00:00We will all be together.
00:08Taxi!
00:15The House Quad Committee recommends the filing of a complaint against former President Rodrigo Duterte,
00:20Senators Bong Go and Bato Dalla Rosa, and several former and current officials of the PNP.
00:26This is related to the Crimes Against Humanity for the Drug War of the Duterte Administration.
00:31Witness, Raffi Tima.
00:37Just like the complaint filed in the International Criminal Court,
00:39Crimes Against Humanity is recommended by former President Rodrigo Duterte,
00:44Senators Bong Go, Bato Dalla Rosa, and others.
00:47This is included in the 43-page report of the House Quad Committee
00:51on Illegal Drugs and Illegal Pogo Operations in the country of the previous administration.
00:56The investigations brought to light a harrowing narrative of abuse of power and institution.
01:04In the aftermath of the drug war,
01:05the former PNP chief Oscar Alvayalde and Leopold Sinas,
01:10police colonels Ruina Garma and Edelberto Leonardo,
01:13and former official Herminia Mooking Espino,
01:17as well as several personalities involved in the possession of 360 kilos of shabu in Mexico Pampanga,
01:24including Mayor Teddy Tumang and several Chinese nationals,
01:28as well as those involved in the death of three Chinese nationals in Davao Penal Farm in 2016
01:34and Police General Wesley Barayuga.
01:36An additional investigation is needed for the personalities involved in the illegal pogo operation,
01:43including the former Bamban Mayor Alice Go and the former Presidential Spokesperson Harry Roque.
01:48This is a defining moment for this Congress, Mr. Speaker.
01:52It is an opportunity to uphold the rule of law,
01:55protect our nation's sovereignty, and deliver justice to those who have been wronged.
02:01According to the investigation,
02:02there are 30 proposed laws that were drafted to prevent such incidents from happening again,
02:07as part of the proposed reparation or payment to the victims of EJK.
02:12Monetary reparation between P250,000 to P500,000,
02:19as well as a non-monetary reparation will be granted to victims and their families
02:25to be determined by the extrajudicial killing claims court proposed under the bill.
02:33The Quadcom immediately adopted the plenary report.
02:36The report will be sent to the appropriate government agencies for the filing of the relevant cases.
02:41We are working hard to get the support of the former President Duterte
02:44and to get him involved in the possible case.
02:47For GMI Integrated News, Raffy Tima is your witness.
02:53Senator Bato De La Rosa is ready to face any complaints against him regarding the drug war.
03:00He also expects this to be one of the steps to destroy Duterte and his allies.
03:08In addition, if Senator Bongo has already destroyed them and did not win the upcoming election,
03:13there will be no more hindrance in the impeachment against Vice President Sara Duterte in the Senate.
03:18He is confident in the judicature and he will still seek justice.
03:22As for Go, he asked the court to overturn this.
03:26He also questioned the Quad Committee due to the involvement of some personalities,
03:32even hearsay or lack of confidence against them.
03:36The court said that he is just a citizen and he will continue his assistance.
03:44A man who fell from his post in Manila has always been a threat.
03:50Witness, Niko Wahe.
03:54On November 24, there was a huge fire on Isla Puting Batos in Manila.
03:59The fire reached Task Force Charlie and hit around 1,000 houses.
04:03More than three weeks ago, there was still no electricity in Isla Puting Batos.
04:08This is the reason why a 30-year-old man climbed a post in the area early in the morning.
04:14He thought about what to do and we assumed that he was planning to steal electricity.
04:27The people in the area were surprised when he suddenly fell.
04:31There was a spark and he fell from the post.
04:37Dead on arrival in the hospital, the man was shot in the chest, injured in the temple and his head was hit.
04:44Aside from the danger, according to Miralco, it is against the law to steal electricity.
04:49Let's not do that because either we will be caught by the law or we will be hurt, we will fall if we hit hard.
04:59This fire can also happen.
05:02We are still trying to get the family of the man who was shot.
05:05For GEMA Integrated News, Niko Wahe, your witness.
05:11Malacanang confirmed that there are parts of the 2025 National Budget
05:15that will be vetoed by President Bongbong Marcos for the public's interest.
05:19An expert believes that the budget will be returned to the BICAM to fix this.
