00:00Live from the GMA Network Center, 20 years in the making, 24 Hours.
00:11Good evening, Luzon, Visayas and Mindanao.
00:15President Bongbong Marcos has already signed more than P6 trillion in the National Fund in 2025.
00:23It's lower than what was first approved by the BICAM after it vetoed almost P200 billion worth of projects.
00:32The controversial fund of ACAP or Ayuda for Kaposangkita remained in the National Budget.
00:38But the conditions were tightened for this.
00:41Ivan Mairena is on the air.
00:45The signed 2025 General Appropriations Act will increase the budget for the next year.
00:51P6.326 trillion, lower than P26 billion in the approved budget of the Bicameral Committee of the Senate and Camera.
00:59The President did not approve the P26 billion worth of projects under the DPWH, added by the Congress in their version.
01:09Also, P168 billion that is part of the Unprogrammed Appropriations.
01:12After an exhaustive and thorough review, we have directly vetoed over P194 billion worth of the line items that are not consistent with our program priorities.
01:24These include allocations for certain programs and projects of the Department of Public Works and Highways
01:30and those under the Unprogrammed Appropriations which increased by 300 percent.
01:36In the approval of the DPWH fund, it is now clear that the allocation of the fund for the education sector is the largest according to Palacio.
01:46This is one of the reasons why the budget of the Bicam was approved.
01:50This is contrary to the Constitution which says that the budget for education should be the largest.
01:56According to the 6.326 trillion budget, 1.055 trillion or 16.69 percent is for education.
02:05This includes the funds of CHED, TESDA, state universities and colleges,
02:09and will be part of the fund for the high wages of teachers and the construction of classrooms.
02:14There is an excess of more than P10 billion for the computerization program of the DepEd and it has not been returned.
02:19But according to the DBM, this is one of the priorities of the funding under the Unprogrammed Appropriations.
02:26Under the budget, we have certain funds that we can augment our budget.
02:34For example, the Unprogrammed Appropriations, as long as we have additional revenue from the DOF,
02:41we can actually augment or increase the budget of DepEd, specifically for computerization.
02:471.007 trillion or 15.93 percent is the final budget for DPWH.
02:54The projects that have been vetoed are actually some of the projects that we consider that are not totally supportive
03:04to the 8-point socioeconomic agenda of the government, of this administration.
03:10And besides, I think many of these projects are projects that need to be scrutinized
03:17and ready for implementation. These are some of the projects that are not ready for implementation.
03:26Meanwhile, aside from DepEd and DPWH, more than 4 percent is allocated for the Department of National Defense,
03:33Interior of Local Government, and Health.
03:35More than 3 percent is allocated for the Department of Agriculture and Department of Social Welfare and Development.
03:40More than 1 percent is allocated for Transportation and Judiciary.
03:43Less than 1 percent is allocated for Justice, Labor and Employment, and 42 percent is allocated for other departments.
03:50These are not vetoed, but the conditions for the issuance of funds for the controversial fund of ACAP
03:56or aid for the total income of DSWD, DOLE, and NEDA, which was allocated 26 billion pesos.
04:03I am reiterating this because the aid should not go to the congresses and their pork barrel can only be used.
04:10We are compelled to subject the implementation of the Ayuda sa Kapos ng Kita Program or ACAP
04:17to the convergence efforts of the DSWD, DOLE, and NEDA.
04:23This way, we ensure that its implementation will be strategic,
04:29leading to the long-term improvement of the lives of qualified beneficiaries
04:34while guarding against misuse, duplication, and fragmented benefits.
04:40Aside from ACAP, there are 11 other projects that will be subject to implementation.
04:44The Zero Subsidy in PhilHealth, which is also one of the projects in the budget of the BICAM,
04:49has not been returned and remains zero.
04:52But there is nothing to worry about because PhilHealth's services will not only continue, but will expand
04:57despite the government's Zero Subsidy.
04:59The corporate operating budget of PhilHealth is sufficient.
05:04So they have reserved funds of roughly 280 billion.
05:08We in the Department of Finance, next year, we will focus on PhilHealth.
05:12We will make sure that we spend the budget better.
05:18Maybe we should concentrate on the top 10 illnesses.
05:21I don't think you have to increase 9,000 case rates.
