00:00We also have help for the KITA program of the Department of Social Welfare and Development, or ACWP,
00:06and updates on the distribution of the Family Food Packs that we will be talking about,
00:10with Assistant Secretary Irene Dumlao, the spokesperson of the DSWD.
00:15Asek Dumlao, good afternoon.
00:19Good afternoon, Yusef Marge and Asek Weng.
00:21Good afternoon to all the viewers of your program.
00:25Asek, first of all, how many beneficiaries have received assistance for the KITA program of the DSWD since its launch?
00:35Well, Asek Weng, the year 2024 ended,
00:40when around 5 million beneficiaries received assistance from the KITA program.
00:49This number is made up of low-income earners or those in the sector who receive minimum wage.
00:57We reached the objective of the program, which is to caution the impact of inflation or the economic crisis that we are facing for the minimum wage earners.
01:12Based on that accomplishment, we used more than Php 26 billion for the implementation of the ACA program.
01:23Okay. For now, Asek Dumlao, how big is the allocated budget of this program for this year?
01:31Yusef Marge is included in the General Appropriations Act for 2025,
01:37whose allocation for assistance for the completion of the KITA program is more than Php 26 billion.
01:45If we can remember, Yusef Marge, its implementation is conditional,
01:48according to the veto message of our President,
01:52where guidelines are required for the implementation of the ACA program issued by the DSWD, DOLE, and NEDA.
02:02And I will also mention, last week, these three agencies received assistance
02:09to finalize the guidelines that we will use for the ACA program implementation.
02:16Asek Irene, for our countrymen to understand, what are the guidelines for the distribution of assistance from the ACA program
02:23and how do you choose its beneficiaries?
02:28Okay. For the 2025 implementation of the allocation for the completion of the KITA program,
02:33based on the assistance issued last week,
02:36we will have an intake sheet or assessment form that will be used for the allocation of beneficiaries for the program.
02:45This intake sheet is also used by the DSWD for AIDS.
02:50It is currently being reviewed by NEDA because that is the major participation of NEDA in our program
02:58that they will be in charge of monitoring and evaluation.
03:01So they are reviewing this intake sheet to ensure that we can capture all the information that will be necessary
03:10so that we can determine who will be counted or will receive assistance under ACA.
03:16The same goes for the eligible beneficiaries under the validating or vetting process.
03:26They will be assessed by our social workers based on the information that can be captured in the intake sheet
03:32and the documentary requirements that they will follow.
03:37From that, our beneficiaries can receive between Php 2,000 to Php 10,000 financial assistance
03:46depending on the assessment of our social workers.
03:50These guidelines that we will use for the 2025 implementation, as I mentioned,
04:00we hope to have this signed and issued within this week of this Assembly.
04:06As of 2024, how important is the cash assistance that you have distributed?
04:13And how are the beneficiaries identified?
04:18Okay, for the ACA program, because in 2024, the cash assistance for the program
04:27was still available to low-income earners and minimum-wage earners.
04:35So we were able to achieve this through the assessment of our social workers.
04:42We were able to meet the documentary requirements, such as the Certificate of Employment,
04:47Certificate of Business, or the small business of our prospective beneficiaries.
04:56They were included in the vetting process, in the assessment of social workers,
05:00and that became the basis for us to provide assistance.
05:05As I mentioned earlier, we used more than Php 26 billion for the fund
05:11and we have served around 5 million beneficiaries for the ACAP 2024.
05:17For the assistance to individuals in a crisis situation,
05:24we have also spent more than, let me just check my data on the AICS,
05:33but the majority of our beneficiaries also have received aid from this program.
05:41Sek, some people are saying that the ACAP program is no different from the pork barrel.
05:46What can you say about this, DSWD?
05:51Well, with all due respect to those who are commenting on the ACAP program,
05:59we would like to mention that the intention of the program is different.
06:07First, to caution the impact of the economic crisis being faced by everyone of us,
06:14particularly the near poor, because we want to protect them,
06:19to caution their impact so that they would not be caught in the poverty trap.
06:25Because our intention, as indicated also in our Philippine Development Plan,
06:29is to reduce poverty and to create resilient communities.
06:34So, by protecting our countrymen who belong to the near poor sector,
06:41we can prevent them from going to the level where they will be counted among the poor.
06:52At the same time, we can continue to improve the level of well-being of our countrymen.
06:59Also, the approach of the beneficiaries of the programs and services of DSWD
07:06is based on the guidelines that we have set and we believe that the process will be smooth.
