00:00After a baker's dozen hearings he presided over, House Quad Committee lead chair and

00:04Sudegal representative Robert Ace Barbers laid out his committee's conclusive report,

00:10recommending among others the filing of charges against former President Rodrigo Duterte and

00:15others for the alleged crimes of humanity they perpetrated in the war on illegal drugs.

00:26The House Quad Committee has formally recommended the filing of charges against former President

00:32Rodrigo Duterte, Senator Ronald De La Rosa, Senator Bongo, among other personalities for

00:37alleged crimes against humanity in the war on illegal drugs campaign of the previous

00:42administration.

00:43Earlier during the final session day for the year, Quad Com lead chair Robert Ace Barbers

00:48presented their progress report.

00:50Among its contents was the case filing recommendation.

00:53According to Chairman Barbers, witness testimonies corroborated by evidence revealed a system

00:58that allegedly incentivized the killing of drug suspects, a system allegedly modeled

01:03after the so-called Davao template and replicated nationwide.

01:07Following the presentation of their initial committee report, the House as a whole adopted

01:10it and likewise approved the motion to transmit the progress report to concerned agencies

01:15for the filing of appropriate charges.

01:18This report is not merely an account of our work, Mr. Speaker.

01:22It is a solemn commitment to uncovering the truth, upholding justice, and crafting meaningful

01:29legislative solutions to address the scourges of illegal drug proliferation, unlawful land

01:35acquisition by foreigners, crimes linked to Philippine offshore gaming operators or POGOs,

01:42and extrajudicial killings.

01:45Before the session adjourned, Speaker Martin Romualdez also delivered his closing speech.

01:50Here he also recognized the efforts and hard work of the Quadcom in delivering truth and

01:54justice.

01:55Thanks to the valiant efforts of its members, the Quadcom investigation revealed the apparent

02:01humanity and disrespect of those who propagate serious and illegal activities involving POGOs,

02:08illegal drugs, smuggling, irregularities in the Philippine visa processing, corruption,

02:15and accountability.