05:23The Office of the President has included 5.2 billion pesos in the budget,
05:26but it will remain for the start of preparations for the hosting of the ASEAN Summit of the Philippines in 2026.
05:33For GMA Integrated News, Ivan Mayrena reporting for 24 Hours.
05:38Some groups protested their questioning of the President's 2025 General Appropriations Act
05:48as part of the remaining funds for the controversial ACAP program.
05:53And Ma'am Gonzales was there.
05:58Despite the rain, some groups rallied in Mendiola to condemn the 2025 General Appropriations Act.
06:05The police ordered the Mendiola Peace Arch while the groups were protesting on the streets.
06:11According to Makabayan Block, it seems that the President just made live vetoes
06:16because some people were angry with the reduction of funds for education.
06:19It's a tokenism.
06:21Let's transfer it here, let's transfer it here.
06:23Let's add it here so that people won't be angry.
06:26If you just make a few line items, what he needs is a refund.
06:29ACT Teacher's Party List Representative Franz Castro also questioned the ACAP program,
06:34which has been in the budget for two years.
06:37Who will really go to this ACAP?
06:39This ACAP, this service, should be added to the budget instead of adding aid to the workers.
06:49According to Palacio, there are ways to monitor the use of funds.
06:54We can check that. Those people who notice that, they can complain.
06:59And then we will go to investigate.
07:01You know, our law presumes good faith in everyone.
07:07All actions in good faith.
07:09If you have bad faith, that's when you come now.
07:12Your media or the people who agree.
07:15Gabriela Party List Representative Arlene Brosas also questioned the large fund for military infrastructure
07:22which is not the primary need of the citizens.
07:24It is not the primary need of the citizens.
07:27They have not yet seen two lawmakers who have been vetoed by the President.
07:32But there are things that need to be answered to make the 2025 National Budget constitutional.
07:38Senate President Chis Escudero said,
07:40even though it took a long time, it is important to sign the 2025 Act before the year ends so that there won't be a reenacted budget.
07:49Now that the budget has passed, the government's programs should be implemented immediately.
07:54Senate Finance Committee Chair Sen. Grace Poe said,
07:57the conditional implementation of the ACAP program is a safeguard against misuse and duplication of benefits.
08:04The low-income earners will still receive assistance under the more clear guidelines of the ACAP.
08:10The Economic Team and the PhilHealth Board also assured that their surplus and reserve funds are sufficient
08:16to cover the indirect contributors and to improve their benefit packages.
08:20This is in line with the vision of the Congress,
08:23that PhilHealth should first spend their standby funds before asking for additional subsidies.
08:29Senate Minority Leader Coco Pimentel was pleased that the President reduced the overall importance of the 2025 National Budget.
08:37But he hoped that the unprogrammed appropriations would be reduced and returned to the level first requested by the President.
08:43Palacio is confident in the budget signed by the President, but admitted that it can't be stopped.
08:51We are confident, but we cannot prevent.
08:54If there will be challenges that will be mounted by any quarter,
09:00who might still find this present budget as approved, worthy of the challenge.
09:06For GMA Integrated News, Mav Gonzalez, for Tutok, 24 Hours.
09:13Passengers in PITX are eagerly waiting for a lot of passengers to return to the province for the new year.
09:21In Naia, aside from the long line, the OFWs and vacationers are saddened to see the passengers leaving the country.
09:28The situation in Terminal, Pier and Paliparan is live.
09:32This is Donald Ticuco, Gano.
09:38And MLC is eagerly waiting for the holiday to reach their destinations for the new year.
09:47Most of them are waiting for their families to return to reality.
09:56One day before the New Year's Eve, the long line to enter Paliparan.
10:02It was also discussed in the check-in counter.
10:05But for some of us who were able to talk, the situation is better now.
10:09Zenny will be on vacation in New Zealand with her three to five children.
10:13We will catch up with the new year.
10:16My family is there.
10:18Actually, it should be around 4 o'clock.
10:20We can still be there at 5 o'clock.
10:22We just made it so that it won't be a hassle.
10:25But if there are people who will leave to be with their families,
10:28there are some who will not be with them in Salubong.
10:30Juliana is already a member of the United Kingdom.
