US alarmed Russia close to accepting nuclear-armed North Korea

The United States voiced alarm at the United Nations Security Council on Wednesday, December 18, that Russia was close to accepting a nuclear-armed North Korea, as Moscow and Pyongyang defended their growing cooperation.

Russian Foreign Minister Sergei Lavrov said in September that Moscow viewed the notion of "denuclearizing" North Korea as a "closed issue" as it understood Pyongyang's logic of relying on nuclear weapons as the foundation of its defense.

Russia has forged closer diplomatic and military ties with North Korea since invading Ukraine in February 2022 and Russian President Vladimir Putin and North Korean leader Kim Jong Un have visited each other's countries.

00:18Alarmingly, we assess that Russia may be close to accepting North Korea's nuclear weapons program,
00:26reversing Moscow's decade-long commitment to denuclearize the Korean Peninsula.
00:33We believe that Moscow will become more reluctant not only to criticize Pyongyang's development of nuclear weapons,
00:41but also further obstruct passage of sanctions or resolutions condemning North Korea's destabilizing behavior as we've already seen.
00:52We call on Russia, an NPT depository state, and Foreign Minister Lavrov's declaration
01:00that the notion of denuclearizing North Korea is a quote, closed issue, unquote,
01:08is a reckless departure from the agreed principle of complete, verifiable, and irreversible disarmament
01:17and undermines the Non-Proliferation Treaty.
01:47The Korean-Russia relationship is based on the Treaty on Comprehensive Strategic Partnership

02:21It promotes the welfare of the people of both countries and serves as a security mechanism
02:28for easing tensions in the region and guaranteeing strategic stability of the world.
02:34It becomes a positive contribution to international peace and security and can by no means be subject to criticism.
02:43The DPRK will never tolerate the arbitrary and high-handed practice of the United States

03:33North Korea has a history of provocative actions during U.S. presidential transitions
03:39designed to grab attention, raise the stakes, and set the stage for direct negotiations with the new U.S. administration.
03:47This pattern can recur within the upcoming months.
03:52This time it could be another ICBM or military satellite launch or even its seventh nuclear test.
