00:00Good evening, ladies and gentlemen, the art of losing, a chronicle of strategic failure
00:18for the enemies of territorial integrity.
00:20Ghana discredits the legality of a ghostly entity and cuts its relations with the pseudo-republic
00:26self-proclaimed ERASD.
00:28Accra decided to inform immediately through the diplomatic channels the government of
00:33the Kingdom of Morocco, the African Union and the United Nations organization of this
00:37position.
00:38In this same official document of the Ministry of Foreign Affairs, the Republic of Ghana
00:44has expressed, I quote, its support for the efforts of good faith deployed by the Kingdom
00:50of Morocco in order to achieve a solution accepted by all parties.
00:54Speaking of parties, especially the fronts, the separatist front and its eternal support
00:59suffer repeated failures.
01:01In Africa, in the Americas, in Europe or in Asia, each withdrawal of support to the separatist
01:07cause strengthens the legitimate position of Morocco and puts aside the fables and obsolete
01:13and rebellious fanfare.
01:15I welcome for the debate tonight the expert in international relations and geostrategy
01:18Chakrabeli Dani.
01:19Good evening.
01:20Good evening, Mrs. Khadija.
01:21Thank you very much for the invitation.
01:22Thank you for accepting to answer our questions and a renewed pleasure to welcome the researcher
01:26and specialist of Africa, the University of Rabat, Mr. Mohamed Rondi.
01:31Good evening and welcome to you too on this platform.
01:33Good evening and thank you for the invitation.
01:34Thank you for accepting it.
01:35This victory symbolizes, gentlemen, a new step and crystallizes above all a vision,
01:40that of a strategic king who, beyond the divergences with the brother countries of
01:45sub-Saharan Africa, has always maintained relations of solid cooperation.
01:49Proof of this is that, although Le Guin has recognized the pseudo-race since 1979,
01:54His Majesty, King Mohammed VI, held in February 2017 an official visit to Chakrabeli Dani
02:02which resulted in a strengthening of bilateral relations between Rabat and Accra.
02:09Yes, absolutely.
02:10It must be said that the vision of His Majesty the King Mohammed VI,
02:14that God assists him, is focused on the future,
02:17rather than stopping at punctual agreements.
02:20Morocco, through an enlightened vision of His Majesty the King Mohammed VI,
02:25puts in place long-term perspectives and also creates what we call strategic bridges.
02:31And with Ghana, it was in this strategy to put in place strategic partnerships,
02:37a vision of solidarity.
02:39It must be said today that His Majesty also embodies a vision that is based
02:44on what I can call solidarity and also the promotion of pan-African values.
02:50Since Morocco's institutional return to the African Union in 2017,
02:55Morocco has maintained bilateral relations, even with countries that have
03:00divergences or political tensions with it, like Ghana.
03:04Moreover, in 2017, as you pointed out, there was the visit of His Majesty.
03:09So, His Majesty acted as a unifier of the African Union,
03:13as a pacifier of the African Union.
03:15He put in place all the strategies and ambitions of the African Union
03:20and the integration of the African continent above all the divergences
03:24and political tensions with the countries.
03:27And I think that today we are in the result of the fruit of this royal vision,
03:34based, as I have just told you, on the future and not on the things that are,
03:38or rather the punctual agreements.
03:40Federator, unifier and also pacifier.
03:45And also, we have a concretization of this vision on the ground
03:51through the different channels of Moroccan diplomacy.
03:54Absolutely, because Morocco, first of all, in relation to this recognition of Ghana,
03:59we can say that Morocco, from the 2010s, has put in place a new approach.
04:05It is a geoeconomic approach, which consists of opening up,
04:08despite the fact that it recognized the pseudo-RASD,
04:12to open up to the Anglophone African countries.
04:14Because Morocco, in the past, suffered from this complex of Anglophone Africa.
04:19From the 2010s, we have witnessed a strategic opening
04:24on the Anglophone African countries with a new approach.
04:27That is to say, Morocco, at the beginning, we cannot say that it had put aside
04:30the question relating to our territorial integrity,
04:33but it had started by approaching these countries,
04:36by favoring the economic aspect, in a way.
04:40And so, from there, there was a vision that became multidimensional.
04:44Because it started by opening up to countries,
04:47through the signing of several agreements and conventions.
04:50And these countries, they saw a vision, that is to say, on the ground,
04:54in which Morocco was their study, with its private companies,
04:58its public companies, the vision of His Majesty the King.
05:01And so, that is to say, Morocco, when Ghana, for example, today,
05:05and it is symbolic, a few, I want to say a few hours,
05:09of the transition of power between President Nana Akufo-Addo
05:14and President Mohamed, that is to say, Nana Akufo-Addo,
05:16he has just made a strong move.