05:25Witness, Mav Gonzales.
05:31President Bongbong Marcos has recently appointed members of his Cabinet
05:35as Executive Secretaries, Secretaries of Budget, Finance, Public Works and National Economic Development Authority,
05:41PAKSA, and the 2025 National Budget.
05:45The budget was supposed to be signed on Friday,
05:48but Executive Secretary Lucas Bersamin said that it will not continue because it needs time for a thorough review.
05:55It is not yet clear when the budget will be signed, but Bersamin confirmed that there are parts that will be vetoed.
06:01The leaders of the House and Senate have nothing against this because this is part of the process.
06:06Under Article 6, Section 27 of the 1987 Constitution,
06:10the President has the power to veto any law passed by the Congress.
06:15Under the Constitution, the President can veto particular items or just a part of the budget.
06:21As of now, the Bicameral Conference Committee passed a budget of almost P215 billion pesos
06:28that was added to the budget of the EPWH compared to what was included in the National Expenditure Program
06:34or the proposed budget submitted by the Executive Board.
06:37More than P17 billion pesos was added to the Camera and more than P1 billion pesos was added to the Senate.
06:43Also, more than P11 billion pesos was added to the budget of the DepEd and the removal of the PhilHealth subsidy.
06:50The P26 billion budget for the Ayuda para sa Kapos Angkita Program or ACAP,
06:56which was removed from the Senate version but was returned to the Bicam.
07:00According to the law expert Professor Dangat Maitan,
07:03the President can only remove a particular item.
07:06He cannot transfer it to another part of the budget that was removed from other programs.
07:11For example, if the President vetoes the fund for ACAP,
07:14the fund that was included here cannot be spent even in other programs.
07:18The money will remain in the National Treasury.
07:21If the PhilHealth budget is vetoed and the subsidy is zero,
07:24the original allocation of P74 billion pesos will not be returned.
07:28Congress has to respond.
07:30I don't know, next time or next year, they will be more careful.
07:34Or special appropriations will be needed.
07:38Eventually, if it looks like money is needed for certain things,
07:43there will be emergency mechanisms.
07:46Under the 1987 Constitution,
07:48the President's veto can still be overrided or the Congress' visa can be removed.
07:53But this has not yet happened in history.
07:55According to Senate Minority Leader Coco Pimentel,
07:58Congress can insist that it still needs to be a law.
08:05It can insist by two-thirds vote of Congress per House.
08:11Voting separately, what do you call that?
08:14Override the veto.
08:16Nothing.
08:17Because a super majority, a special majority is needed.
08:22More than just a simple majority.
08:24Of course, the President's allies are in the House and Senate.
08:30It should not happen.
08:32The President can also reconvene the Bicameral Conference Committee to fix the budget.
08:37What he needs to do is prevail upon Congress to withdraw
08:44the bill they gave to the President so that they can fix it.
08:51That's what I think is the most viable solution here
08:57without making the President veto the entire budget.
09:02According to the Senate President,
09:04the fund can be augmented or increased after the budget is passed.
09:07It's in the special provisions.
09:09The Speaker, the Senate President, the President, the Chief Justice,
09:12all the heads of the agencies, the constitutional agencies have that power.
09:16Because they have fiscal autonomy.
09:18For GMA Integrated News, I'm Mav Gonzalez, your witness.
09:22The Bureau of Corrections is looking at the record of Mary Jane Veloso in Indonesia
09:27to find out if she is qualified for the Good Conduct Time Allowance.
09:31Veloso also hopes that she will be given the Executive Clemency of President Bobo Marcos.
09:36Witness, Joseph Moro.
09:41After more than a decade of imprisonment in Indonesia,
09:44Mary Jane Veloso's family has never had a moment of peace with her family
09:49before she joined the Correctional Institution for Women in Mandaluyong.
09:53Even though their reunion was cut short,
09:55Mary Jane is still happy that she has a wish to celebrate Christmas.
10:05Mary Jane will be in quarantine for five days
10:08at the Correctional Reception and Diagnostics Center
10:10before being transferred to a regular cell.
10:12However, they were allowed to celebrate Christmas here together.
10:16If our whole family is allowed to travel,
10:20we will exchange gifts with our families.