10:33It's only now that it's Christmas again with her mother, Chodora, after 16 years.
10:39But because the children of Juliana have already entered, they need to return to the UK.
10:44I'm happy. I really miss them.
10:47We'll try to come back. Not 16 years.
10:5016 years.
10:54It's okay.
10:56In the OFW lounge of OAT-DMW, which is just near the one-stop shop of the Bureau of Immigration,
11:01there are also many OFWs who are leaving in a bittersweet way.
11:05Even though Christmas was happy, they need to return to work.
11:09Of course, it's sad. But I'm also happy because I had Christmas here.
11:13That's why I have to work, you know, for the family.
11:16That's how life is at OFW.
11:17I'm happy because I'm with my father who is sick.
11:25It's sad because I'm not with my son because he's on duty at the hospital.
11:32We saw each other for two days and two nights.
11:35If there are a lot of passengers at Terminal 3, it's more spacious at Terminal 1.
11:41It's different from the Paranaque Integrated Terminal Exchange or PTEX,
11:46which is now a blockbuster for a lot of passengers.
11:49There are no more seats for those who are waiting for their trips to go home to the province.
11:54But there's no problem for those who we talked to.
11:57Only those who love life will be together this new year.
12:01At the beginning of the year, so that at the end of the year, all the families will be together.
12:07It's our tradition.
12:09This is the first time that we will be together.
12:13It's been a long time since we've been together.
12:17There are also more passengers at the Port of Zamboanga.
12:21Even the vehicles of the policemen were used to help the passengers to get to their vehicles.
12:29According to the Ministry of Health,
12:30the situation at Terminal 3 will be like this from December 23,
12:36because there are a lot of people going home.
12:43At the moment, the situation at Terminal 3 is still the same.
12:52It's difficult.
12:54There's still a lot of traffic, especially here in the pre-departure area.
12:56There's a lot of traffic, but if you have a lot of luggage and you have a car,
13:01it will take a long time before you can get here.
13:03That's why the advice of most of the passengers we talked to is to go here early to avoid accidents.
13:11Thank you very much, Daanotin Cungco.
13:14The year is about to end, but the rainy season seems to be not yet over in some parts of the country.
13:20Metro Manila was also rained earlier, while some provinces were affected.
13:27The question of many is, will this continue until the new year?
13:32Let's find out in the coverage of Jonathan Andata.
13:38Some police and volunteers helped to clean the soil in the area of Tinglayan, Kalinga.
13:44Motorists can now pass through, but monitoring is still ongoing.
13:48There was also a landslide in Santa Prasedes, Cagayan.
13:52According to their MDRRMO, the soil may have softened due to the rains.
13:57Kapatan-Pinakanawan Overflow Bridge was also closed in Tuguegarao City.
14:02After being submerged in the flood, the rainy season still continued.
14:05Meanwhile, Marilaki Road in Infanta Quezon was also not passed because of the landslide.
14:11Clearing operations were immediately carried out there.
14:13Last night, heavy rains poured in Bonggao, Tawi-Tawi.
14:18It also rained earlier in Manila.
14:21But President Saloneta's Christmas gift,
14:24which was received by more than 2,000 individuals earlier,
14:27was worth P5,000 in cash and raffle prices of appliances.
14:31Merry Christmas and Happy New Year to all of you.
14:35After President Saloneta left, the rain stopped.
14:37But most of the people who marched in Saloneta were wearing umbrellas and jackets.
14:42It's a good thing that the rain stopped.
14:44That's why we were able to go out and march here.
14:49For us in Baguio, this is normal.
14:52It's congested in Baguio.
14:54There's no traffic here.
14:56According to Pag-Asa, the cold weather now is like the coldness in Luzon.
14:59It's possible that it will increase in the coming days.
15:02Will it also rain during the new year in Metro Manila?
15:05The weather is clear.
15:07But we expect that there will be a possibility of localized thunderstorms in the afternoon and evening.
15:14In other parts of the country, it is expected that it will rain in the first half of 2025
15:20due to the effects of the shear line and ITCZ.
15:23Because it is continuously raining in Manila,
15:27there are big possibilities of flash floods and landslides.
15:32For now, Pag-Asa has not yet monitored a flood inside and outside the Philippine Area of Responsibility.
15:39For GMA Integrated News, Jonathan Andal, Nakatutok 24 Horas.
15:44There are more tourists in Baguio City,
15:48where security and preparation for the new year is tight.