05:18It reminds us of what the president at the time, Trump,
05:21who still returns to the presidency of the United States of America,
05:24had done a few months before the end of the presidency.
05:29That is to say, it is a symbolic act, that is to say,
05:31that Ghana recognizes at the same time the importance of Morocco,
05:34that is to say, the depth of relations between Morocco and Ghana.
05:37These are relations that have been, that have become deep,
05:40although they have been silent, that is to say, in a way.
05:43So they have become multidimensional,
05:45and Nana Akufo-Addo has just made a strong move,
05:47that is to say, he recognizes the importance of Morocco,
05:50the importance of this Afro-African model of cooperation
05:53carried out by Morocco,
05:55and he also recognizes the importance of the role played by Morocco
05:58in the development pan-Africanism.
06:00– And on the concretization of this vision by diplomacy,
06:06and then there are also the fruits of the consequent efforts
06:09that are carried out every day to first defend a thesis
06:16and a position, above all, factual, legitimate and historical,
06:21especially for some countries, as Professor Chkondi mentioned at the moment,
06:25which are not historically very close to Morocco.
06:32– You know, the vision of Morocco, it was a pragmatic vision,
06:37a vision that focuses on work,
06:41on the establishment of solid partnerships,
06:43on a vision of integration of the African continent,
06:47to set up an ecosystem of development of the African continent.
06:51Morocco, by the way, has been working for a very, very long time
06:55to set up very, very important structural projects.
07:00By the way, today, when we talk about the pipeline,
07:02the gas between Nigeria, even through Ghana,
07:05through 14 countries in West Africa,
07:07towards Morocco, towards Western Europe,
07:11it is a project of geostrategic dimensions
07:13where Ghana could also benefit.
07:17So, by the way, the second most important thing,
07:20there is also the project of the registration of Afro-Atlantic countries
07:23in the Atlantic geostrategy,
07:25it is an initiative of His Majesty King Mohammed VI,
07:28which will change the model of integration of the African continent,
07:33it will push more towards a reinforced integration.
07:37Also, there is the most important point,
07:39it is the de-enclavement of the Sahel countries,
07:42also by setting up channels and strategies
07:50to register them in the Atlantic.
07:52And I think today, all these structural projects
07:55of geostrategic dimensions,
07:56they have a strong geopolitical load
07:59in the dynamics of the integration of the African continent.
08:02But we are not talking about country to country,
08:03we are not talking about bilateralism,
08:05we are talking about projects that bring together a set of countries
08:09and also economic communities,
08:11different economic communities.
08:13Absolutely, the CDA today,
08:14it must be said, despite the disagreement that was with Ghana,
08:17His Majesty King Mohammed VI did not make any effort
08:20to strengthen regional peace and security
08:23through what is called the Manu river crisis,
08:26which impacted Ghana in the Triple A initiative,
08:32African agricultural adaptation,
08:34Morocco maintains very important relations with Ghana
08:38and works in synergy for the promotion of mechanisms
08:42and also tools to face climate change,
08:46for peace and security, development
08:48and also global issues on an international scale.
08:51And I think today there is a common denominator
08:54between Morocco and Ghana and several African countries
08:57that normally come together towards this vision of working together
09:03in synergy for the development of the African continent.
09:07And there is the vision of His Majesty,
09:09that is why we said that His Majesty has a vision
09:12based on a Pan-Africanism
09:15that is beginning to bear fruit on the African continent
09:18and also on an international scale.
09:21A Pan-Africanism mainly based on results,
09:25on development goals,
09:28even to benefit local populations.
09:31And it is above all, let's go back to this decision
09:33to suspend diplomatic relations with this FONTACH entity,
09:38this self-proclaimed republic.
09:41This decision is not only a new camouflage,
09:44Professor Shkondi,
09:46it is also Algeria and the Polisario
09:50that are a historical ally on the continent.
09:54Of course, because before we were talking about the politics of the axes,
09:58there were countries that were hostile
10:01about the territorial integrity of the Kingdom of Morocco,
10:04there were countries that were pro-Morocco in a way.
10:07We see this approach of Afro-African cooperation
10:10by its impact, how important, how positive,
10:15on the dynamics of development on the continent,
10:17its effect of training on several countries on the continent.
10:20Professor Sarkar Verroudani,
10:21he just talked about the Disenclosure Initiative.
10:24He ended up breaking this old-fashioned policy,
10:28I want to say, of axes in a way.
10:30Let's not talk about axes anymore,
10:33let's talk about development levers.
10:35Ideology gives way to economic interests.
10:37Of course.
10:38And we know, we said it the other time,
10:40that is, everything that is historical,
10:43marked on the pseudo-liberation movements,
10:45is finished in a way.