10:25I'm happier now than when I was traveling with my mom.
10:29Because now, she's closer to us even though we travel every day.
10:34But it's okay.
10:35At the airport, Mary Jane's family will greet each other.
10:39Mary Jane!
10:44But when the airplane passed by the island this morning,
10:48she suddenly got in the SUV and was taken away by her parents.
10:52I'm so sad.
10:54They made my daughter a criminal.
10:56It's not her fault.
10:58Why didn't they show it to us?
11:01We want to hug her.
11:09Her family knows through the lawyers
11:13that she shouldn't go to the airport
11:16because of security issues and health issues.
11:20That's why the parents and sister of Mary Jane
11:23hugged each other so tightly
11:25when they saw each other at the Correctional.
11:27After two months, Mary Jane was transferred to the Maximum Compound.
11:31For that, in the long-term sentence
11:33of being beaten by an Indonesian,
11:35because of the small amount of heroin
11:37that her recruiter gave her in 2010.
11:40According to the Department of Justice,
11:41aside from the executive clemency,
11:43Mary Jane Veloso can also be paroled.
11:46A technical working group was established by the Bucor
11:49to study this and to find out
11:51if Mary Jane spent more than 14 years in jail in Indonesia
11:55with the GCTA.
11:57That's the beauty of the GCTA.
11:59It's not passed by the Executive Department.
12:03Because if it's computed, it's only internal.
12:06In due time, we'll be able to know
12:08if Mary Jane is qualified for GCTA
12:15and then if there's a GCTA,
12:19has she served the minimum.
12:24So that will entitle her for parole.
12:27At our level, we can recommend that.
12:29It's in the hands of the President
12:31if he will be given an executive clemency
12:33for parole without condition.
12:35If the President will be given an executive clemency,
12:39he will definitely look at the others.
12:41He won't be single out.
12:44It's not like he's in the limelight
12:48and he's the issue in the middle that we're talking about.
12:52For GMA Integrated News,
12:54Joseph Morong, your witness.
12:57In a dialogue between rice millers, traders, importers,
13:01and the government,
13:03the millers insisted that the high price of rice
13:06doesn't come from them.
13:08To help the voters,
13:10the groups will sell cheaper rice to their families.
13:14Witness, Bernadette Reyes.
13:20To lower the price of rice,
13:23the millers, traders, and importers
13:26will sell cheaper rice to the markets.
13:29According to the Center City Rice Mill Owners and Traders Association,
13:33the price of rice is low for wholesalers and retailers.
13:37That's why they can sell rice to the markets
13:40for P40 to P45 per kilo
13:43for those who can afford to buy.
13:46Let's do P40 first.
13:48If it's sustainable for P30, P36, P38,
13:51we will do it.
13:52We're willing to help the government
13:54so that we can always have low prices of rice
13:57that our citizens can afford to buy.
13:59According to the Department of Agriculture,
14:01rice will be sold through the Kadiwa Centers
14:04at an easier time to help with Christmas.
14:08At the same time,
14:09the Bureau of Customs announced
14:11that they will open the warehouses
14:13that were closed for a while in Bulacan.
14:15The BOC gave 15 days for the SHAM to close the warehouses
14:19so that documents can be submitted.
14:21These are being investigated
14:23for high prices of rice
14:25and smuggling allegations.
14:27We served a warrant.
14:29We are looking for proof of payment of duties.
14:31In the meantime,
14:32since our country needs
14:34a cheap supply of rice,
14:36we will open it.
14:38As I said,
14:39I will just monitor the output of rice from their warehouses.
14:43For GMA Integrated News,
14:45I am Bernadette Reyes,
14:46your witness.
14:49The Sandigan Bayan has investigated
14:51six more cases related to coconut levy
14:53that were filed against
14:55former President Ferdinand Marcos Sr.,
14:57former First Lady Imelda Marcos,
14:59and others.
15:00Witness,
15:01Marie Zumali.
15:06The Sandigan Bayan Second Division has investigated
15:09the last six remaining cases
15:11related to the misuse of human resources
15:13of controversial coconut levy funds
15:16against the Marcos family
15:17and other personalities.