24:28even yesterday morning
24:30and this afternoon

24:44The two compounds of this
24:46store of fireworks
24:48did not run out of customers
24:50in yesterday's operation.
24:52This store does not even have
24:54buyers of fireworks
24:56and lights.
24:58Lars, a Denmark resident,
25:00is the only one who saw
25:02this many fireworks and lights
25:04in one place.
25:06Is it your first time
25:08to have your own fireworks display?
25:10Yes, it is.
25:12That's why you're excited?
25:14Yes, it is.
25:16Very good.
25:18Some people say
25:20that using fireworks
25:22is like burning money
25:24but Judy
25:26is just making fun of it.
25:28It's sad because
25:30we'll probably start at 11.
25:3211? And then?
25:34Until 12, 12 in the midnight.
25:36So you'll sustain that
25:38because you bought a lot?

26:08because this will run out.
26:10We'll just run out.
26:12Until it runs out?
26:14Yes, until it runs out
26:16and we'll close.
26:18Torotot also sells fireworks.

26:24even if it's inside the house.
26:27Fireworks,
26:28even if it's inside,
26:30it's not allowed.
26:32Yes.
26:34If it's outside,
26:36it'll get wet.
26:39Vicky,
26:41the stores will be operational
26:43for 24 hours
26:45especially the ones with
26:47lights and fireworks.
26:49And just like that,
26:51the heavy traffic,
26:53even though it doesn't
26:55explode because
26:56of the heavy traffic,
26:58it will still be operational.
27:00So,
27:02the lights
27:04and fireworks
27:06will be operational

37:25outbreak of gunfire
37:27on the eve of the new year.

37:36who was given by his friend
37:38is one of the 7 cases
37:40of firecracker-related injury
37:42since December 21 here in the hospital.
37:44I was just tested.
37:46I was shot in the hand
37:48when I woke up.
37:50I don't want to be shot anymore.
37:52I'm suffocating.
37:54How painful is it?
37:56It's painful.
37:58This is how many he suffered
38:00because he could've been shot
38:02in the eye.
38:04He could've been shot.
38:06Or maybe even the crotch
38:08which we call a mangled extremity.
38:10Or he could've lost his finger
38:12on the spot.
38:14In O.C.R.R.A.E.S. Memorial Medical Center,

38:44If their wounds are more serious, here are the medical equipment that can be used on you,
38:51such as these, to cut your fingers or bones.
38:55Just a reminder, doctors, don't wait for these to be used on you before you remember the danger of gunshots.
39:02Gunshots are just for fun, but if you lose your fingers or eyes, it will last a lifetime.

39:28In case of a gunshot...
39:30Just flush it in running water, okay?
39:34Then put it in a clean gauze and bring it to the hospital.
39:37If it's cut, others just want to get their fingers back.
39:41Put it in a zip lock, put it in clean water.
39:45And put it in a cooler with ice.
39:48Don't put it directly in the ice.
39:50But not all fingers can be returned.
39:53We will still assess it.

40:22It is not known to the victims' relatives what kind of gunshot was fired.
40:26But in the past, they used to make gunshot victims and sometimes arrested because there was no permit.
40:31The investigation of the incident continues.
40:34One of the things that is monitored every new year is the incident of indiscriminate discharge of firearms.
40:40According to the record of the PNP, there were 15 cases of indiscriminate discharge of firearms and four cases of legal bullets.
40:46The PNP recalled...
40:48There are many ways for us to be happy and make noise in the new year.
40:52The PNP's wish is for us to be together in celebrating the new year in a complete way.
40:59We will not discredit anyone we love in life.
41:03Emil, the authorities repeatedly remind us that gunshots are dangerous.
41:08So if you don't want to be the next one to be taken to the emergency room like this,