10:46Here we are in a new, not ideology,
10:49but in a new pan-Africanism
10:51that we call the pan-Africanism of development.
10:53What is the pan-Africanism of development?
10:55That is to say, what are we proposing
10:57to address the enormous challenges
10:59faced by African countries?
11:00Morocco, I just said it,
11:02at the moment, Morocco has succeeded in
11:04emerging a model of Afro-African cooperation.
11:06This model is multidimensional.
11:08This model, at some point,
11:09Morocco has invested in this model
11:11in a step-by-step way.
11:13We have already said it.
11:14That is to say, there was a development model
11:16that was put in place
11:17and that produced very important results.
11:20These results, they were their acquisitions,
11:22they were acquisitions that were put to the service
11:25of other countries of the continent, in a way.
11:27And so, this model, in a way,
11:30it makes sure that African countries
11:33begin to adhere to it,
11:34begin to adhere to it
11:35because they see tangible results.
11:37And so, even in South Africa,
11:39let's take the case of Zambia.
11:41Zambia, in principle,
11:43is supposed to be much closer
11:45to South Africa
11:46in terms of foreign policy.
11:48And we are two hands for countries
11:50like the Republic of South Africa.
11:52This is not the case.
11:53That is to say, South Africa,
11:54despite this proximity,
11:56despite a set of advantages,
11:57has not succeeded in investing in an economy
11:59to have a training effect
12:01on neighboring countries.
12:02These countries,
12:03they begin to see on the side of Morocco.
12:05If they see on the side of Morocco,
12:06that is to say, they see changes.
12:08They see that Morocco offers tangible solutions.
12:11When we talk about Ghana.
12:12The Ghanaians, they talked about it.
12:14Our students,
12:15our former students
12:16who now occupy important positions in Ghana,
12:18they tell us that there are tangible results.
12:21Morocco is there in Ghana.
12:22Even in the southern provinces.
12:23When they visit the southern provinces,
12:25they have the concrete, real proof,
12:28and they can see with their own eyes
12:31that development is there
12:33and that development benefits all regions,
12:36the 12 regions of the kingdom
12:38and beyond,
12:39with the partners
12:40and the south-south cooperation of the kingdom.
12:43And so, suddenly,
12:44the African Union will become,
12:46it's not the battlefield,
12:47it will become a scene
12:48where two ideologies, two visions,
12:50I don't have two ideologies,
12:51there are two visions.
12:52There is the vision of the Pan-Africanism of development
12:54to address all the challenges
12:55to which the countries of the continent
12:56are called to face.
12:57There must be transformation.
12:58We must be able to take advantage
12:59of strategic mining.
13:01We must be able to take advantage
13:02of mining in terms of human resources.
13:05And there is the other vision,
13:06which is finishing,
13:07that is, the Pan-Africanism of liberation.
13:09We have a handful of countries
13:10that continue to believe
13:11in the Pan-Africanism of liberation.
13:13That is, we have a handful of countries...
13:16I could say the Pan-Africanism
13:19of geopolitical discord.
13:21Because it must be said,
13:22also with great courage,
13:23Madame Khadija,
13:24that today,
13:25Morocco, today,
13:26proposes a model
13:27of development,
13:28of integration
13:29of the African continent.
13:30We were now talking
13:31about the strong geopolitical burden
13:33of the initiatives
13:34of His Majesty,
13:35King Mohammed VI,
13:36may God assist him,
13:37on the scale of the African continent.
13:38We were talking about the pipeline,
13:39we were talking about the initiatives of AAA,
13:41we were talking about a lot of things.
13:42Speaking of AAA,
13:43Ghana is a great agricultural producer.
13:46Yes, absolutely.
13:47I close the parenthesis.
13:48And we have a very strong relationship
13:50with Ghana.
13:51Today,
13:52it must be said,
13:53even at the military level,
13:54Morocco participates
13:55in military maneuvers
13:56with Ghana.
13:57In Obengai, for example,
13:58Flintlock 2024,
13:59Morocco participated
14:00with Ghana.
14:01That is,
14:02there was an exchange
14:03of military information,
14:04therefore,
14:05a security cooperation strategy.
14:06So,
14:07but it was necessary
14:08and it would also be necessary
14:09this political decision
14:11to lift
14:12and to remove
14:13some subtleties,
14:14some diplomatic ambiguities
14:15between the two countries.
14:16I think,
14:17today,
14:18we are opening
14:19a new chapter
14:20with Ghana
14:21and the relations
14:22will be strengthened.
14:23And with the African Union.
14:24Because in the official document
14:25of the Foreign Minister
14:26of the Republic of Ghana,
14:27we could read
14:28that Ghana
14:29has decided
14:30to inform,
14:31through these diplomatic channels,
14:32of course,
14:33the government of Morocco,
14:34Slava Tsoi
14:35and
14:36the government
14:37of Ghana.
