00:00Again, the youths in Sampaloc, Manila are in chaos.
00:03As far as I know, they just came from the church last night.

00:13You would think that these youths are just playing on the side of Lacson Avenue in Sampaloc, Manila.
00:19But suddenly, a Molotov cocktail exploded on one of them,
00:23and on the other.
00:26According to the barangay,
00:27about 20 youths were taken to the place where the riot took place.
00:32Riot, gang war, that's our assessment on them.

00:36The youths, the minors, 8, 9, 10, 11, 12.
00:39Some of them came from the church last night.
00:41Some cars were hit by stones.
00:43Some parents of the youths asked for help from the barangay.
00:47However, this parent said that his son was already in jail,
00:53and that he will not pay for the damage done to the car of our barangay.

01:01often cleans the debris that is left whenever there is a riot against them.
01:06How often does a riot take place?
01:08It happens every day.
01:10It doesn't happen during the day.
01:12Sometimes, it happens in the afternoon.
01:15Sometimes, it happens in the evening.
01:18Sometimes, it happens at 4 p.m.
01:20According to the barangay,
01:21there were police officers and their men who were guarding the place,
01:24but the youths were in a state of panic when there was no one to guard them.
01:28Meanwhile, in the Manila Police District,
01:30they immediately responded when the news of the incident broke.
01:33The Manila Police District did what it did to our two stations.
01:37We put our police officers there to guard.
01:41Some of the youths who were involved in the riot
01:44were turned over to the Manila Department of Social Welfare.
01:47While others were turned over to their parents.
01:50According to the law, minors cannot file a complaint.
01:54Their parents are the ones who are likely to face the issue.
01:58Under the Manila City Ordinance No. 8243,
02:01or the Anti-Child Endangerment Act,
02:03parents can be jailed for up to 6 months
02:07depending on the age of their children.
02:09There is also a fine of P2,000 up to P5,000.
02:13Let's not wait for something bad to happen to your children.
02:18Or, better yet, if it happens to you,
02:21we will punish you with a life sentence.
