00:32The signing of the budget was supposed to be on Friday,
00:35but Executive Secretary Lucas Bersamin said that it will not continue because it needs time for a thorough review.
00:42It is not yet clear when the budget will be signed,
00:44but Bersamin confirmed that there are parts that will be vetoed.
00:48The leaders of the House and Senate have no objection to this because it is part of the process.
00:53Under Article 6, Section 27 of the 1987 Constitution,

01:37The Php 26 billion budget was also added to the Ayuda para sa Kapos Angkita Program or ACA,
01:43which was removed from the Senate version but was returned to the Bicam.
01:46According to the law expert, Professor Dan Gatmaitan,
01:49removing a particular item is what the President can do.
01:53He cannot transfer it to another part of the budget that was removed from another program.