14:38So,
14:39the African Union
14:40has decided
14:41to inform
14:42the government
14:43of Morocco,
14:44Slava Tsoi
14:45and the African Union
14:46of the United Nations.
14:47Absolutely,
14:48because today,
14:49it must be said
14:50that the African Union,
14:51you know it pertinently
14:52that today
14:53the issue
14:54of the territorial integrity
14:55of Morocco,
14:56this conflict
14:57that exists
14:58between Morocco
14:59and Algeria,
15:00it must be said
15:01with Cora,
15:02it is a problem
15:03of geopolitical dimension.
15:04It has nothing
15:05to do with,
15:06supposedly,
15:07it is not a territorial problem
15:08but rather
15:09the intentions,
15:10the ambitions
15:11of our neighbors.
15:12So, I think
15:13that today
15:14the African Union
15:15must assume
15:16all its responsibilities.
15:17Ghana
15:18is a major player,
15:19a major actor
15:20in the African Union
15:21at the level
15:22of the United Nations
15:23as well.
15:24So, it is a country
15:25that is very,
15:26very strong.
15:27Also,
15:28in what we call
15:29the geopolitical line
15:30of Maino,
15:31that is,
15:32the Anglophone countries
15:33with the Francophone countries.
15:34So, Ghana
15:35in the community
15:36of the Anglophone countries
15:37at the level
15:38of the African countries,
15:39either within
15:40the African Union
15:41or within
15:42the multilateral forums
15:43plays a very,
15:44very important role.
15:45And that is why
15:46I think
15:47that this decision
15:48of Ghana
15:49is strategically
15:50important
15:51and very,
15:52very interesting
15:53and also,
15:54comes also
15:55to show
15:56the positive
15:57dynamics
15:58that we have
15:59in the matter.
16:00Let's not forget
16:01the American recognition,
16:02the French recognition
16:03of approximately
16:0420 countries.
16:05And the withdrawal
16:06of countries
16:07because we are talking
16:08about the historic bastion
16:09and the historic bastion
16:10in Latin America.
16:11Yes,
16:12we are talking
16:13about Panama.
16:14We are talking about
16:15the African continent
16:16but not only,
16:17Bolivia.
16:18The list is getting longer.
16:19Yes,
16:20it is getting longer.
16:21That is to say
16:22that today,
16:23indeed,
16:24there is,
16:25we must say it
16:26with courage,
16:27that today
16:28there is a strategic
16:29apprehension
16:30by the international
16:31community
16:32of the role
16:33that Morocco plays
16:34in the South-South relations.
16:35We must
16:36clearly
16:37restore
16:38the trust
16:39Africa,
16:40mass trust Africa.
16:41Morocco proposes
16:42a development
16:43model
16:44to integrate
16:45the African continent
16:46in the world
16:47geopolitics
16:48and in the
16:49globalization
16:50of the economy.
16:51Today,
16:52also,
16:53this declaration
16:54or this
16:55historic position
16:56of Ghana
16:57shows
16:58that there is
16:59a paradigm
17:00change
17:01on the African
17:02continent
17:03and on the
17:04continent
17:05of Central
17:06America,
17:07Latin America,
17:08also,
17:09European countries.
17:10We now have
17:11about 113
17:12countries
17:13that support
17:14the Moroccan
17:15side of the
17:16Sahara.
17:1740 African
17:18countries,
17:19more than
17:202,000,
17:21that have frozen
17:22recognition.
17:23So,
17:24there are now
17:25about 30,
17:26more than 30
17:27consulates-general
17:28in the city
17:29of Dakhla
17:30without forgetting
17:31the mixed
17:32commissions
17:33in the city
17:34of Dakhla.
17:35So,
17:36there is
17:37a political
17:38change
17:39in Ghana.
17:40Ghana is
17:41a country
17:42that is
17:43limited to
17:44countries
17:45that are
17:46brothers and
17:47friends
17:48in Morocco.
17:49This will
17:50reinforce
17:51this country
17:52in the
17:53establishment
17:54of a
17:55strategic
17:56axis
17:57between
17:58Rabat
17:59and
18:00Accra.
18:01A
18:02country
18:03that
18:04is
18:05a
18:06strong
18:07country
18:08in
18:09the
18:10Sahara.
18:11So,
18:12we
18:13have
18:14to
18:15be
18:16very
18:17careful
18:18about
18:19this
18:20historic
18:21decision
18:22to no
18:23longer
18:24recognize
18:25a
18:26self-proclaimed
18:27republic.
18:28It
18:29is a
18:30promising
18:31country
18:32in
18:33the
18:34Sahara.