15:19In 42 pages of the Sandigan Bayan Resolution,
15:22the cases were filed
15:24against former President Ferdinand Marcos Sr.,
15:27former First Lady Imelda Marcos,
15:29former Senator
15:30and presently Chief Presidential Legal Counsel
15:32Juan Ponce Enrile,
15:34the owners of Maria Clara Lobregat,
15:36Jesus Pineda,
15:37and Cesar Zalamea,
15:39because of the inordinate delay
15:41or excessive delay in hearing
15:43that violates their right
15:45to a quick hearing.
15:47The prosecution said that
15:49evidence and witnesses
15:51from one more case
15:53has already been filed
15:55almost four decades ago.
15:57There were also many pleadings
15:59for an unfair hearing.
16:01Because of this,
16:02all civil cases
16:03against the Marcos family
16:05are now being removed
16:06in order to recover
16:07the illegal funds
16:08they received
16:09through the coconut levy fund.
16:11The PCGG has already refused
16:13the PCGG's request
16:14on the merits of the case
16:15because it violates
16:16the subjudice rule.
16:17But despite the trash,
16:18the Presidential Commission
16:20of the Good Government,
16:21or PCGG,
16:22does not give up.
16:23They will file a motion
16:24for reconsideration
16:25to Sandigan Bayan
16:26and if it is still not given,
16:28they will file a case
16:30to the Supreme Court
16:31to question
16:32the decision of the Anti-Graft Court.
16:34The dismissal is with respect
16:36to certain individuals.
16:38But there are other defendants
16:40in the case.
16:42We are confident
16:43that we can still
16:45prove the other allegations
16:47in our complaint
16:48despite the dismissal of the case
16:50with respect to certain defendants.
16:53We are looking at certain angles
16:56which we will try to study
16:59and argue before the Supreme Court
17:05if the opportunity presents itself.
17:09In another text message,
17:10Solicitor General Menardo Guevara
17:12said that they are already
17:13consulting the PCGG
17:14for their next legal step.
17:16For GMA Integrated News,
17:18Maris Omali is your witness.
17:22Two students fell
17:23while crossing the river
17:25in Barangay Picchon
17:27in Carragan, Davao Oriental.
17:29Pay attention, please.
17:38The crane gave its rope
17:40so the students were ripped.
17:43One of the students
17:44and the boy
17:45were with them.
17:47But the other student
17:48was completely ripped.
17:50Fortunately,
17:51the river was shallow
17:53and everyone was saved.
17:55While some trees fell
17:57in Boston
17:58because of the bad weather.
18:00In Mauban, Quezon, the wind blew in the house next to the rain
18:04while a landslide occurred on the Andaya Highway in Lupi, Camarines Sur.
18:09According to the forecast, Baguio, Quirobid, which is now a low-pressure area,
18:14was the only one that rained in Visayas and Mindanao,
18:16as well as in Quezon Province,
18:18where the shear line had a devastating effect.
18:21Finally, it's only been a week and it's already Christmas!
18:25And it's not just full of colors, but it's also full of symbolism
18:29and discussion of social issues,
18:31the annual lantern parade of UP Diliman.
18:35Each theme has 26 paroles.
18:39Aside from the parade, it seems like there's a street party as well.
18:43And the participants have their own way of dancing,
18:45but what's really awaited are the paroles of the College of Fine Arts.
18:50Until tonight, the event where the lantern will be held this year.
18:59A car was found drowned in a swimming pool of a gym in California, in America.
19:05Using a firetruck pulley, the car was pulled until it could be lifted.
19:10According to the responding firefighters, the car fell on the glass wall of the gym
19:15until it went straight to the swimming pool.
19:17The driver was saved, and the investigation continues.
19:24A mother in General Santos City was overjoyed
19:28because she was able to receive her daughter, OFW, from Malaysia early on Christmas.
19:36The mother, Jocelyn Amoyo, was overjoyed when her daughter, Tani, suddenly jumped from her back.
19:43It's been seven years since her mother hasn't seen her daughter as a domestic helper.
19:49Tani's story is that her family didn't know about the surprise,
19:53and her plane ticket was given to her by her mother.
19:58I'm Pia Arcangel for Mas Malaki Misyon and Mas Malawak na Paglilingkod sa Bayan.
