduced by Phortis.
05:43And until the end, when the BICAM version was voted by us in the Senate,
05:48we, Senator, Minority Leader Coco Pimentel, voted no to the budget because of those issues.
05:55But I can't believe that no matter which Congress we are in,
06:02they will pass a bill or a General Appropriations Act with a blank line.
06:10Senator, have you seen the blank?
06:13I didn't see the blank when I didn't sign the BICAM report and when Senator Coco and I voted no.
06:24Because even if I'm against that budget in its final form,
06:29I can't believe that the Congress passed a bill with a blank line.
06:34Okay. Is it up to you to spy on China here in the Philippines?
06:40Some have been arrested, Senator.

06:52That's why I'm calling for us to enhance our anti-espionage policy in the Senate.