07:16One of the things that I mentioned, of course, is the assessment that our social workers are doing.
07:22Through these processes that I mentioned,
07:25we will show that only DSWD is leading in the implementation of the program
07:31and no one else is discussing it.
07:34There are no politicians leading and discussing beneficiaries in this program.
07:43Asik Dumlao, what can you say about the conditional implementation of the ACAP program?
07:49What does this mean?
07:53Based on the veto message of our beloved President,
07:57the implementation of the ACAP program is conditional.
08:03This means that the DSWD, DOLE, and NEDA must issue guidelines.
08:10And that's what we did last week.
08:14We had a meeting with DOLE and NEDA to finalize the guidelines
08:21because we believe that the implementation of the program should start
08:27because we have a lot of countrymen who need help.
08:31We expect this week, March, that the guidelines will be approved
08:38and we can start distributing financial aid to individuals
08:45who earn less than the statutory minimum wage.
08:50Asik Irene, how are you distributing financial aid to the victims of the typhoon
08:57and the volcanic eruptions?
09:02Asik Nguyen, the Department of Social Welfare and Development
09:06is continuously consulting with local governments,
09:10particularly in Negros Island,
09:13to help our countrymen who were affected by the volcanic eruptions.
09:21In fact, as of 6 a.m. of January 7,
09:27more than P17 million worth of humanitarian assistance
09:32was delivered to Region 6 and Region 7,
09:36particularly in Baguio City, La Cornota City, La Castellana,
09:40Murcia, Ponte Vedra, and San Carlos City in Negros Occidental,
09:44and also in Calaon City in Negros Oriental.
09:48We are continuously delivering food packs, non-food items,
09:53and also financial assistance under Assistance to Individuals in Crisis Situations.
09:59And as I mentioned earlier,
10:02we are continuously consulting with local governments
10:07and the inter-agency committee that was formed
10:10to ensure that the appropriate intervention
10:13will reach our affected countrymen.
10:17I would also like to add that
10:20in order for our government to deliver family food packs in 2024,
10:27for all the affected countries,
10:29not only those who were affected by the volcanic eruptions,
10:33oil spill, but also other disasters or emergencies that we are facing,
10:39we distributed almost 8 million family food packs,
10:43and that's actually the biggest in USWED history.
10:47We produced almost 10 million family food packs,
10:53using, of course, or following the implementation of the whole country on the project.
10:58Again, that's the first and that's the biggest in USWED history as of right now.
11:04Okay.
11:05Are there still countrymen who are in evacuation centers?
11:09And where are these places, if there are any?
11:13You're right, Jan.
11:15As of March, we still have countrymen who are in evacuation centers,
11:20especially here in Negros Island.
11:23And in particular, we have evacuation centers in Baguio City,
11:29La Carlota City, La Castellana, and San Carlos City in Negros Occidental,
11:33and Canaon City in Negros Oriental.
11:36A total of 34 evacuation centers are being monitored,
11:41where there are more than 4,000 families,
11:45or an equivalent of more than 13,000 people.
11:49At the moment, it's still being monitored in evacuation centers since March.
11:54Now, Irene, it's 2025.
11:57How will you strengthen and strengthen the assistance of our countrymen in the four-piece?
12:03And what else can they expect from this program?

12:08As of now, for the Pantawid Pamilyang Pilipino Program for 2025,
12:12our countrymen are expecting the inclusion or the implementation of the first 1,000 days.
12:18We know that the first 1,000 days were approved by our President
12:24when the proposal was submitted in one of the sector meetings that we attended.
12:31So, in the first 1,000 days, of course, we recognize that the first 1,000 days are important.
12:40It's a foundational period for brain development.
12:45That's why the four-piece is promoting health-seeking behaviors for pregnant women
12:53and also for children ages 0 to 10.
13:00So, we will invest in their brain development early at the foundational stage in life
13:05so that there will be more long-term consequences with respect to their education,
13:11to job potentials, and of course, adult mental health.
13:15So, there will be additional cash grants, conditional cash grants,
13:19that will be received by the Pantawid Pamilyang Pilipino Program beneficiaries
13:23who have pregnant women or children ages 0 to 2 years old.
13:28Aside from the additional cash grant, the first 1,000 days cash grant,
13:35we will also continue to implement different strategies
13:43to improve the level of well-being of our beneficiaries
13:47so that they can transition or exit the program with a better level of well-being.
